FLAG SALUTE Mayor Smyth led the flag salute. City Council Chambers 9m• HART HIGH SHOW CHOIR The Hart High Show Choir performed for the City Council and members of the public. PUBLIC PARTICIPATION FOR AGENDIZED ITEMS (ONE MINUTE LIMIT) Addressing the City Council were Tony Maldonado regarding the General Municipal Election results; Nikki Buckstead representing Child & Family Center; Cindy Josten who thanked Mayor Smyth for his service; Nancy (no last name provided) who thanked Mayor Smyth for his service; and Glenda Yakel who congratulated newly -elected Councilmember Patsy Ayala. PRESENTATIONS OUTGOING MAYOR MAKES COMMENTS Outgoing Mayor Smyth remarked on how thankful he was to his family, his fellow Councilmembers, City staff, and the community of Santa Clarita. Councilmember Gibbs spoke on Mayor Smyth's leadership contributions; Councilwoman McLean recalled fond memories of service with Mayor Smyth; Councilmember Weste commented on Mayor Smyth's legacy of service; and Mayor Pro Tern Miranda thanked him for his mentorship. PRESENTATION TO OUTGOING MAYOR BY CITY MANAGER City Manager Ken Striplin highlighted Mayor Smyth's more than two decades of public service ONO to the City of Santa Clarita and presented Mayor Smyth with a memento. Hart Union School District; Tami Stephens representing Congressman Mike Garcia; Kris Hough representing State Senator Suzette Valladares; Crystal Carr representing Assemblywoman Pilar Schiavo; Stephanie English representing 5th District Supervisor Kathryn Barger; Ondre Seltzer representing the Santa Clarita Valley Economic Development Corporation; John Musella and Ivan Volschenk representing the Santa Clarita Valley Chamber of Commerce; Selina Thomas representing the Santa Clarita Valley Industry Association; Dr. Cherise Moore representing Bridge to Home; Matt Nelson representing the Santa Clarita Valley Boys & Girls Club; Kevin MacDonald representing the Santa Clarita Valley Senior Center; Mike DeLorenzo representing the Santa Clarita Valley Sheriff's Foundation; and Rafael Viana representing the Salvation Army Santa Clarita Valley Corps. CONSENT CALENDAR RESULT: APPROVED [UNANIMOUS] MOVER: Laurene Weste, Councilmember SECONDER: Jason Gibbs, Councilmember AYES: Smyth, Miranda, Gibbs, McLean, Weste ITEM 1 RESOLUTION RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON TUESDAY, NOVEMBER 5, 2024 On December 3, 2024, the Los Angeles County Registrar-Recorder/County Clerk certified the results of the November 5, 2024, General Election. RECOMMENDED ACTION: City Council adopt a resolution reciting the fact of the General Municipal Election held on November 5, 2024, declaring the results and such other matters as provided by law. Adopted Resolution No. 24-82 OATH OF OFFICE TO ELECTED COUNCILMEMBER City Clerk Mary Cusick presented the Certificate of Election and administered the Oath of Office to newly elected Councilmember Patsy Ayala. OATH OF OFFICE TO APPOINTED COUNCILMEMBER City Clerk Mary Cusick presented the Certificate of Appointment and administered the Oath of Office to Councilmember Jason Gibbs. .0% Page 2 NOMINATIONS FOR MAYOR 2025 MAYOR PRO TEM TURNS GAVEL OVER TO CITY CLERK Mayor Pro Tem Miranda turned over the gavel to City Clerk Mary Cusick. CITY CLERK OPENS NOMINATIONS FOR NEW MAYOR City Clerk Mary Cusick opened the nominations for the office of Mayor. Motion by Weste, second by Gibbs, to nominate Mayor Pro Tem Miranda as Mayor 2025. Hearing no further nomination, the nomination period was closed. On roll call vote: Ayes: McLean, Gibbs, Miranda, Ayala, Weste Noes: None Absent: None Motion carried. CITY CLERK SWEARS IN NEW MAYOR City Clerk Mary Cusick administered the Oath of Office to incoming Mayor Miranda. CITY CLERK TURNS GAVEL OVER TO NEW MAYOR City Clerk Mary Cusick presented the gavel to Mayor Miranda. NEW MAYOR ACCEPTANCE SPEECH Mayor Miranda announced a summary of his goals for the City Council for *Ire year 2025. NOMINATIONS FOR MAYOR PRO TEM 2025 Mayor Miranda opened the nominations for Mayor Pro Tem 2025. FIRST MOTION by Ayala, second by Miranda, to nominate Councilmember Weste as Mayor Pro Tem 2025. SUBSTITUTE MOTION by Gibbs, seconded by Weste, to nominate Councilwoman McLean as Mayor Pro Tem 2025. Hearing no further motions, the nomination period was closed. FIRST MOTION On roll call vote: Ayes: Weste, Ayala, Miranda Noes: Gibbs, McLean Absent: None Motion carried. Page 3 COUNCIL COMMENTS Councilwoman McLean commented on the City Council returning to a rotation schedule for the selection of a Mayor Pro Tern and recommended that the person so nominated should originate from that rotation. Councilwoman McLean added that she had expected to be nominated and voted in as Mayor Pro Tern during the last Council Reorganization meeting, and that keeping Councilmembers from serving in such a capacity for personal reasons was not ok for the City of Santa Clarita.
