O Agenda Item: 4 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: Li DATE: March 25, 2025 SUBJECT: VISTA CANYON WATER FACTORY OPERATIONS AND MAINTENANCE CONTRACT DEPARTMENT: Neighborhood Services PRESENTER: Amber Rodriguez RECOMMENDED ACTION City Council: 1. Award a three-year contract to Geosyntec Consultants, Inc., for water testing services in the amount of $482,822 and authorize a contingency in the amount of $48,282, for a total contract amount not to exceed $531,104. 2. Appropriate a one-time expenditure of $112,052 from the Vista Canyon Wastewater Standby fund balance (Fund 368) per attached Exhibit A, effective Fiscal Year 2024-25. 3. Appropriate an ongoing expenditure of $250,000 from the Vista Canyon Wastewater Standby fund balance (Fund 368) per attached Exhibit A, effective Fiscal Year 2025-26. 4. Authorize the City Manager or designee to execute up to two additional, one-year renewal options, plus an adjustment consistent with the appropriate Consumer Price Index for Los Angeles, Riverside, and Orange County adjustments, upon request of the contractor, and contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year. 5. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND As part of the Conditions of Approval for the Vista Canyon project that was approved in April 2011, the City of Santa Clarita (City) required the developer to construct the Vista Canyon Water Factory (Water Factory) and oversee operations until the City assumed full ownership. The Page 1 Packet Pg. 62 O Water Factory was completed in 2020, has a capacity of 392,135 gallons per day (equivalent to 439.2 acre-feet per year) and can produce approximately 371,000 gallons per day (equivalent to 415.5 acre-feet per year) of recycled water. On April 1, 2024, the City officially began overseeing operations and maintenance of the Water Factory. As part of the City's ongoing effort to enhance water resources in our region, as of August 21, 2024, the Water Factory officially began selling recycled water to the Santa Clarita Valley Water Agency. The operations and maintenance expenses associated with the site are funded through the Wastewater Assessment Fund (Fund 368), and revenue generated by the sale of recycled water. To ensure the City remains in compliance with the Los Angeles Regional Water Quality Control Board's (LARWQCB) Waste Discharge Requirements (WDR), Water Reclamation Requirements (WRR), and Monitoring and Reporting Program (MRP) for the Water Factory (Order No. R4-2020-0049, MRP No. C1-10041), adopted on April 16, 2020, the City must monitor and report the potential impacts of landscape irrigation and non -potable recycled water applications using Water Factory effluent. The required monitoring includes continuous, daily, weekly, monthly, quarterly, and annual monitoring of the Water Factory influent, effluent, groundwater, effluent storage tank, and water supply. Quarterly and annual reports are required to describe monitoring actions, summarize monitoring data, analyze trends, and discuss results, compliance, and corrective actions. The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to perform water testing services in compliance with the LARWQCB's WDR and WRR for the Water Factory. The RFP was published and circulated via the City's e-procurement system BidNet on December 27, 2024. The City transmitted the solicitation to 1,276 vendors on BidNet, of which 57 vendors downloaded the RFP. Two companies provided proposals for consideration. These proposals were reviewed and evaluated based on each company's ability to meet the specific needs of the City. An evaluation panel comprised of staff from Neighborhood Services, scored the responses using the following categories of weighted criteria: • Contractor Qualifications, Scope of Work, Program Management (15%) • Experience (20%) • Thoroughness of Proposal (20%) • Cost (15%) • Successful Completion of Projects (15%) • Ability to Modify Programming (15%) The evaluation team scored the responses based on a 100-point system, with the results outlined below: Rank Com Location 1 Geosyntec Consultants, Inc. (Geosyntec). The evaluation team determined that Geosyntec's proposal offered the best overall value to meet the LARWQCB's WDR and WRR for the Water Factory. Additionally, Geosyntec received a higher score based on the comprehensive scope and detailed expense breakdown. City staff completed a due diligence review of Geosyntec's professional references and determined its work history meets the City's standards and performance expectations. Based on the above, staff recommends awarding a three-year contract to Geosyntec. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon City Council approval of the recommended actions, funds will be available in the Vista Canyon Water Factory expenditure account 3687413-514101, 3687413-516101 and 3687413- 518503. Our understanding of the project's goals and the key services required is based on the detailed scope of work outlined in the RFP and more than 8 years providing these services forthe Vista Canyon Water Factory (Water Factory). The primary objective of this program is to ensure compliance with the WDRs and WRRs in Order No. R4-2020-0049 and the associated Monitoring and Reporting Program (MRP) (No. CI-10041) set by the Los Angeles Regional Water Quality Control Board (LARWQCB) in 2020. We understand that the Water Factory is seeking a qualified operator to provide consulting services for a three-year term starting from February 1, 2025, Geosyntec c" consultants through February 28, 2028, as outlined in the RFP. The City, which manages the operation and maintenance of the Water