HomeMy WebLinkAbout2025-02-25 - AGENDA REPORTS - CENTRAL PARK BUILDOUT P4019 CLOSEOUTO Agenda Item: 9 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: Li ' DATE: February 25, 2025 SUBJECT: CENTRAL PARK BUILDOUT, PROJECT P4019 - PROJECT CLOSEOUT DEPARTMENT: Public Works PRESENTER: Shannon Pickett RECOMMENDED ACTION City Council appropriate $245,175 from the Site Improvements Fee Fund (Fund 431) to Central Park Buildout Project expenditure account P4019431-516101. BACKGROUND The Central Park Buildout project was constructed at the southwest corner of Central Park near the intersection of Bouquet Canyon Road and Alamogordo Road, as indicated on the attached Location Map. The scope of work included the addition of four full-sized multipurpose fields; the installation of sport field lighting landscaping, and irrigation; various site furnishings; a restroom building; upgrades to the adjacent dog park, including a lighted accessible walkway from the new parking lot to the dog park; 268 additional parking spaces; exercise stairs; and the construction of an emergency access road from the existing parking lot to an adjacent street. This project supports the Building and Creating Community theme of the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2025. On September 28, 2021, the City Council awarded a construction contract to Spectrum Construction Group, Inc. (Spectrum), the lowest responsible bidder, to construct the Central Park Buildout project. Construction began on January 10, 2022, and proceeded until April 29, 2022, when City staff terminated Spectrum's right to proceed for default. Staff coordinated with the City Attorney's Office to work with Spectrum's surety company, Great American Insurance Company (GAIC), to find an acceptable contractor to complete the project. On May 23, 2022, GAIC administered a Solicitation for Offers (SFO) requesting offers from two construction companies, AMG & Associates and Urban Habitat, to complete this project. Upon review, GAIC selected Urban Habitat as the offeror to present to the City for completion of the proj ect. Page 1 Packet Pg. 54 O On September 13, 2022, the City Council approved a tripartite tender agreement between the City, GAIC, and Urban Habitat. The agreement authorized a new construction contract with Urban Habitat in the amount of $11,002,623, including contingency, to complete the construction of the Central Park Buildout project. Construction began on October 18, 2022, and proceeded until October 23, 2023, when City staff determined Urban Habitat had completed the project to the satisfaction of the Director of Public Works. On January 23 and April 22, 2024, Urban Habitat submitted change order requests contending that they were owed additional compensation for soil import delays caused by inclement weather and disputed construction quantities. City staff negotiated a resolution of the proposed change orders with Urban Habitat, with the City agreeing to pay Urban Habitat $320,000 for the disputed items. Although the proposed resolution is within the overall project spending authority, the requested budget appropriation addresses the difference between the remaining project funds and the negotiated resolution amount. Adequate funds are available in the Site Improvements Fee Fund (Fund 431) to support this request. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, adequate funds will be available in expenditure accounts P4019723-516101 (Facilities Fund) and P4019431-516101 (Site Improvements Facilities Fee Fund) to satisfactorily complete negotiations and support the recommended project closeout.
