RECOMMENDED ACTION
City Council:
Extend the current design contract and authorize an increased expenditure authority for design
services with Psomas, in the amount of $1,007,695 and authorize a contingency in the amount
of $100,770, for a total additional contract amount not to exceed $1,108,465.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
This design project will provide site improvements and additional amenities to support the Parks
and Facility Maintenance operations at the Central Park Yard (Yard), located on a 5.25-acre area
in the eastern portion of Central Park. The Yard is the hub for the City of Santa Clarita (City)
Parks and Facilities Maintenance divisions. The facility includes staff offices and parking,
storage for equipment and supplies, City vehicle parking, and space for maintenance operations.
The existing building was built as part of the initial construction of the Central Park development
in 2000. Interior tenant improvements were completed in 2010 to expand office space for the
supervisory team, and a portable classroom was transformed into a locker room for field staff.
With the continued growth of staff, City facilities, parks, trails, and open space, the Yard and
building spaces need to be expanded to accommodate the current needs.
This design project includes improvements identified through site studies and close engagement
with the Parks and Facilities Maintenance divisions. The improvements include a new
maintenance building containing workspaces for staff, meeting rooms, maintenance facilities,

gym and locker room facilities, one vehicle and equipment wash bay, and technology upgrades.
Additional site enhancements include improvements to the parking and storage areas, circulation,
and drainage. The project site is shown on the attached location map.
This project supports the Sustaining Public Infrastructure theme of the City's five-year strategic
plan, Santa Clarita 2025.
The City conducted a Request for Proposal (RFP) to solicit proposals from qualified firms to
provide professional engineering services to design the Parks Maintenance Yard Improvements
project, including concept design, final design, and construction support. The RFP was published
and circulated via the City's e-procurement system BidNet on January 31, 2023. Firms were
evaluated based on the entire scope of services. The City Council awarded a design contract for
concept design and studies for a total amount not to exceed $298,447 to Psomas at the May 9,
2023, City Council meeting. Psomas is the Engineer of Record for the project.
In order to provide appropriate final design and bid support, it is recommended that the existing
contract with Psomas be increased by a total of $1,108,465, including contingency. This increase
will allow Psomas to provide architectural, engineering, and landscape design services required
to prepare construction documents, technical specifications, and detailed cost estimates and
provide bid assistance to support the proposed site improvements based on previously completed
site investigations and concept studies. The proposal is available in the City Clerk's Reading
File.
The requested contingency will cover the costs of unforeseen design constraints and account for
potential design modifications requested by the City and other permitting agencies during the
design of the project. This includes potential adjustments to the civil drawings, engineering and
landscape drawings, architectural drawings, engineered grades, and change orders for additional
work requested by the City.

FISCAL IMPACT
Adequate funds are available in project expenditure account P4028723-516101 (Facilities Fund)
to support the recommended contract.

PROJECT DESCRIPTION
The City of Santa Clarita (city) is proposing the development of a new 9,500 sq. ft. parks maintenance building
and the accompanying site improvements located at Central Park in Santa Clarita, CA. Psomas led the design
efforts for the programming and conceptual studies (Tasks 1-3) for this project. The project is now moving into
the design phase and the city has asked for a new proposal to cover tasks 4-6 of the original RFP, PPOS-22-23-
P4028. The scope and fee for the design and construction phases presented in this proposal are based on the
scope of the project as documented in the approved conceptual plans, see attached Exhibit "A-1".
In addition to the scope of work provided below, more detailed scope of work descriptions are provided by our
subconsultants in the attached Exhibits `13 " "C " "D " " E " and "F".
SCOPE OF WORK
Psomas agrees to furnish and perform the various professional services pertinent to the project specifically
outlined as follows:
TASK 1— PRELIMINARY INVESTIGATION
Task 1 was completed in the previous conceptual design effort except for potholing and the survey required to
document the potholes. Psomas, through a subcontractor, will perform a maximum of ten (10) potholes and
survey the results for inclusion into the design documents.
TASK 2 — PROJECT MANAGEMENT
Task 2 was partially completed during the previous conceptual design effort. The design team will need
additional budget for monthly PDT meetings, schedule, and quality control. The number of PDT meetings and
project management budget is based on a design phase duration of 12 months.
TASK 4 — PRELIMINARY DESIGN
Prepare preliminary design (30%) plans and cost estimate based on the city approved conceptual drawings. The
consultant will prepare project documents and provide the necessary deliverables for a 30% design milestone.
• Create a preliminary Site Plan that demonstrates the size and relationship of the project components in
conjunction with the site constraints and topography. The site plan should encompass the entire project
area, including pedestrian and vehicle access roads, all site plan elements related to the revised parking
lot, building expansion, vehicle and equipment storage and Urban Forestry yard.
• Prepare architectural, structural, and M/E/P preliminary building plans.
• Prepare an electrical investigation to verify capacity for the new building.
• Prepare a circulation study including temporary and permanent fire access.
• Prepare static renderings (4 views) of the proposed building for internal staff and management use.
Renderings of the site are not included.
• Prepare a preliminary rough grading plan with associated earthwork calculations.
• Prepare a preliminary fine grading, paving, and drainage plan.

