SUBJECT: VISTA CANYON ROAD BRIDGE, PROJECT S3037 - DESIGN
CONTRACT MODIFICATION

RECOMMENDED ACTION
City Council:
1. Extend the current design contract and authorize an increased expenditure authority for
bridge engineering design services with Dokken Engineering, in the amount of $200,000, for
a revised total contract amount not to exceed $1,058,000.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The Vista Canyon Road Bridge project consists of constructing a bridge and associated road
improvements, connecting the Vista Canyon Multi -Modal Transit Center to Soledad Canyon
Road over the Santa Clara River. The bridge is shown on the attached Location Map. This
project supports the Enhancing Economic Vitality theme of the City's five-year strategic plan,
Santa Clarita 2025.
On February 13, 2024, the City Council authorized the City Manager to execute agreements with
consultants to finalize plans and specifications for the design of the Vista Canyon Road Bridge
project and associated road improvements. This action included a design contract for bridge
engineering design services with Dokken Engineering (Dokken) in the amount of $506,000,
including contingency.
On June 25, 2024, the City Council awarded the construction contract and associated
construction support contracts for the project. At this meeting, the City Council approved an
extension of the design contract with Dokken to provide construction support services for the

construction of the project for an additional contract amount of $352,000, including contingency.
Dokken is the structural Engineer of Record for the Vista Canyon Road Bridge project.
In compliance with California Department of Fish and Wildlife regulations, and to protect the
fully -protected fish located in the flowing surface water near a set of bridge piers, a revision to
the plans was required to avoid the water. The revisions included moving the piers out of the area
of flowing water and providing revised plans, structural calculations, and details. In order to
accommodate ongoing construction support services, it is recommended that the existing bridge
engineering design services contract with Dokken increase by a total of $200,000. The proposal
is available in the City Clerk's Reading File.
The existing project budget will provide for the contract extension that will allow Dokken to
continue providing construction support services at regular meetings, reviewing submittals,
responding to requests for information, and addressing design issues as the project is constructed.
No additional funding is being requested for this action.
The requirements of the California Environmental Quality Act were satisfied when the City
Council approved the Vista Canyon project's final Environmental Impact Report (EIR) (SCH
No. 2007071039) at its regular meeting on April 26, 2011. The recommended actions will not
result in any new environmental effect not already considered in the final EIR regarding the
project. Consequently, no additional environmental review is required.

Adequate funds are available in project expenditure accounts S3037233-516101 (TDA Article
8), 53037261-516101 (Prop A LR), 53037264-516101 (Measure R LR), 53037266-516101
(Measure M LR), S3037268-516101 (Measure M ATP), S3037270-516101 (Measure R Hwy Op
Fund), S3037432-516101 (Street Infrastructure Fees), S3037452-516101 (Eastside B&T Fees),
and S3037700-516101 (Measure M - Transit) to support the recommended action and associated
project costs.

RE: Amendment No. 2 for Professional Services — Vista Canyon Bridge
Re -Design of Spans 7-9 as part of Engineering Design Support During Construction
Ms. Lillio:
Dokken Engineering is pleased to submit this scope and fee amendment to re -design spans 7-9 during
construction of the Vista Canyon Road Bridge over the Santa Clara River in the City of Santa Clarita. This
Amendment No. 2 request will append the First Amendment for Engineering Design Support During
Construction task which was approved by the Santa Clarita City Council on 6/25/2024. A breakdown of
proposed amended support tasks is provided below:
Task 1.1: Engineering Design Support During Construction
The Santa Clara River is historically dry in the summer through the middle of fall. Due to extraordinary
rainfall throughout the 2023 and 2024 wet seasons, an unprecedented condition of standing water in the Santa
Clara River was present at the start of construction in August 2024. Dokken Engineering will expedite the
re -design spans 7-9 of the Vista Canyon Road Bridge during construction to allow the CIDH foundations to
be built outside of standing water. The re -design of the Vista Canyon Road Bridge during Construction
includes the following for a Lump Sum Engineering Fee of $200, 000:
Preliminary Lao�pproval and Foundation Loads: Dokken Engineering will conduct on -site field visits to
verify the location locations of standing water, site conditions, discuss potential crane locations with the
Contractor, and take requisite field measurements. Dokken Engineering will develop revised span layout
options for relocating affected pier foundations and attend virtual and in -person meetings with the City and
Construction Management team to verify assumptions and gain consensus for the final proposed span
configuration of the relocated pier foundations. Upon consensus with the City and Construction Management
team, Dokken Engineering will revise the bridge analysis models to develop foundation loads to transmit to
the Geotechnical Engineer of Record for their analysis of revised pile lengths. The Dokken team will conduct
a 3rd Party Peer review of the Geotechnical Engineer of Record's final analysis and revised Bridge
Foundation Memorandum and report all findings and recommendations to the City.
Lump Sum Engineering Fee of $65, 000
Structural Calculations and Independent Check: Upon consensus with the City and Construction
Management team, Dokken Engineering will finalize the initial bridge remodeling of the superstructure and
substructure support systems and develop revised structural calculations to support the redesign of the precast
concrete girders for spans 7-9, the substructures for piers 6-9, abutment 10, and the overall global seismic
ductility displacement capacity check for the Vista Canyon Bridge. Dokken Engineering will prepare an
organized and indexed package of the Bridge Redesign Calculations for review by the City of Santa Clarita.
Dokken Engineering will meet with the City's review team and respond to any comments received on the
Bridge Redesign Calculation package in a timely manner and expedite resubmittal to the City for approval.

Revised Contract Change Order Bridge Plans: Upon consensus with the City and Construction Management
team, Dokken Engineering will prepare Contract Change Order plan sheets for the Vista Canyon Road Bridge
to reflect the revised span configuration, revised foundation data table, and accommodate changes required to
the other structural components resulting from the updated Bridge Redesign Calculations. All revised details
on the Contract Change Order plan sheets submitted to the City for review will be signed and stamped by the
Bridge Engineer of Record and will include clouded revisions to provide clarity to the City, Construction
Management team, and construction Contractor of which details and components of the bridge are affected by
the reconfiguration of spans 7-9 on the Vista Canyon Road Bridge. Dokken Engineering will meet with the
City's review team and respond to any comments received on the Vista Canyon Bridge Contract Change
Order Plans in a timely manner and expedite resubmittal to the City for approval.
Lump Sum Engineering Fee of $35, 000
The proposed amendment fee for providing the Re -Design of Spans 7-9 for the Vista Canyon Road Bridge
over the Santa Clara River is $200,000, lump sum, to be paid in increments towards the successful completion
of the following milestones:
• Completion of Preliminary Layout Approval and Foundation Loads: $65,000
• Completion of Structural Calculations and Independent Check: $100,000
• Completion of Revised Contract Change Order Plans Bridge Plans: $35,000
Amendment No. 2 Lump Sum Total: S200,000
