Authorize a one-time transfer of General, Capital funds (Fund 601) in the amount of $30,000 from the City Hall Blind Replacement & Exterior Lighting, Project M1045, expenditure account M1045601-516101 to City Hall & Valencia Library Window Seal & Wall Joint Repair, Project M1044, expenditure account M1044601-516101 and reduce project expenditure account M1044309-516101 (Public Library Fund) by $30,000. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) City Hall was constructed in 1986 and acquired by the City in 1991. The building is roughly 74,000 square feet. It serves as the central facility for various City departments, playing a vital role in supporting daily City operations and public services. In 2011, the City Council approved the acquisition of the public libraries from Los Angeles County, which included the Valencia Library branch. The facility is roughly 24,000 square feet of public, office, and meeting space. It is one of three library locations owned and operated by the City, and provides services to the Valencia and Saugus communities. Page 1 Packet Pg. 99 O As part of the City's ongoing effort to rehabilitate older facilities, the City Hall & Valencia Library Window Seal & Wall Joint Repair Project will replace deteriorating window and wall joint seals at City Hall, and wall joint seals at the Valencia Library. Currently, these issues are being addressed on a case -by -case basis, as the need arises, often during storm events. Replacing all seals at once is necessary to protect and extend the life of these important City facilities. The repairs will help prevent moisture intrusion and minimize disruptions to services during extreme weather. This project supports the Santa Clarita 2025 Strategic Plan theme of Sustaining Public Infrastructure. The funding for this project was approved with the Fiscal Year 2024-25 Annual Budget. An invitation to bid was published and circulated via the City's e-procurement system, BidNet, on April 1, 2025. The City transmitted the solicitation to 494 vendors on BidNet, of which 30 vendors downloaded materials. Six bids were submitted and opened on May 2, 2025. The results of the bids are shown below. Therefore, staff recommends the project be awarded to Angelus Waterproofing and Restoration, Inc. (Angelus), the second lowest responsive bidder. This contractor possesses a valid state contractor's license and is in good standing with the Contractor State License Board. Furthermore, the bid from Angelus was reviewed for accuracy and conformance to the contract documents and was found to be complete. The requested construction contingency will cover the cost of unforeseen site conditions, potential utility conflicts, and any change order requests made by the City. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended action, adequate funds in the amount of $428,500 are available in the City Hall & Valencia Library Window Seal & Wall Joint Repair, Project M1044, expenditure accounts M1044309-516101 (Public Library Fund) and M1044601-516101 (General Fund - Capital) to support the recommended contract and associated project costs. I. Pre -Bid Meeting There was a non -mandatory, pre -bid meeting on April 8, 2025 beginning at 9:00 AM (PT). The meeting was located at City Hall & Valencia Public Library. Al) Yes, water and power are accessible. Power outlets (220 volts) are located on roof of City Hall. Public restrooms located on the first floor at City Hall will be open during business hours. Parking spaces can be coordinated and made available for contractor work vehicles. Q2) Do we need to do the wall joints? A2) Vertical wall joints will be included at City Hall. During the pre -bid meeting it was noted that City Hall wall joints would not be included. However, direction has shifted and they will be included. Q3) What is the start time for this job? A3) The start time for this job will begin at 7:00 AM and end time is 5:00 PM, in compliance with our City's noise ordinance. BID # CIP-24-25-M1044 Addendum No. 1 April 9, 2025 Q4) Is brick sealant included? A4) No, this is not included in this scope of work. Q5) Do you have a preferred window vendor for the broken window that needs replacement? A5) There are no preferred vendors. Q6) Can we have the trees trimmed back away from the windows? A6) Upon further assessment during the meeting, it was determined that no trees will require trimming for this project. Current clearance is sufficient. Q7) Do we have access to any of the balconies? And can they be completed after hours? A7) Yes, you will be given access to the balcony. The balcony that is reserved for the City Manager may be scheduled to be accessed and completed after hours. Q8) Will we be sealing the wall joints where the concrete meets the brick on the wall face? A8) Yes, all wall joints shall be included in the Base Bid. Q9) Will you be closing off any of the public front entrances? A9) There are three entrances into the building. Two are accessible to the public during business hours and one is employee only access. One of the three entrances may be closed off at a time. Two of the three entrances shall remain accessible at all times. Q10) Will we have access to the elevator? A10) Yes, a key fob will be provided to the contractor and will be programmed for use only during working hours (7am-5pm). Q11) Are we able to rig the top of the City Manager's balcony during afterhours? A11) Yes, we can coordinate with our staff to monitor. Q12) Are we doing any work on the small structure located in front of the building over the fountain area? Al2) No. Q13) Do