• Provide a preliminary wet utility plan that includes storm drain, domestic water, and irrigation for the
site.
• Prepare a preliminary hydrology, hydraulics, and SUSMP report.
• Develop a preliminary site lighting plan. Design should include parking, and all site lighting locations
and sizing, with supporting calculations.
• Develop preliminary landscape plans.
• Prepare a preliminary estimate of probable construction cost based on the program established in the
preliminary design.
• Work with city staff to evaluate needs, required space and amenities for temporary relocation of
City staff and maintenance operations during construction. Provide relocation plan outlining
operational offset during construction.

TASK 5 — CONSTRUCTION DOCUMENTS
The consultant will prepare PS&E documents and provide the necessary deliverables at each specified design
milestone. Plans will be prepared, reviewed and approved at milestone progress points as described below. It is
our understanding that the project will go out to bid in two phases (site and building), however, the plans will be
prepared, reviewed, and approved together as one single project.
Task 5.1— Plans, Specifications, and Estimates (PS&E)
• Submit for plan review at 60%, 90%, and 100%, and issue approved plans and specifications for bidding.
Provide all items required for submittal by the reviewing agencies.
• Provide visual presentation materials, including drawings, color boards, computer generated 3-D
renderings, and other appropriate materials for use and display in meetings.
• Provide detailed renderings (6 views) of the proposed building for the purpose of presenting to staff,
management, and the public.
• Submit at all milestones, an updated design schedule, construction schedule, plans, specifications, and
estimated construction costs.
• Complete necessary design and construction approvals for the project from the required city divisions,
LA County Fire Department, other agencies, and utilities. Provide all necessary plan check copies
required by the affected Agencies and utilities.
• Map existing utilities on project base plans based on as built obtained from utility companies,
Underground Service Alert (USA) markings, and potholing information.
• Provide coordination with required utility companies to assist with any additional upgrades or service
necessary to supply the project site.

are not limited to the following:

• Prepare catch basin sizing and storm drainpipe sizing calculations and report in support of the project
development.
• Prepare a Standard Urban Stormwater Mitigation Plan (SUSMP) for the project improvements per the
city's Municipal Code Chapter 17.95
• Prepare preliminary storm runoff analysis subject to NPDES permit. Prepare a Storm Water Pollution
Prevention Plan (SWPPP) for all the construction activities. The preparation of the SWPPP will be done
by a Qualified SWPPP Developer (QSD) and it will meet all the requirements of the State's most
current version of the General Permit for Storm Water Discharges Associated with Construction
Activities.

• Consultant will prepare specifications in a format consistent with the latest edition of the Standard
Specifications for Public Works Construction (SSPWC). For work items not adequately covered in the
SSPWC, project specific specifications will be developed.
• The submitted plans and specification will be issued in a condition such that the documents are
complete, fully coordinated between disciplines, and ready to be issued for plan checking.
• Prepare a construction cost estimate. The estimate should include a breakdown of costs for each
item of work and match the bid schedule, item by item, included in the specifications.
• Provide electronic copy of all documents developed during the contracted period with the city.
Drawings are to be developed on AutoCAD Version 2022 or equivalent and documents will be
prepared utilizing Microsoft Office Suite (i.e., Word, Excel, PowerPoint, and MSProject).
5.1a New Fire Water Connection to SCVWA Main Line (Optional)
Psomas anticipates that the existing fire water system network is adequate to support the new scope of
work and that no new connection to a public water main is required. However, if Psomas determines
through evaluation of the fire water system that an upgrade is required, Psomas will coordinate with
SCVWA for a new service.
5.1b New Electrical Service from SCE (Optional)
P2S anticipates that the existing electrical infrastructure is adequate to support the new scope of work and
that no service upgrade is required. However, if P2S determines through evaluation of systems that an
upgrade is required, P2S will coordinate with SCE for a new service.
5.2 Plan Approvals and Permits
• Receive plan check approvals from all city divisions including but not limited to Planning, Engineering
Services, Building and Safety, Traffic, Information Services, Urban Forestry, Environmental Services,
Recreation and Community Services, Park Maintenance, Parks Planning, and outside agencies such as
Los Angeles County Fire, LA Public Health Dept., or as needed for construction permits.
• Los Angeles County approvals for any associated storm drain and sanitation permits.
• Obtain any necessary Fire Department approvals, including a Fuel Modification Plan approval.
• Consultant to provide all documentation for the SWPPP permit. City will assemble the NOI for the
project.
• The consultant is to provide the city with an original and/or updated complete set of approved plans,
specifications, and estimate. Construction specifications will be written specific to the project.
5.3 — Bid Meetings and Support
The City has provided direction that the project will be bid and constructed in two phases. The first phase
will be the site work including grading and utilities. The second phase will be for the construction of the
building.