Factory, requires an operator to perform groundwater testing services and groundwater, influent, effluent, and effluent tank monitoring reporting in compliance with the MRP. Geosyntec is well-equipped to meet these needs since performing monitoring and reporting for the Water Factory in compliance with these WDRs, WRRs, and MRPs since 2016 and we are eager to continue demonstrating our value to the City. Our approach (described in detail in Section 4) involves meticulous collection and analysis of groundwater samples and compliance reporting of groundwater, influent, effluent and recycled water monitoring. This includes close coordination with the City, the Water Factory operator (PERC Water), and the Santa Clarita Valley Water Agency (SCV Water), strict protocols for data collection, USEPA-approved methods for data analysis, comprehensive reporting to the GeoTracker database, and rigorous quality assurance processes. The reports detail groundwater quality results, method detection limits, minimum levels, and reporting limits. Baseline groundwater monitoring field observations, where applicable, are also included. Each quarterly monitoring report is accompanied by a cover letter summarizing the monitoring results. All relevant data is submitted to the GeoTracker database in compliance with the MRP. In addition to the quarterly reports, Geosyntec prepares an Annual Monitoring Report that presents the results from the annual sampling event conducted between January 1 and December 31 each year. These included rising groundwater during extended periods of flow within the Santa Clara River, which bisects the City, as well as several neighborhoods built on stabilized ancient landslides. These areas, called Drainage Benefit Assessment Areas (DBAAs) require pumping and disposal of groundwater. Permitting of the disposal of groundwater originally occurred through National Pollutant Discharge Elimination System (NPDES) permits regulated by the local Regional Water Quality Control Board. The discharge was subsequently changed from discharge to the Santa Clara River (covered by NPDES permits) to discharge to the sanitary sewer, which is covered by permits with the Los Angeles County Sanitation Districts. Geosyntec's Scope of Services Scope of Work: • Regulatory Review and Support • Groundwater Water Quality Evaluation • Alternative Use Analysis • Permitting and Permit Reporting Support Geosyntec has provided a wide range of services to Special Districts over the nearly 20 years of regulatory support. This includes NPDES permit compliance review, water quality evaluation, analysis of possible alternative use of groundwater, grant proposal preparation, and regulatory and permit support for the switch from NPDES to County Sanitation District discharge. The primary technical support provided to Special Districts over the past 10 years has been review of groundwater water quality, discharge flow calculations, and required permit reporting to the Los Angeles Sanitation Districts. Notable Accomplishments After implementation of the chloride TMDL on the Santa Clara river discharges from permitted outfalls were required to meet strict chloride concentration requirements. The DBAA groundwater is not contaminated but has high total dissolved solids, in particular chloride. Geosyntec assisted the City with navigating compliance for NPDES permits for the DBAA discharges, but ultimately proposed discharge to the sanitary sewer rather than to the river. This eliminated significant fines for out of compliance discharge allowing the DBAAs to better manage meager budgets. In addition, as part of negotiations with regulators to reduce accumulated prior fines, Geosyntec successfully developed work plans to implement a Supplemental Environmental Project (SEP). Geosyntec continues to provide water quality evaluation and Los Angeles Sanitation Districts reporting for several DBAAs. Geosyntec's Scope of Services Geosyntec reviewed the historical documents related to the DBAA to obtain and summarize the well construction information, groundwater level limits and other relevant information for operation and maintenance of the DBAA. Geosyntec conducted well assessments that included comparison of construction information to quarterly monitoring information conducted since the 1990s. Following categorization of the 22 wells and piezometer according to likely condition, field investigations were conducted, including downhole video surveys of representative wells. Various conditions were found, including root intrusion, natural fill in the bottoms of wells, and casing wear. Geosyntec prepared a planning -level cost estimate for further investigations, well rehabilitations, and well replacements. In 2025, Geosyntec will be supporting the City with implementation of the first phases of the work. In addition, groundwater is also integral to the local ecology through its interaction with surface water flows in the Santa Clara River and support of phreatophytes in the basin. SCV Water, as part of the Santa Clarita Valley GSA, is prepared a GSP for the Santa Clara River Valley East Subbasin, including the development of a groundwater flow numerical model, assessment of groundwater -dependent ecosystems, and development of sustainability criteria and monitoring network. Geosyntec's Scope of Services associated MODFLOW layer schema Geosyntec provided groundwater management and hydrogeology support during the development of the GSP as part of the GSI team and directly to SCV Water. Geosyntec assisted SCV Water in evaluating the results of the groundwater model and assessing the impacts for future groundwater