ANNEXATION NO S. 113 9 AND 1141

RECOMMENDED ACTION
City Council:
Adopt the Santa Clarita Valley Sanitation District's resolutions approving and accepting the
negotiated exchange of property tax revenues resulting from Santa Clarita Valley Sanitation
District Annexation Nos. 1139 and 1141.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Santa Clarita Valley Sanitation District (District) provides wastewater treatment services
within the District's service area. To provide wastewater treatment service to properties located
outside the District's service area, the boundary must be expanded through the annexation
process. As part of this process, a tax -sharing resolution to provide the required funding to the
District is adopted by the public agency responsible for providing services to the subject
property.
Local agencies receiving an apportionment of the property tax from the annexing area, including
cities and utility districts, must determine the percentage of tax revenues to be exchanged
between the affected agencies. Listed below are the annual tax increment percentages
attributable to the land area involved in the corresponding annexation and to be transferred to the
District:
0.9814896 percent for Annexation No. 1139
0. 943 9545 percent for Annexation No. 1141

For this total, the City of Santa Clarita is contributing the following percentage of its revenues
from the annual tax increment for each annexation area:
For the City of Santa Clarita:
Annexation No. 1139: 0.0994096 percent
Annexation No. 1141: 0.0976268 percent
There is a separate tax -sharing resolution for the Santa Clarita Library for each annexation. The
following is percentage of revenues from the annual tax increment for each annexation area:
For the Santa Clarita Library:
Annexation No. 1139: 0.0389431 percent
Annexation No. 1141: 0.0392694 percent
The annexations consist of the following (see attached resolutions with corresponding maps):
Annexation No. 1139 — A proposed park identified by Assessor's Parcel Numbers (APN)
2836-002-922 and 2864-003-923, located north of Via Princessa, southeast of Whites
Canyon Road (Via Princessa Park).
Annexation No. 1141 — One existing single-family home identified by APN 2840-011-024,
located at 27829 Sand Canyon Road.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Tax -sharing resolutions direct a small portion of property tax revenue to the service -providing
agency. The associated revenue does not impact the City's budget.

RESULTING FROM ANNEXATION TO SANTA CLARITA VALLEY SANITATION DISTRICT.

WHEREAS, pursuant to Section 99 and 99.01 of the Revenue and 'Taxation Code. prior to the
effective date of any jurisdictional change which will result in a special district providing a new service,
the governing bodies of all local agencies that receive an apportionment ofthe property tax from the area
must determine the amount of property tax revenues from the annual tax increment to be exchanged
between the atT'ected agencies and approve and accept the negotiated exchange of property tax revenues
by resolution: and
WHEREAS, the governing bodies ofthe agencies signatory hereto have made determinations of
the amount of property tax revenues from the annual tax increments to be exchanged as a result of the
annexation to Santa Clarita Valley Sanitation District entitled annexation No. 1139: _
NOW, ,THEREFORE, BE I,r RESOLVEI) AS FOLLOWS:
1. The negotiated exchange of property tax revenues resulting from the annexation of territory
to Santa Clarita Valley Sanitation District in the annexation entitled annexation ft. 1139 is approved and
accepted.
2. For each fiscal year commencing on and after July I, 2024. or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley
Sanitation District a total of 0.9814896 percent of the annual tax increment attributable to the land area
encompassed within annexation No. 1139 us shown on the attached Worksheet.
3. No additional transfer of property tax revenues shall be made from any other tax agencies to
Santa Clarita Valley Sanitation District as a result of annexation entitled annexation No. 1139.

4. No transfer of property tax increments from properties within a community redevelopment
project, which are legally committed to a Community Redevelopment Agency, shall be made during the
period that such tax increment is legally committed for repayment of the redevelopment project costs.
5. If at any time after the effective date of this resolution, the calculations used herein to
determine initial property tax transfers or the data used to perform those calculations are found to be
incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be
recalculated and the corrected transfer shall be implemented for the next fiscal year.

WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of
the amount of properly tax revenues from the annual tax increments to be exchanged as a result ol' the
annexation to Santa Clarita Valley Sanitation District entitled Annexation No. 1141;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
I . The negotiated exchange of property tax revenues resulting from the annexation of territory
to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1111 is approved and
accepted.
2. For each fiscal year commencing on and after July I, 2024, or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley
Sanitation District a total of 0.9439545 percent of the annual tax increment attributable to the land area
encompassed within Annexation No. 11.11 as shown on the attached Worksheet.
3. No additional transfer of property tax revenues shall be made from any other tax agencies to
Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1141.

WHEREAS, pursuant to Section 99 and 99.01 of the Revenue and Taxation Code, prior to the
effective date of any jurisdictional change which will result in a special district providing a new service.
the governing bodies of all local agencies that receive an apportionment of the property tax from the area
must determine the amount of property tax revenues from the annual tax increment to be exchanged
between the affected agencies and approve and accept the negotiated exchange of property tax revenues
by resolution; and
WHEREAS, the governing bodies of the agencies signatory hereto have made determinations ol'
the amount of'property tax revenues from the annual tax increments to be exchanged as a result of the
annexation to Santa Clarita Valley Sanitation District entitled annexation No. 1139;
NOW, THEREFORE, BE IT RESOLVE]) AS FOLLOWS:
I . The negotiated exchange of property tax revenues resulting from the annexation ol' territory
to Santa Clarita Valley Sanitation District in the annexation entitled annexation No. 1139 is approved and
accepted.
2. For each fiscal year commencing on and alter July 1, 2024, or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley
Sanitation District a total of 0.9814896 percent of the annual tax increment attributable to the land area
encompassed within annexation No. 1139 as shown on the attached Worksheet.
3. No additional transfer of property tax revenues shall be made from any other tax agencies to
Santa Clarita Valley Sanitation District as a result of annexation entitled annexation No. 1139.

4. No transfer of property tax increments from properties within a community redevelopment
project, which are legally committed to a Community Redevelopment Agency, shall be made during the
period that such tax increment is legally committed for repayment of the redevelopment project costs.
5. If at any time after the effective date of this resolution, the calculations used herein to
determine initial property tax transfers or the data used to perform those calculations are finned to be
incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be
recalculated and the corrected transfer shall be implemented for the next Iiscal year.
The foregoing resolution was adopted by the Board of Supervisors of the County of Los Angeles,
the Board of Directors of Santa Clarita Valley Sanitation District of Los Angeles County, and the governing
bodies of Greater Los Angeles County Vector Control District, City of Santa Clarita, Santa Clarita Library;
and Santa Clarita Valley Water Agency, signatory hereto.