TASK 6 - CONSTRUCTION SUPPORT
If the city elects to award this phase of work, the consultant will assist the city during construction phase
through final close-out of the project. This phase will include but not be limited to the following tasks.
6.1— Construction Meetings and Support
• Attend Pre -Construction Meeting.
• Attend weekly job site meetings and inspection visits.
• Respond to RFIs and review submittals and shop drawings.
• Prepare construction bulletins as needed.
• Prepare construction correction notices as needed.
• Assist with reviewing, analyzing, and advising the City on Contract Change Order requests.
• Meet with the city approximately twice a month to report on the progress of the work.
• Perform final review and contribute to the punch list with the contractor.
• Procure and maintain construction management software for coordination and filing of construction
documents.
6.2 — As -Built Plans
Consultant will prepare as -built drawings upon completion of the project and acquire the contractor's daily red
lined plans from the contractor and their subcontractors. Final Record Drawing will need to be both in
electronic files (CAD and PDF) and hard copies. This subtask will be noted as a separate line item.

ASSUMPTIONS
The Project Limits identified on Exhibit "A-1", attached, are approximate and based on the previously
approved Concept Design document. The project limits shall be verified with the city and prior to start
of Preliminary Design Phase and the scope of services and fee schedule presented herein shall be
adjusted as needed to accommodate changes to the project limits.
This proposal assumes all works to be wholly contained onsite. No provisions have been made for
offsite permitting, processing, and coordination with the City of Santa Clarita, County of Los Angeles,
or any other agency. Utility connections to park infrastructure systems will occur within the site work
limit shown in Exhibit "A-1" with the exception of the electrical and fire water system. It is assumed
that the electrical system will connect at the existing restroom located adjacent to the softball fields.
The fire water system is assumed to connect at the existing hydrant approximately 200' west of the
existing maintenance building. If these connections are found to be insufficient for the proposed
building needs, we have provided optional tasks (5.1a and 5.lb) to upgrade these services to the service
provider main lines.
Revision of documents at city direction when such revisions are inconsistent with previous approvals or
direction will be addressed for an additional fee. Changes in design due to normal design coordination
are anticipated and included in this proposal.
It is assumed that the civil park backbone utility infrastructure is not in conflict with the proposed
project site. Relocation of park backbone utilities is specifically excluded from the scope of services
described herein. If relocations are deemed necessary during development of the Design Development
phase, a separate proposal shall be provided.
Scope of services assumes the project will be designed, reviewed, and permitted as a single project. For
bid and construction, it is assumed that the project will be split into two phases (site grading/utilities
and building). Additional services may be required for additional design phases and/or bid and
construction phases.

Hourly rates for field survey parties include normal usage of field equipment and are fully
equipped rates.
REIMBURSABLES
Mileage at current IRS allowable rate and parking expenses incurred by office employees are
charged at cost. Prints, plots, messenger service, subsistence, air travel, and other direct
expenses will be charged at cost plus ten percent. The services of outside consultants will be
charged at cost plus fifteen percent.
The above rate schedule is for straight time. Overtime will be charged at 135 percent of the standard hourly rates.
Work performed on Sundays and holidays will be charged at 170 percent of the standard hourly rates.
Billing Policies and Procedures
The relationship with our client works best when there is a mutual understanding about fees
and payment terms. You are encouraged to discuss with us any questions you may have
concerning these policies.
Billing
The value of our services is determined primarily by the time spent on each client's matter. Our
time records are kept on a weekly basis and invoices are prepared every four or five weeks,
depending on our accounting calendar.
Payments
As there is a time lag between rendering professional services and mailing our bills, all
invoices are due upon presentation. Any bills that are not paid within thirty days are classified
as "delinquent," and a late charge of 1-1/2 % per month will be added.
Work Stoppage
Work will be stopped on any job that has invoices outstanding for more than 60 days. Due to
the costs and inefficiencies that results from stopping and restarting a job, an additional
"start-up charge" will be assessed.
Retainers
It is our policy to obtain an advance retainer from all new clients and from exiting clients under
certain circumstances. Also, it occasionally may be appropriate to require an advance retainer
after the commencement of a project or to require an increase in a prior retainer. This depends in
part on our client's payment history and the scope of the work involved.
Reimbursable Expenses
Costs, other than time charges, are based on usage. Therefore, the cost of blueprinting,
messenger service, transportation, and other specific job related costs are charges as
"reimbursable expenses." Generally, these are a very small portion of the total cost of a
project. If requested, we will provide a computer printout which details these costs. We do not
provide any additional backup for these generally nominal expenses.

