How to Address the City Council
Pursuant to Government Code section 54954.3 members of the public are afforded the
opportunities to address the City Council. You may address the Council once per meeting during
Public Participation on any matter within the Council's jurisdiction that is not listed on the
agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this
portion of the meeting begins. To address the Council regarding an item on the agenda, please
fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item.
Each person addressing the Council is given three minutes to speak (with double the time
allotted to non-English speakers using a translator) indicated by a colored light system on the
Council dais. If you wish to provide information to the Council, please present the City Clerk
with 10 copies. Otherwise, your materials will simply be added to the official record. Please note
use of City Council Chamber technology equipment to present electronic material during
meetings is not allowed.
In compliance with the Americans with Disabilities Act, if you need special assistance to
participate in this meeting, please contact the City Clerk's Office, (661) 255-4391. Notification
48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure
accessibility to this meeting. (28CFR 35.102-35.104 ADA Title II)
Pursuant to Government Code 54957.5 any writings or documents distributed to a majority of the
members of the City Council regarding any open session item on this agenda will be made
available for public inspection in the City Clerk's Office located at 23920 Valencia Boulevard,

EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.

PUBLIC PARTICIPATION
This time has been set aside for the public to address the City Council on items NOT listed on
the agenda. The City Council will not act upon these items at this meeting other than to review
and/or provide direction to staff. All speakers must submit a speaker's card to the City Clerk
PRIOR to the beginning of this portion of the meeting. Thirty minutes are allotted for public
input at this time. The FIRST TEN people to submit a speaker card prior to the beginning of
Public Participation will be heard.

NEW BUSINESS
LOS ANGELES COUNTY SHERIFF'S DEPARTMENT VACANCIES FIVE -
SIGNATURE LETTER - At the March 25, 2025, regular City Council meeting, the
City Council requested a five -signature letter be sent to the Los Angeles County Board of
Supervisors, regarding deputy vacancies at the Los Angeles County Sheriff's
Department.
RECOMMENDED ACTION:
City Council consider approving the attached letter and authorize that it be sent as a five -
signature letter to the Los Angeles County Board of Supervisors.

CONSENT CALENDAR
All matters listed under the Consent Calendar are considered routine and will be enacted by one
motion by the City Council. The items are not individually discussed by the City Council unless
a request is made by a member of the public or the Council, in which case, the item(s) will be
removed from the Consent Calendar and will be considered separately.
2. APPROVAL OF SPECIAL MEETING MINUTES — The minutes of the City Council
are submitted for approval.
RECOMMENDED ACTION:
City Council approve the minutes of the March 25, 2025 Special Meeting.
3. APPROVAL OF REGULAR MEETING MINUTES — The minutes of the City
Council are submitted for approval.
RECOMMENDED ACTION:
City Council approve the minutes of the March 25, 2025 Regular Meeting.
4. CHECK REGISTER NO. 07 - Check Register No. 07 for Period 02/21/25 through
03/06/25 and 03/13/25. Electronic Funds Transfers for the Period 02/24/25 through
03/07/25.
RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register
No. 07.
5. REVISIONS TO THE TESORO ADOBE RECIPROCAL EASEMENT
AGREEMENT - Under consideration are revisions to the Reciprocal Easement
Agreement between the City of Santa Clarita and the Tesoro Del Valle Master Home
Owners Association regarding the use of Tesoro Adobe Park.
RECOMMENDED ACTION:
City Council:
1. Approve revisions to the Reciprocal Easement Agreement with the Tesoro Del Valle
Homeowners Association, associated with the Tesoro Adobe Park.
2. Authorize the City Manager, or designee, to execute all documents, subject to City
Attorney approval.
6. ENVIRONMENTAL IMPACT REPORT FOR WILEY CANYON
DEVELOPMENT PROJECT (MASTER CASE 20-238) - CONTRACT
MODIFICATIONS - This item is to consider an amendment to increase the consultant
contract amount for the preparation of the Wiley Canyon Development Project
Environmental Impact Report.
RECOMMENDED ACTION:

City Council:
1. Authorize an increased expenditure authority for the environmental consultation with
Dudek contract for the preparation of the Wiley Canyon Development Project
Environmental Impact Report (Master Case 20-238) from $335,200 to $371,450 and
include a contingency in the amount of $18,572, for a total contract amount not to
exceed $390,022.
2. Authorize the City Manager or designee to execute all documents, subject to City
Attorney approval.
PUBLIC PARTICIPATION
This time has been set aside for any speakers that have turned in speaker cards and were not
heard in the first thirty minutes allotted to address the City Council on items that are NOT on the
agenda. Speaker cards may not be submitted relating to any items listed on the agenda.

PROCLAMATION
Autism Acceptance Month
April 2025
WHEREAS, autism spectrum disorder is a developmental disability that can cause significant social,
communication, and behavioral challenges and is the fastest growing developmental disorder; and
WHEREAS, in the United States, autism affects an estimated one in 36 children and one in 45 adults;
and
WHEREAS, every April, the Autism Society works to build an inclusive community where autistic
individuals are embraced and supported to achieve the highest quality of life possible; and
WHEREAS, the Autism Society was founded in 1965 and hosted one of its first nationwide efforts of an
awareness campaign called National Autistic Children's Week in 1972, which subsequently evolved in
to Autism Awareness Month; and
WHEREAS, in 2021, Autism Awareness Month was renamed Autism Acceptance Month to foster
acceptance and ignite changes. The Autism Society deeply understands the need to foster awareness and
acceptance to ignite change and a healthier lifestyle through improved opportunities for people with
autism; and
WHEREAS, the aims for Autism Awareness Month are to inform the general public about the potential
needs of people with autism and to stress the importance of early diagnosis and early intervention, as
well as the importance of providing appropriate support that continues through adulthood.
NOW, THEREFORE, the City of Santa Clarita does hereby proclaim April 2025, as Autism
Acceptance Month, and will continue to create disability awareness and inclusion for all members of
our community.

PROCLAMATION
Arbor Day
April 25, 2025
WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a
special day be set aside for the planting of trees and this holiday called Arbor Day was first
observed with the planting of more than a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the world and the celebration of Arbor Day
encourages the planting of trees in urban forests and wildland areas, encourages appreciation,
protection, renewal, and sound management of our forests, and encourages a healthy ecosystem;
and
WHEREAS, trees and shrubs improve the quality of urban environments by preventing erosion,
controlling the wind, reducing noise and air pollution, and by enhancing the aesthetic quality of
life; and
WHEREAS, trees can help offset the greenhouse effect by turning carbon dioxide, the primary
cause of global warming, into life-giving oxygen; and
WHEREAS, the planting of these trees in the City of Santa Clarita will also help conserve energy
use by shading and cooling buildings and pavement; and
WHEREAS, through the participation of residents of California and Santa Clarita in Arbor Day
activities and in its principles throughout the year, we can pass on an enduring heritage of vital
natural resources to future generations.
NOW, THEREFORE, the City of Santa Clarita does hereby proclaim April 25, 2025, as
Arbor Day, and urges all residents to observe this day and the month of April by planting trees
throughout our beautiful community.