management actions. Work included: • Development of a 3D visualization model to support water resources planning, communication of subsurface conditions to interested parties, and viewing data and analyses from multiple sources, including the groundwater flow model. • Data management, including groundwater levels and quality, surface water quality and flow, and weather and climate. • Development of groundwater pumping scenarios to assess future conditions. • Quantitative evaluation of model outputs, including analysis of zone budget to support water resource planning efforts. • Quantitative evaluation of surface water/groundwater interactions under current and future conditions. • Development of graphics and presentation materials pertaining to water resource planning efforts to facilitate communication and understanding of groundwater evaluations, including modeling results. • Supporting the identification and mapping of the groundwater dependent ecosystems. The site is under the LARWQCB regulatory oversight with work performed pursuant to LARWQCB corrective action order requirements along with a WDR and MRP. The client proposed to certify spring water bottling operations using production wells hydraulically connected to adjacent springs. Certification of the spring source for bottling purposes was completed through the State of California Department of Public Health (DPH) and the Federal Food and Drug Administration. Geosyntec's Scope of Servicess Geosyntec evaluated spring seeps at the subject property to and installed cutthroat flumes to evaluate approximate spring water flow rates. Test borings were completed to better understand the geohydrology. Geosyntec designed a production well field and supervised installation, development, and aquifer testing of 10-inch diameter production wells. The aquifer testing program included monitoring of 18 wells using data logging transducers and monitoring of spring flow. Water quality samples were collected during aquifer pump testing as part of the "50-state compliance" analytical suite for bottled water. The aquifer pump test data was used to estimate aquifer parameters of hydraulic conductivity, transmissivity, and storage coefficient. The well completion data as well as the aquifer testing results were used in development of a hydrogeological conceptual site model. The conceptual site model and aquifer parameter estimates were used to predict short and long-term yield of the aquifer for the proposed production rates. Groundwater flow was simulated using MODFLOW (USGS) through the graphical user interface Groundwater Modeling System (GMS) 7.0 from Aquaveo. The model simulated the faults identified in the subject property, springs, evapotranspiration, pumping wells, and observation wells. The model was used to predict the potential impacts to groundwater resources and groundwater quality on the property as well as to neighboring groundwater users. sGeosyntec collected data to assist the client with spring water certification with the DPH. Spring water certification is accomplished using production well data to document hydraulic connection between the springs and production wells through evidence of spring flow -reduction during pumping, and hydrogeochemical fingerprinting analyses. Following spring certification, Geosyntec supported the client in obtaining and maintaining waste discharge requirements compliance with their quality assurance project plan. The Water Factory is designed to process up of 392,135 gallons per day and can produce approximately 371,000 gallons per day of recycled water. In August 2024, the City began selling recycled water generated by the facility to the SCV Water, although the production and sale of recycled water has since stopped while the Water Factory is out of compliance with required nutrient concentrations. This work relates to maintaining groundwater monitoring and reporting compliance with the LARWQCB's WDR and WRR for the Water Factory. We recognize that the RFP objectives will be continually updated and prioritized as new information and knowledge are gained, and we are ready and flexible to adapt our analysis and approach to support Water Factory's evolving needs. 1.1.4.1. TASKS, SUBTASKS, AND OUTPUT Task 1. Project Management, Scheduling and Coordination Geosyntec will coordinate with SCV Water for production well sampling, collaborate with Water Factory operators (PERC Water) on monitoring obligations, protocols, and results, and provide guidance based on results, notify relevant parties of any exceedances, and regularly update the City on project progress, including coordination, budget, and schedule tracking. By implementing the following strategies, we aim to deliver a well -coordinated, on -budget, and on - schedule project, ensuring high -quality outcomes and client satisfaction. Subtask 1.1: Client Updates and Coordination Effective communication and coordination with stakeholders are essential for the success of any project. To ensure all parties are aligned and informed, we will schedule regular meetings with the City representatives, SCV Water, and the Water Factory operators (PERC Water). These meetings will serve as a platform to discuss project progress, address any issues, and plan upcoming activities. Detailed meeting agendas will be prepared and distributed in advance to ensure focused and productive discussions. Groundwater Sampling We will complete groundwater monitoring, coordinate and subcontract laboratory analysis, and prepare and submit four QMRs to GeoTracker, incorporating monitoring and operational data from the Water Factory operators. Geosyntec is leveraging