Thank you for the opportunity to submit this proposal to continue our working
relationship with you and Psomas, while providing architectural services to the City
of Santa Clarita. We truly appreciate being part of the team.
From our initial conversation with yourself and the City, along with the conceptual
design package dated 07-09-2024, we understand the project goals to include
construction of a new =/- 9,500 square foot parks maintenance building. Specific
project goals may include:
Proposed New Building
• Administrative Office and Meeting spaces
• Shop / Material Storage Space
• Lockers
• Gym space
• Conference/Training Room
Improvements to the Existing Building
• Is excluded from this scope of work
Lastly, we understand the City has requested that the PSOMAS team that includes
RNT, provide the City with a full service architectural and engineering proposal and
fee. RNT assumes this to include:
• Schematic Design
• Design Development
• Construction Documents
• Adjacency having Jurisdiction review and approvals
• Bidding
• Contract Administration
RNT assumes the following consultants will be contracted by PSOMAS and RNT will
assist PSOMAS in the coordination of the these consultants:

The following list of task items are recommended to complete this effort:
1.0 SCHEMATIC DESIGN- (Task 4 Preliminary Design /30%)
1.1 Charrette Work Plan Development
RNT suggests a one -day design Charrette effort to develop a preferred concept
plan. We suggest this design exercise be conducted at the site with City of Santa
Clarita selected stakeholders. RNT will develop a one -day agenda that utilizes touch
points with these stakeholders.
1.2 Design Charrette -Concept Development
RNT will coordinate with PSOMAS and the full design team to attend this effort at
specific times to discuss their specific disciplines. A typical approach to this type of
process is to utilize a series of information loops, whereby the design team could
meet with the City in the a.m. to set goals and then spend a substantial portion of
the day working though design options. Possibly meeting in the late afternoon again
with the City and stakeholders for a check -in. The intended outcome of the one -
day event would be to select a preferred concept direction with associated rough
order of cost impacts. RNT along with PSOMAS will collate the work product for this
event into a post-charrette document.
1.3 City Review of Preferred Concept
RNT assumes a review and approval by the City and/or City decision makers will be
required.

1.4 Schematic Design Package
Based on the preferred concept reviewed and approved by the City from the
Design Charrette and the Pre -schematic performed prior, RNT will revise the design
to a Schematic Design (SD) Level. This will include a set of drawings and diagrams
that illustrate the overall design approach for the project. This typically includes a
site plan, floor plans, elevations, and building sections, as well as details of any
important features or materials. RNT will also provide (4) four initial 3D views to
evaluate the building design. (2) Two of the interior and (2) of the exterior. The goal
of this phase is to develop a clear and detailed understanding of the project and to
identify any potential challenges or issues that may need to be addressed further in
the design process.
1.5 Schematic Design Opinion of Probable Cost
RNT will work with PSOMAS's cost consultant to provide a Schematic Design Level
opinion of probable cost.
1.6 Check in with Santa Clarita Planning/Building and Safety and LA County Fire
We suggest an initial check -in with the various agencies having jurisdiction over this
project at this point in the process. City Planning, Building and Safety along with LA
County Fire appear to be the primary agencies.

