INVOCATION
Mayor Miranda delivered the invocation.
CALL TO ORDER
Mayor Miranda called to order the Joint Regular Meeting of the City Council and Board of
Library Trustees at 6:08 p.m.
ROLL CALL
All Councilmembers were present.
FLAG SALUTE
Councilmember Gibbs led the flag salute.
EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.
AWARDS AND RECOGNITIONS
Addressing the City Council was Peggy Stabile and Barbara White, representing the National
Association for the Advancement of Colored People (NAACP), regarding Black History Month.
Councilmember Gibbs recognized the numerous accomplishments and contributions that African
Americans have made to our nation, including those from icons like Martin Luther King Jr. and
Harriet Tubman. Councilmember Gibbs announced that the City proclaims February 2025 as
Black History Month and invited President of the Santa Clarita Chapter of the NAACP, Rlynn
Smith Thomas, and other invited guests to accept the proclamation and take a photo.
Councilwoman McLean commented that Claudette Colvin was the first person to refuse to give
up her seat on a bus, while history remembers and tells the story of Rosa Parks. -we
PRESENTATIONS
Mayor Miranda announced the return of the annual One Story One City Program this March,
organized by the Santa Clarita Public Library, and invited City Librarian, Gina Roberson, to the
dais to share more about the program and to reveal the 2025 One Story One City book selection.
PUBLIC PARTICIPATION
Addressing the City Council were Linda Townsley regarding The Master's University; Alan
Ferdman regarding fire prevention; Jayne Heiber regarding Placerita Canyon; Mitchell Landau
regarding Placerita Canyon; Cindy Josten regarding New California; Nancy (no last name
provided) regarding Orchard Village Road bike project; Joseph Jasik regarding electric vehicle
charging stations; Di Zimmerman regarding lithium ion battery storage facilities; Rob McCarthy,
representing Placerita Canyon Property Owners Association (PCPOA), regarding traffic lights in
Placerita Canyon; and Joshua Wentz, representing Mission Opera, regarding a musical
performance at Canyon High School.
Two written comment cards were received regarding Placerita Canyon.
STAFF COMMENTS
City Manager Ken Striplin reported on the road improvements made in Placerita Canyon by The wo
Master's University (TMU).
COMMITTEE REPORTS/COUNCILMEMBER COMMENTS
Councilmember Ayala inquired about the City working with safety personnel on an emergency
evacuation plan and upholding the special standards agreement with TMU. Councilmember
Ayala also invited residents to attend the Sweetheart Escape Valentine's Day event at The Cube
Ice and Entertainment Center.
Mayor Pro Tern Weste inquired about a Fire Department report regarding battery storage facility
fire risks in the Placerita Canyon area as well as a study on how to prevent power facility failures
in the future. Mayor Pro Tern Weste also mentioned that she and the Mayor met with the
California Public Utilities Commission and will continue meetings with local government
representatives to discuss the public safety shutoffs.
Councilwoman McLean mentioned the Big I Do event on Valentine's Day 2025 and the
opportunity for couples to get married during the Cowboy Festival; commented on the 2025
Greater Los Angeles Homeless Count, inviting residents to volunteer; and requested that the
battery storage facility study memo received by the Council be made public.

Mayor Miranda requested a quick overview of the Old Orchard bike project, and City Manager
Ken Striplin responded that the project was identified in the City's Non -Motorized Plan,
constructed using a competitive grant program, and that the barricades are temporary features
that are not intended to be part of the final design.
Councilmember Ayala asked Mr. Striplin to confirm that electric meters were the jurisdiction of
the Public Utilities Commission, of which Mr. Striplin confirmed.

Transfers for the Period 12/30/24 through 01/10/25.
RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register No. 03.

FUND TRANSFER AGREEMENT WITH LOS ANGELES COUNTY FOR MEASURE W
MUNICIPAL FUNDS
This action will allow the City of Santa Clarita to begin receiving its municipal share of the Safe
Clean Water Measure W parcel tax.
RECOMMENDED ACTION:
City Council authorize the City Manager, or designee, to sign the required Fund Transfer
Agreement from Los Angeles County to accept the 40 percent municipal share of funds collected
from City of Santa Clarita properties under the Safe Clean Water Measure W parcel tax, subject
to City Attorney approval.
PUBLIC PARTICIPATION II
Addressing the City Council was Teresa Todd, President of the Placerita Canyon Property
Owners Association, regarding upholding special standards in Placerita Canyon.