its extensive experience and implementing a structured approach to Vista Canyon groundwater sampling, laboratory analysis, and reporting to deliver high - quality outcomes that meet the project's objectives and regulatory standards. The following subtasks will expand more on the details of our approach. Subtask 2.1: Groundwater Monitoring Our extensive experience in monitoring the Vista Canyon site has provided us with valuable insights into the unique challenges and requirements of this project. We will prepare the necessary sampling materials and Chain -of -Custody forms to ensure proper documentation and traceability of the samples. Grab samples will be collected from the accessible wells, and detailed field observation logs will be completed to record the sampling conditions and notable observations. We will coordinate with the SCV Water to access the production wells (i.e., Sand Canyon, Mitchell 5B, Sierra) and the City to access the groundwater monitoring wells (MW-1 to MW-6). Groundwater monitoring well MW-5 has been inaccessible and therefore not sampleable for the past several years and prior to the past two extreme wet seasons (all sampling events prior to 2023) the shallow (25 ft depth) groundwater monitoring wells (MW-4, MW-5, and MW-6) were dry. Subtask 2.2: Subcontracting Laboratory Analyses To ensure the accuracy and reliability of the groundwater analysis, we will continue to subcontract Weck laboratories, Inc., a certified analytical laboratory per the MRP Attachment C Standard Provisions Section 14. Weck will provide sample containers and coolers, which are essential for maintaining the integrity of the samples during transportation. We will coordinate the sample drop-off with the laboratory courier to ensure timely and secure delivery of the samples. The laboratory will conduct the necessary analyses using USEPA-approved methods to meet the MRP requirements. This approach ensures that GeosMtec consultants the analytical data quality objectives are met, and the results are accurate and reliable. Subtask 2.3: Quarterly Reporting As part of our commitment to transparency and regulatory compliance, we will draft and prepare four QMRs per year as per the MRP requirements. These reports will cover the monitoring period and provide detailed information on the groundwater sampling conducted, including the analytical results and any observations made during the sampling process. We will validate the analytical data internally to ensure its accuracy and resolve any discrepancies in coordination with the laboratories. The groundwater quality results, alongwith other required data such as influent, effluent, and effluent tank monitoring and plant operation data provided by the Water Factory operators, will be submitted to the GeoTracker database in the specified electronic format. Our team have been successfully uploading data to GeoTracker since 2017 and have already invested time troubleshooting the workflow and addressing the nuances of uploading formatted EDF data to the system. This comprehensive reporting process ensures that all stakeholders are informed of the monitoring activities and results, and that regulatory requirements are met. All quarterly monitoring reports will contain a separate section discussing compliance requirements or non-compliance occurrence which discusses the compliance records and corrective actions taken or planned that may be needed to bring the reuse into full compliance with water reclamation requirements. Annual Reporting We will prepare and submit an Annual Monitoring Report summarizing monitoring data, compliance, results, trends, and anticipated changes, as well as an Annual Summary Report for wastewater and recycled watervolumes. The annual monitoring report will provide a comprehensive summary of the data collected throughout the year. It will address compliance with regulatory standards, highlight key findings, and identify trends observed during the monitoring period. Additionally, the report will outline any anticipated changes for the upcoming year, ensuring that all stakeholders are informed of potential impacts on operations and compliance. The annual monitoring report must be submitted to the LARWQCB by March 1 of each year. Given Geosyntec's involvement in data collection and quarterly reports for 2024, the firm is well-equipped to submit the 2024 annual report accurately and on time. Subtask 3.1: Summarizing Monitoring Data The annual monitoring report will feature both tabular and graphical summaries of the monitoring data, providing detailed information on the quantity and quality of water sourced from SCV Water and local groundwater. It will also present data on the quality of influent, effluent, and groundwater. Additionally, the report will cover the quantities of influent, effluent directed to the effluent storage tank and sewer, and effluent utilized for recycled water applications. The annual summary report will compile data on wastewater and recycled water volumes, ensuring compliance with the requirements specified in Section III of the MRP. If no wastewater or recycled water is produced during a month, this will be clearly stated. The report will be submitted to the City four weeks before the submission deadline for review. Geosyntec will address one round of comments before the final report submission to the LARWQCB. Subtask 3.2: Discuss Compliance, Results, and Trends The report will include a comparison of laboratory results with the effluent limits, receiving water limitations, and maximum contaminant levels specified in the WDR, WRR, and MRP. Exceedances of these limits or other requirements