2.0 DESIGN DEVELOPMENT - (Task 5 Construction Documents, 60% PSE)
2.1 Design Development Package
Based on the City's review and approval of the Schematic Design package listed
above, RNT will continue the design effort into the Design Development (DD) phase.
During this phase, RNT and the A&E team will create detailed design drawings and
outline specifications, which will be used to guide the construction of the project.
This will include updated site plan, floor plans, building and interior elevations,
building sections, and additional detailed drawings, as well as specifying materials,
finishes, and building systems. RNT will also update the (4) 3D renderings listed in 1.4
above to reflect the current state of the design. Overall, the goal of the design
development phase is to produce a comprehensive and detailed design that can
be used to move forward into the construction documentation phase.
2.2 Design Development Opinion of Probable Cost
RNT will work with PSOMAS's cost consultant to provide a Design Development Level
opinion of probable cost.
2.3 Check in with Santa Clarita Planning/Building and Safety and LA County Fire
We suggest a second check -in with the various agencies having jurisdiction over this

specifications required for bid, approvals through the City, and construction. RNT will
utilize the current BIM drawing method to produce a drawing set that follows
industry standards. We suggest a page -turn meeting to review the drawing set with
the City at 90% 100% and Final CD's.
3.2 Construction Document Level Opinion of Probable Cost
RNT will work with PSOMAS's cost consultant to provide a Construction Document
opinion of probable cost.
3.3 City Presentation and Review (Construction Documents)
RNT will submit 50% and 95% CD packages to the City for review. RNT will also
provide two page -turn meetings to review the 50% and 95% CD set to allow for City
review and input.

RNT will coordinate the review and approval of the project from the City Building
Officials and local LA County Fire Department.

Will also assist in the review of pay requests. RNT will work with the City to perform a
punch list and project close out effort.

Thank you very much for considering us for the above -referenced project. We are pleased to provide our proposal,
which defines our statement of understanding, scope of services, assumptions, schedule, and fees and is consistent
with the scope of work and emails dated July 31, 2024, on the subject project.
STATEMENT OF UNDERSTANDING
Our office understands that the City of Santa Clarita has approved the conceptual design for the New Maintenance
Yard building and would like to move the project into the actual design phase.
The New Maintenance Yard Building, approximately 9,500 sq. ft., will house additional staff, storage areas for
materials and equipment, increased parking for personal vehicles, a fitness area for City staff, improved vehicle
flow, and capacity to support code -required Electric Vehicle (EV) charging needs.
The project will feature the following:

Our office understands that the existing site lighting serving existing parking lot (within scope of work ) will be

5. Participate in 2 site observation visits during construction to determine general conformance with the contract
documents, and a final site visit for project punch -list. Provide written compilation of findings.
6. Participate in one (1) final punch list walkthrough and report with our findings.
PROJECT MANAGEMENT
1. Attend monthly Project Development Team (PDT) meeting. Our office anticipates meetings will be virtual, and one
hour per meeting.
2. Provide internal DQA and provide DQA markups to PSOMAS for their records after each milestone.
BIM LEVEL OF DESIGN
1. Current version of Revit will be utilized. We do not anticipate that any Revit version upgrades will be required
for the project.
2. P2S will review the Architectural BIM execution plan (BEP) and provide feedback based on internal modeling
standards. If an Architectural BEP is not available, P2S will adhere to internal standards as outlined herein.
3. P2S will model MEPT systems according to the level of development listed below. The following exceptions will
be covered through details, specifications, and notes, but will not be modeled:
a. Conduit 2 inches and under.
b. Hangers, supports, and bracing for MEPT systems.
c. Piping connections to equipment.

6. Airflow and waterflow measurements if required will be provided by Client based on recommendations from
P2S.
7. Removal and/or abatement of potentially hazardous conditions will be conducted by owner prior to field
investigations by P2S. Owner will provide access to existing systems and conditions that are part of this
renovation scope, including but not limited to, ceiling spaces, roof, utility spaces, and vaults/pits/sumps.
8. If the design or construction of the project is placed on hold by the Owner for more than 12 months, the
remaining fee will be reevaluated, and additional fees will be proposed as applicable prior to project restart.
9. Revisions required to the approved plans during construction due to furniture changes will be an additional
service.
10. Fire protection system design (fire alarm and fire sprinkler) will be a performance specification only and a
deferred approval item provided by the fire protection vendor/contractor.
11. Plumbing scope will be limited to 5' outside of the building footprint. All items post 5' are considered to be
under Civil scope.
12. Preparation of separate bid packages and alternates are not included in the proposal. Proposal assumes one
bid package for the entire project.
13. Architect will provide a background Revit model for P2S use and will act as BIM lead throughout design.
14. Redlines will be provided by contractor at substantial completion capturing all changes made during the
Construction phase.
15. Detailed verification of contractor as -built redlines are not included in the proposal.
16. A Life Cycle Cost Analysis has not been included.