you have the exact weight measurements of the window glasses? A13) Not at this time. Q14) Are City inspections required? A14) The contractor is responsible to coordinate any and all inspections required by the manufacturer to effectively warranty the applied product. No City -issued permits are required for this project. Q15) Are we able to store any equipment near the provided parking spaces? A15) It is preferred that ground level staging is minimized to the smallest footprint necessary as parking is limited at this site. A staging area can be provided on the roof. Addendum No. 1 April 9, 2025 Q16) What is the working days duration of this job? A16) The duration is approximately 20 days. However, this can be negotiated based on the methods utilized to access the high windows (i.e. scaffolding, boom lift, bosun chair, etc.). Q17) Is there a hard deadline for completion? A17) There is no deadline date at this time. Q18) Tape needed for metal -to -metal joint plates on the exterior of window frames. Should that be included in cost? A18) The metal -to -metal joints in the window frames shall be properly cleaned and Spectrum 1 sealant shall be applied. This cost will be included in Base Bid. Q19) Are we expected to cut out the abutting vertical joint or do we leave it as is? A19) All wall joints at City Hall will be included. Q20) Are we expected to V-notch the structural joint or fill it in (bandage)? A20) The structural joints between the windows shall be v-notched prior to sealant application to allow for maximum adhesion. Spectrum 1 sealant shall be used for metal -to -metal and metal -to -substrate joints. Spectrum 2 sealant shall be used for glass -to -glass and glass -to -metal joints. Q21) Will we be including the sealant around the double glass door frames in front of Suite 100? A21) Yes. Q22) Which part of the building receives the most sunlight? A22) The South side. Q23) Do you want to have an alternate price for canopies if they are needed by the entrances? A23) No, this will not be necessary as we can close off one entrance at a time for safety of staff and the public entering the facility. Q24) Do the adjacent return joints where the windows are recessed need to be done? A24) Yes, and pricing for this should be included in Base Bid. Q25) Will there be an allocated shaded area for crew to take their breaks/lunches? A25) Yes, this area can be identified during pre -construction discussions. Q26) Location of broken window? A26) There are two windows that need replacement. One is located on south side first floor and second is north side, second floor. Please see Attachment B for Tint specs. A27) Yes, the public restroom will be accessible during business hours. Addendum No. 1 April 9, 2025 Q28) Are we moving the outdoor lockers off the wall? A28) Yes, the contractor will be responsible to move the lockers off the wall temporarily (need to remain operational), and then expected to place them back to their original position once work is complete. Q29) Are the joints above the entryway to be included? A29) Yes, all existing wall joints shall be included in Base Bid, including the vertical returns over recessed windows and over entryways and perimeter wall joints where wall meets adjacent hardscape. Q30) Can both locations be worked on at the same time? A30) Yes. Q31) Will there be access to power at this location? A31) Recommended for contractor to bring generators at this location. Q32) Will there be access to water at this location? A32) Yes. Q33) There are several wall joints around the building that contain grout. Do you want the contractor to remove grout and replace with sealant? A33) Yes, please remove all grout and re -seal joints. Please do the same around the entrance doors where needed. Q34) Will preserving the landscape apply to this location as well? A34) Yes. It is the expectation to preserve at the best of your ability. Q35) Are there any sprinklers here? A35) No, there is only drip irrigation systems around this facility. Q36) Since this building is not near residential, can we start work earlier? A36) Yes, you may start as early as 6am and as late as 8pm (when the library closes). Q37) Will penetrations on South wall be included? A37) Yes. There are several very small penetrations from previous signage on this wall as well as conduit penetrations that will be included. Store products indoors in manufacturer's unopened packaging until ready for installation. 1.7 PROJECT CONDITIONS A. Maintain environmental conditions (temperature, humidity, and ventilation) within limits recommended by manufacturer for optimum results. Do not install products under environmental conditions outside manufacturer's absolute limits. 1.8 WARRANTY A. See Section 01 78 23 - Preventative Maintenance Instructions. B. Liability Insurance During the entire term of this Agreement, the CONTRACTOR agrees to procure and maintain General Liability insurance at its sole expense to protect against loss from liability imposed by law for damages on account of bodily injury, including death therefrom, suffered or alleged to be suffered by any person or persons whomsoever, resulting directly or indirectly from any act or activities, errors or omissions, of the CITY, or CONTRACTOR or any person acting for the CITY, or under its control or direction, and also to protect against loss from liability imposed by law for damages to any property of any person caused directly or indirectly by or from acts or activities of the CITY, or CONTRACTOR or any person acting for the CITY, or under its control or direction.
