RECOMMENDED ACTION
City Council review and discuss the proposed concept for the First Responder Tribute Project,
and provide direction to staff.
BACKGROUND
At the regular City Council meeting on January 28, 2025, City of Santa Clarita (City) staff was
directed to explore the development of a sculpture -based project honoring Santa Clarita's first
responders for the sacrifices they have made in service to the community. In response, City staff
has developed a concept for a first responder tribute that would serve as a meaningful
recognition of local heroes. This item outlines a proposed concept, site location, budget, and
seeks the City Council's direction on the proposed First Responder Tribute Project (Project).
The proposed concept features life-size bronze sculptures of first responders, which may include
firefighters, law enforcement, medical personnel, or other responders (see Attachment A). Each
figure would be customized to reflect local uniforms, equipment, and other distinguishing
features. The sculptures would be mounted on a raised cement platform and would include a
descriptive plaque honoring Santa Clarita's first responders, past, present, and future.
Staff recommends the George A. Caravalho Santa Clarita Sports Complex (Sports Complex) (see
Attachment B), as the preferred site for the Project. Specifically, the tribute would be located
across from the Skate Park, below the stairs leading to the second level of the park (see
Attachment Q. The site is visible from multiple directions and benefits from the high foot traffic
generated by the surrounding amenities. As one of the City's designated regional parks, the
Sports Complex serves as a central location for recreation, community events, and public
gatherings, attracting a high volume of daily visitors. This location would allow both residents
and visitors to engage with the tribute, fostering community pride and appreciation for the
individuals who serve and protect the Santa Clarita community.

The fabrication and delivery timeline for each bronze sculpture is estimated at 12 to 14 months,
with costs ranging from $50,000 to $60,000 per sculpture. Installation work can be completed in-
house by City staff, reducing the overall project costs. Funding in the amount of $124,936 has
been identified from the Rink Sports Pavilion Civic Art Project, A3004602. This amount would
cover the cost of two sculptures within the Project.
If the City Council wishes to proceed with the Project and include more than two sculptures,
additional funds will need to be appropriated to support the expanded scope from City Council
Contingency. As part of this item, the City Council may also authorize the City Manager to
execute the purchase of the sculptures in an amount not to exceed the total budget allocated for
the Project.
At this time: 1) staff is seeking direction on the proposed sculptures; 2) approval of
recommended site or alternative site location; 3) appropriation of funds based on final City
Council project approval; and 4) authorization by the City Council for the City Manager to
execute all agreements for the purchase of the Project.

Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $124,936 are available in expenditure account A3004602-516101 (The
Rink Sports Pavilion Civic Art Project). Additional funds are available in the City Council
Contingency account.