17. Our office anticipates the new Maintenance building will only have an AV design for the conference room,
and technology and security will be minimally designed.
18. Our office anticipates the existing parking lot improvements and new site development will be treated as a
single package, and not individual packages.
19. Our office does not anticipate the following tasks for Project Management:
a. Providing monthly progress reports.
b. Updating project schedule with milestones and major activities.
c. Attend staff meetings and prepare exhibits for staff engagement process.
20. Renewable Energy Systems such as Photovoltaic (PV) Systems and Battery Energy Storage Systems (BESS) may be
required based on 2022 California Energy Code. The fee included in the proposal is based on the code minimum
PV requirements.
21. Wireless heat mapping is not included in the proposal.
FEE
We propose to undertake work associated with this project as defined in this proposal for a fixed fee of TWO
HUNDRED EIGHTY-SIX THOUSAND NINE HUNDRED FIFTY-SEVEN ($286,957). Fees will be billed monthly based on
percent of project completion.
Our office anticipates that the existing electrical infrastructure is adequate to support the new scope of work
and that no service upgrade is required. However, if 132S determines through evaluation of systems that an
upgrade is required, P2S will coordinate with SCE for a new service. The fee for coordinating with SCE for service
upgrade is $12,000 and is NOT included in the fee noted above.

Pacific Coast Land Design (PCLD) understands that the City of Santa Clarita is seeking a Scope
and Fee for Preliminary Design, PS&E services and Construction Support based on the Parks
Maintenance Yard Concept Design. PCLD will be engaged as a sub -consultant to the project
Prime Civil Engineer, with a major focus on Staff Engagement and PS&E services.
Throughout the Preliminary and PS&E phases, PCLD will provide feedback and insight on design
development of the site, including parking lot, native planting, pavement finishes, fences, gates
and guardrails. PCLD will also assist 3D visualizations and Stakeholder presentations and follow up

Dear Jeremy,
Thank you for requesting a proposal to provide continued structural engineering
services for the subject project at the City's Parks Maintenance Yard located at
27150 Bouquet Canyon Road in Santa Clarita, California. This proposal is based
on your email requests on July 31, 2024, to update our prior proposal for the
Design and Construction Phases of this Project including Tasks 4, 5, and 6.
Task 2 for Project Management is included as part of our original project
proposal.
To date, we have completed initial studies and concept designs for maintenance
building options at the site. Based on those studies, the City has chosen a
rectangular shaped building option on the upper lot. Going forward, the Project's
scope of work will include improvement to the Maintenance Yard of the City of
Santa Clarita Parks Department and, additionally, construction of a new building
within the yard. This building will accommodate conference and meeting rooms,
staff workspace, locker room and gym, as well as storage areas for materials and
equipment. The building will be sited on the upper lot with parking developed to
accommodate 69 vehicles, including accessible stalls. General site
improvements addressing larger circulation difficulties, parking, and increased
capacity to support future electrical vehicle charging needs are also included in
the Project.
The proposed building will be a one-story wood -framed building that is roughly
rectangular in plan and encloses approximately 9,500 SF of area. The structure
is arranged in two main portions, office and equipment/storage, separated by a
low roof portion housing the lockers and rooftop mechanical equipment.
Structural systems primarily consist of wood framing in coordination with the
City's request and in coordination with other building systems and features. The
currently anticipated cost for the construction of this building is approximately
$3.4 million. The building will be designed and constructed to the 2022 California
Building Code for Risk Category II, with the City of Santa Clarita serving as the
ideas engineered visions realized
BUEHLER
review and inspection authority. The Project is anticipated to be delivered in a
Design -Bid -Build method.
As outlined in our structural design narrative dated July 9, 2024, the proposed
gravity load carrying systems include plywood sheathing at the roof level
spanning to manufactured plywood joists spaced at 24 inches on center. These
joists would be supported by interior steel wide -flange beams having wood
nailers as well as perimeter and interior wood -framed bearing walls. Steel wide
flange beams would also cantilever out from the building's north wall to provide
an integral roof canopy over the north face of the building. The interior steel
beams would be supported by steel HSS columns. The perimeter and some
interior walls would be framed with 2x6 wood studs. The wood framed bearing
walls, and the steel columns would be founded on shallow concrete spread
footings. The steel columns would be set inside the wall framing where possible.
Additional steel framing would occur around the roll -up doors at the storage area
to support the large doors at those locations. Perimeter walls would be set atop a
concrete curb along the perimeter. A concrete slab -on -grade would serve as the
building's floor. A thicker floor slab would be provided in the storage area to
facilitate material moving equipment such as forklifts.
The lateral -force -resisting system is planned to consist of plywood roof
diaphragms and perimeter wood framed and sheathed shear walls. The building
is intended to be framed as one continuous building with no separation joints.
However, the three diaphragm segments (two high and a central low diaphragm)
would act together to transfer lateral forces to the vertical shear wall elements.
This proposal excludes structural scope associated with the City's requested
tenant improvements to the existing building.
Psomas (Client) and Buehler Engineering, Inc. (Buehler) agree as set forth
below:

