INVOCATION
Councilmember Ayala delivered the invocation.

CALL TO ORDER
Mayor Miranda called to order the Joint Regular meeting of the City Council and Board of
Library Trustees at 6:07 p.m.
ROLL CALL
All Councilmembers were present, with the exception of Councilmember Gibbs.
FLAG SALUTE
Councilmember Ayala led the flag salute.
EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.
AWARDS AND RECOGNITIONS
Mayor Miranda recognized the West Ranch Wildcats Varsity and Junior Varsity Hockey teams
for their respective division championship wins and invited members of both teams to the dais to
accept their recognitions and take a photo.
Councilmember Ayala announced that the City proclaims the month of April as Autism
Awareness Month and invited members of the Include Everyone Project SCV to the dais to
accept the proclamation and take a photo.

Councilwoman McLean announced that the City proclaims April 25, 2025, as Arbor Day and
invited the City's Urban Forestry team to the dais to accept the proclamation and take a photo.
PUBLIC PARTICIPATION
Addressing the City Council was Di Zimmerman regarding Elaine Ballace's passing.
STAFF COMMENTS
There were no staff comments.
COMMITTEE REPORTS/COUNCILMEMBER COMMENTS
Councilwoman McLean commented on the work being done by the Santa Clarita Community

Task Force on Homelessness, mentioning their upcoming meeting to discuss the ramifications of
Measure A funding; the San Fernando Valley Council of Governments Transportation
v
Subcommittee meeting where presentations from Metro and Metrolink discussed funding for
upgrading and double tracking the Antelope Valley Metrolink line; and the Cowboy Festival
taking place on April 12 and 13. Councilwoman McLean expressed her desire to begin a

discussion among the Council regarding working with developers to meet the City's affordable

income housing requirements as set by the state, and requested that the item be agendized for a

future meeting.

City Manager Ken Striplin responded that it was the intention of staff to schedule a Study
Session potentially after hiatus to discuss affordable housing policies.
Councilmember Ayala agreed on having a discussion regarding affordable housing; commented
on her work with the Santa Clarita Pregnancy Center and the State of California Hispanic
Caucus; her attendance at LEAP Laboratory's Night at the Museum and Los Angeles County's
Cities Briefing; and her meetings with the Blue Star Mothers Hearts and Heroes, Soroptimist
International of Greater Santa Clarita Valley, Service Employees International Union (SEIU)
Caregivers, and the Filipino -American Association of Santa Clarita Valley. Councilmember
Ayala also announced the Splash N' Dash Egg Hunt at the Santa Clarita Aquatic Center on April
19 and the launch of the Santa Clarita Store.
Mayor Miranda commented on The Wine Affair in Old Town Newhall and encouraged residents
to enjoy the small businesses in Santa Clarita.

ITEM 1
LOS ANGELES COUNTY SHERIFF'S DEPARTMENT VACANCIES FIVE -SIGNATURE
LETTER
At the March 25, 2025, regular City Council meeting, the City Council requested a five -signature
letter be sent to the Los Angeles County Board of Supervisors, regarding deputy vacancies at the
Los Angeles County Sheriff's Department.

City Council consider approving the attached letter and authorize that it be sent as a five -
signature letter to the Los Angeles County Board of Supervisors.
Intergovernmental Relations Officer Masis Hagobian provided the staff report.
Councilwoman McLean thanked the men and women of the Los Angeles County Sheriffs
Department and all first responders for their service and expressed her appreciation to the
Council for their cooperation and support in signing the five -signature letter.

RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register No. 07.
ITEM 5
REVISIONS TO THE TESORO ADOBE RECIPROCAL EASEMENT AGREEMENT
Under consideration are revisions to the Reciprocal Easement Agreement between the City of
Santa Clarita and the Tesoro Del Valle Master Home Owners Association regarding the use of
Tesoro Adobe Park.

ITEM 6
ENVIRONMENTAL IMPACT REPORT FOR WILEY CANYON DEVELOPMENT
PROJECT (MASTER CASE 20-238) - CONTRACT MODIFICATIONS
This item is to consider an amendment to increase the consultant contract amount for the

preparation of the Wiley Canyon Development Project Environmental Impact Report. c
RECOMMENDED ACTION: CU

1. Authorize an increased expenditure authority for the environmental consultation with Dudek o
contract for the preparation of the Wiley Canyon Development Project Environmental Impact v
Report (Master Case 20-238) from $335,200 to $371,450 and include a contingency in the
amount of $18,572, for a total contract amount not to exceed $390,022. c
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
Addressing the City Council in opposition were Stephanie Correnti and Annette Lucus.
Addressing the City Council in a neutral position was R. Weston Monroe.
City Attorney Joseph Montes commented that City staff considered the California Environmental
Quality Act (CEQA) regulations in connection with the contract modification and determined
that a recirculation would not be necessary; however, a recirculation may be required following
Dudek's study of the proposed modification to the project alternative, dependent upon the results
of the study, should the item be approved.
Councilwoman McLean inquired and City Attorney Joseph Montes confirmed that the item
would not return to the City Council, rather it would be heard at a Planning Commission
meeting.
Councilmember Ayala inquired if information was available on the City's website about the
project, and City Attorney Joseph Montes responded that information was available on the City's
Planning webpage.
