City Council adopt a resolution appointing Councilmember Patsy Ayala to the Santa Clarita Board of Library Trustees for the remainder of the unexpired term ending on June 30, 2025. 2. City Council adopt a resolution reappointing Mayor Bill Miranda and Councilmember Patsy Ayala to the Santa Clarita Board of Library Trustees for the subsequent term beginning July 1, 2025, and expiring June 30, 2028. BACKGROUND California Education Code (Education Code) sections 18910 through 18927 provide that a municipal public library "shall be managed by a board of library trustees" consisting of five members appointed by the Mayor with the consent of the City Council. The Education Code empowers a Board of Library Trustees with the authority to: • Make and enforce all rules, regulations, and bylaws for the public library. • Administer trusts declared or created for the public library. • Purchase real property, erect or rent, and equip such buildings or rooms as may be necessary. In April 2011, the City Council adopted Resolution 11-27, appointing the mayor and members of the City Council to serve as the trustees of the Santa Clarita Board of Library Trustees. Each trustee holds office for a term of three years, as dictated in the Education Code and City Municipal Code. At the June 14, 2022, meeting, the City Council adopted Resolution 22-27, reappointing Mayor Bill Miranda and then-Councilmember Cameron Smyth to the Board of Library Trustees for a term ending on June 30, 2025. Former Councilmember Smyth has resigned Page 1 Packet Pg. 21 O from the Santa Clarita Board of Library Trustees, creating a vacancy. To fill this vacancy, it would be appropriate for the City Council to consider and adopt a resolution appointing Councilmember Patsy Ayala to the Santa Clarita Board of Library Trustees, to fulfill the remainder of the term. Furthermore, the City Council may reappoint Mayor Miranda and appoint Councilmember Ayala for the subsequent term, beginning July 1, 2025 and expiring June 30, 2028. Upon adoption of the attached resolutions by the City Council, Councilmember Ayala would be appointed, effective immediately, to the remainder of the vacant term, expiring June 30, 2025. Additionally, Mayor Miranda and Councilmember Ayala would be appointed for the subsequent term beginning July 1, 2025 and expiring June 30, 2028. To increase public engagement in the Santa Clarita Public Library, the City formed a Community Library Forum (Forum) comprised of community stakeholders and City staff. The Forum meets quarterly to discuss partnership and outreach opportunities, available grants, and programming, to meet the needs of the community. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact as a result of this action. ATTACHMENTS Appointment Resolution Reappointment Resolution Page 2 Packet Pg. 22 5.a RESOLUTION NO. 25- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPOINTING COUNCILMEMBER PATSY AYALA TO THE SANTA CLARITA BOARD OF LIBRARY TRUSTEES WHEREAS, on January 25, 2011, the City Council adopted Ordinance 11-2, establishing the Santa Clarita Public Library, pursuant to the California Education Code, section 18900; and WHEREAS, Section 2.70.020 of the Santa Clarita Municipal Code provides that the Santa Clarita Public Library will be managed by the Board of Library Trustees consisting of five trustees to be appointed by the Mayor, with the consent of the City Council, pursuant to the California Education Code, Sections 18910 through 18927; and WHEREAS, on April 26, 2011, the City Council adopted Resolution 11-27, appointing the Mayor and the City Council to serve as the five trustees comprising the Board of Library Trustees; and WHEREAS, on June 14, 2022, the City Council adopted Resolution 22-27, reappointing then-Councilmember Cameron Smyth to the Board of Library Trustees for a term ending on June 30, 2025; and WHEREAS, as a result of then-Councilmember Cameron Smyth's resignation from the Board of Library Trustees, it is timely and appropriate for the Mayor, with the consent of the City Council, to appoint an individual to fill the Board of Library Trustees seat; and WHEREAS, on November 5, 2024, the Santa Clarita City Council Election resulted in the election of Patsy Ayala to the City Council as a Councilmember. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. The foregoing recitals are true and correct, and the City Council hereby so finds and determines. SECTION 2. The Mayor hereby appoints Councilmember Patsy Ayala to the Board of Library Trustees for the unexpired term ending on June 30, 2025, and the City Council hereby consents to this appointment. SECTION 3. This resolution will take effect immediately upon adoption. The City Clerk shall certify to the adoption of this resolution.