Buehler shall provide for the Client, in accordance with this Agreement, structural
engineering services for the Project described above. Buehler anticipates orderly
and continuous progress of the Project and shall provide these services in
accordance with generally accepted professional practices for the intended use
of the Project.
1.1 Buehler's Scope of Work consists of providing construction drawings and
supporting calculations for the following:
• Primary structural frame consisting of the gravity, lateral -force -resisting
and foundation systems for the structure described above.
• Structural design criteria and loading information as required for
delegated design of elements by Specialty Contractor(s). See Section 3
for additional information regarding delegated design.
• Providing phased deliverables as described in Section 2.
• BIM structural modeling in accordance with Exhibit A.

1.2 Buehler's Scope of Work includes providing structural calculations only for
the following:
• Support, anchorage and bracing for architectural components including,
but not limited to signage, artwork, etc.
• Support, anchorage and bracing for MEPF equipment where required by
code (i.e. floor -mounted or roof -mounted equipment greater than 400
pounds and ceiling or wall -mounted equipment greater than 20 pounds).
Construction documents (drawings) for the items above are to be provided by
the associated design professional (Architect, Landscape Architect,
Mechanical, Electrical, Plumbing, Fire Protection (MEPF) Engineers, etc.).
1.3 The following exhibits are included with this proposal:
• Exhibit B: BIM Services
This proposal modifies the scope and compensation of our previous agreement
but does not modify the previously agreed Terms and Conditions or BIM
Services.
SECTION 2: BUEHLER'S SERVICES AND DELIVERABLES BY PHASE
2.1 Buehler shall provide structural engineering services as described in each of
the phases below.
Task 4 — Preliminary Design (estimated 15-week duration including City
Review)
Buehler shall:
• Incorporate Concept Design review comments made by the Owner,
Contractor, or Architect.
• Review issues of concern and begin coordination with architectural,
mechanical and electrical systems.
• Prepare 30% documents in sufficient detail to establish the basic
structural system and dimensions, preliminary sizing of major structural
components, and final structural design criteria for the different structural
pieces of the project.
• Attend design meetings every other week.
• Provide the following deliverables for this phase:
o Structural drawings in PDF format showing the following information:
• Progress foundation plan.
• Progress framing plans.
• Progress lateral -force -resisting system layout and elevations.
• Progress building sections.
• General notes and typical details.

Task 5 - Construction Document Phase (estimated 54-week duration
including City Review)
Buehler shall:
• Commence the Construction Document phase once the architectural
model/design is frozen and primary structural elements have been
located such no further movement will occur.
• Incorporate Preliminary Design review comments made by the Owner,
Contractor, or Architect.
• Finalize the preparation of the structural drawings.
• Finalize the preparation of the structural specifications.
• Finalize the preparation of the structural calculations.
• Review the cost estimate and provide feedback for structural items.
• Attend design meetings every other week.
• Provide the following deliverables at 60%, 90%, and 100% milestones for
this phase:
o Structural drawings and calculations.
• Drawings and calculations will be submitted to the Client in PDF
format for their use in the reproduction and assembling of
documents necessary for building permit submittal and the
construction of the Project.
o Structural specifications for the materials used on the Project.
Specifications will be submitted in CSI format using Microsoft Word.
• Assist the Client in obtaining approval from the governmental agency
having jurisdiction (AHJ) over the Project.
• Respond to plan review comments on the structural drawings and
specifications.
• Revise the structural drawings and specifications, as required, in
response to plan review comments.
• Assist other disciplines with responses to structural comments on their
documents for elements listed in Section 1.2. Provide PDF markups of
revisions to other consultant's drawings as required in response to those
comments.
• Provide the following deliverables for this phase:
o Structural drawings, calculations, and specifications.
o Plan review comment response letter.
• Issue Addenda as appropriate to clarify or correct the contract
documents.
• Provide responses to Bidder submitted Requests -for -Information related
to structural components of the Project.
Task 6 - Construction Administration Phase (estimated 56-week
duration)
Buehler shall with reasonable promptness:
• Prepare supplemental drawings and interpretations in response to
Requests -for -Clarification by the Architect, Contractor, or the Owner.
• Review structural items within Contractor submittals for general
conformance with the information given in the contract documents.
• Visit the site (five site visits total) periodically to observe work and to
determine, in general, if the structural portions of the constructed work are