will be noted and summarized Geosyntec consultants at the beginning of the report. It will also document instances of non-compliance with this Order, including conditions outlined in the Division of Drinking Water's conditional acceptance letter dated February 19, 2020. The list of analytical methods employed for each test and the associated laboratory quality assurance/ quality control procedures. The report will restate the laboratories used to monitor compliance and their certification status and provide a summary of analyses. Additionally, the reportwill include a detailed discussion of the results of final effluent and groundwater monitoring conducted during the monitoring year. This section will cover any changes in receiving groundwater due to effluent discharge application for landscape irrigation, changes in groundwater flow patterns resulting from irrigation, and mass balance for analytes of concern. Geosyntec has developed and established an efficientworkflowfor reporting temporal and spatial trends in water quality data collected from the Vista Canyon project over the years. These tools and workflow will continue to be incorporated into the data analysis process, including comparisons between stations and data collected in previous years. Subtask 3.3: Corrective Actions and Anticipated Changes Based on discussions with the Water Factory operators and the City, the report will describe any corrective or preventive actions taken or planned to ensure full adherence to the WDR, WRR, and MRP. Additionally, changes and anticipated changes, including impacts on the operation of any unit processes or facilities will be noted. By delivering comprehensive annual reports, we ensure compliance with all regulatory standards and keep stakeholders fully informed about the project's progress, compliance status, and any anticipated changes. Based on the historical results, Geosyntec plans to assist the City in adaptively managing the groundwater monitoring requirements for the project by proposing to the Executive Officer a list of parameters to drop as allowed for in the MRP Section Vill. A large portion of analytes included in the quarterly and annual groundwater monitoring suite have consistently had non -detects or concentrations below water quality objectives, including metals, organic compounds, and radionuclides. If this trend continues for a year after the Water Factory recycled water has been used for City of Santa Clarita I Vista Canyon Water Factory Water Monitoring and Reporting Services 17 Geosyntec SECTION 4: Plan of Study/Scope of Work consultants landscape irrigation, then we recommend requesting they be removed from the current list. We anticipate if this request is approved, the annual costs of sampling could be reduced by almost $20,000. Our team has successfully implemented adaptive management approaches in several projects to 1) address trends in the water quality conditions that providean evidence -based rationaleto requestchanges to a monitoring program that eliminates redundancy and focuses on monitoring points and constituents that best represent the objectives of the permit requirements and 2) address evolving regulations and policies from the LARWQCB and the State Water Resources Control Board. One notable example is the Newhall Ranch development project, where Geosyntec was able to support permit negotiations with the LARWQCB staff resulting in reduced monitoring requirements. Another significant project is the Santa Clarita Valley GSP, where analyses of the data collected for this project provided for a dynamic project that captures variations in the hydrology of the groundwater basin through changes in water use and water year types. These projects demonstrate our commitment to adaptive management, allowing us to navigate regulatory changes while maintaining compliance and achieving project goals. Geosyntec's approach to program management is formed around the core concept that effective client communication is paramount to project success. The Project Manager will continually build and reinforce team awareness, so that there is a strong focus on cost and schedule management integrated in the planning and execution of each task and deliverable. To facilitate better communication and coordination, Geosyntec utilizes various project management software tools. Our team is highly proficient in several programs such as Microsoft Project, SharePoint, an internal Project Management Portal, QA/QC systems, and collaboration software tools. Internally, we developed dashboards and customized reporting tools that allow our project managers to assess and review earned value and status of budgets, schedules, and scopes of work. We use these tools regularly with very complex projects involving multiple parties. We will use a project SharePoint site to compile, organize, and communicate all project information with Geosyntec personnel. A secured project website will also be developed to function as a comprehensive repository of project information that can be accessed by the project team and the City representatives. GeosMtec consultants Communication Plan: In the kick-off meeting, the Project Manager, in discussion with the City's Project Manager, will develop a communication plan. Mr. Coffman manages extensive groundwater investigation efforts surrounding a former arsenic discharge pond for a spring water bottling facility. In addition to investigation efforts, an analysis of naturally occurring arsenic concentrations and regional arsenic information has been prepared to illustrate the distribution of regional arsenic in groundwater within the area.