in accordance with the contract documents. On the basis of this on -site
observation, Buehler shall endeavor to guard the Owner against apparent
defects and deficiencies in the permanent work constructed by the
Contractor but shall not guarantee the performance of the Contractor.
Buehler shall not be required to make exhaustive or continuous on -site
observations to check the quality or quantity of the construction work and
shall not be responsible for construction means, methods, techniques,
sequences, procedures, or for any safety precautions in connection with
the construction work. Buehler shall not be responsible for the
Contractor's failure to execute the work in accordance with the
construction contract.
Provide support for the design team to resolve structural issues
associated with the final punch list.
Assist with the preparation of closeout documents required by the
Authority Having Jurisdiction for the Project.
Prepare structural Record Drawings incorporating as -built information as
supplied by the Contractor.
SECTION 3: EXCLUSIONS AND CONTINGENT ADDITIONAL SERVICES
3.1 Exclusions and Contingent Additional Services are not included in Buehler's
Services. Contingent Additional Services may be delegated to other design
professionals or added to Buehler's Services under mutually agreed terms
and when authorized by the Client.
3.2 Services specifically excluded are:
• The design of deep foundation elements (APG piles, micropiles, etc.).
• The design of ground improvements (GeoAggregate piers, Drilled
Displacement Columns (DDCs), etc.).
• The design of proprietary lateral -force -resisting systems or components.
• The design of construction shoring and erection bracing.
• The design of shoring and/or bracing for excavations.
• The design of structural support for and bracing of MEP and Fire
Protection distribution systems (ductwork, piping, conduit, cable trays,
etc.).
• The design and anchorage of the following exterior cladding systems:
o Curtain wall systems.
o Storefront systems.
o Architectural precast concrete panels.
o GFRC panels.
o Decorative and mechanical louvers.
• The design of exterior building maintenance elements (and their
anchorage to the structure.
• The preparation of construction cost estimates.
• Fees associated with permitting or use of any proprietary elements.

3.3 Contingent Additional Services may include, but not be limited to, the
following:
• Services required due to significant changes in the Project including
changes in size, use, quality, complexity, schedule, budget or methods of
bidding.
• Revisions required after the Preliminary Design Phase to reduce
construction cost due to reasons beyond the control of Buehler.
• Services resulting from damage as the result of fire, man-made disasters
or acts of God.
• Anchorage design for nonstructural elements unless noted in Section 1.
• Attendance at meetings in excess of one hour per week.
• Publishing progress documents at milestones other than those identified
in Section 2.
• Preparing and/or publishing construction documents for the purposes of
early procurement or permitting unless noted in Section 2.
• Review of Requests -for -Information (RFls) or submittals beyond the
second review.
• Services related to the review and design of alternate or substitute
systems submitted by the Contractor.
• Services resulting from errors or omissions in construction, including but
not limited to redesign or additional site observations.
• Review and analysis of Contractor's construction equipment loads and
support.
• Preparation of record structural drawings or BIM models unless
specifically included in Section 2.
SECTION 4: BUEHLER'S COMPENSATION
4.1 The Client shall compensate Buehler for Basic Services as a lump sum fee
as indicated below:

SECTION 131: BIM SERVICES PROVIDED
BIM Services Provided:
• Buehler will provide Building Information Models (BIMs) developed using Revit Structure throughout the design
and permitting phases of the Project.
• The anticipated end -use of the model is for the creation of structural contract documents and model -based
design coordination. Any other use shall receive prior authorization from the Engineer.
• Structural model element and system representations will be per the Level of Development (LOD) Matrix below.
o Model elements may be provided during Schematic Design at the discretion of the Engineer if necessary for
Engineer to communicate design intent.

• Buehler may provide model elements up to a Level of Development of 350 at their sole discretion.
• Buehler may, at their sole discretion, exceed the LOD for any element shown in the matrix above to facilitate the
creation of 2D documents.
• Buehler may elect to provide quantity takeoffs and schedules to assist with procurement and scheduling provided
additional release forms acknowledging the limitations of the in -progress BIM models are signed by all parties.
SECTION 133: EXCLUDED AND CONTINGENT ADDITIONAL BIM SERVICES
The following BIM services are excluded from the base scope of work for this Project, but may be provided contingent
upon receipt of additional compensation (to be negotiated):
• The development of the structural Building Information Model(s) for anything beyond the end -use stated in
section "131: BIM Services Provided".
• The development of the structural Building Information Model(s) for anything beyond the LOD stated in in section
"131: BIM Services Provided".
• Continued development and updating of the structural Building Information Model(s) beyond the design and
permitting phases of the Project.
• Preparation of Record or As -Built Building Information Model(s) at the completion of the Project.
