Appropriate funds in the amount of $25,000 to Miscellaneous Grant (Fund 259) Environmental Services Grant Project account 2597233-516101 and increase Miscellaneous Grant (Fund 259) revenue account 259-462101 by $25,000. 3. Authorize the City Manager, or designee, to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND The Safe, Clean Water Program (SCWP) is a parcel tax approved by Los Angeles County voters in 2018. The program's intention is to improve stormwater quality and enhance regional water resilience. The program requires a portion of annual funding to be allocated to public education and outreach efforts to foster community awareness and involvement in achieving SCWP objectives. In 2024, the Los Angeles County Flood Control District launched the Public Education and Community Engagement Grants Program to support the connection between agencies and residents through outreach and education to meet stormwater goals. The City of Santa Clarita (City) applied for, and has been subsequently awarded, a grant in the amount of $25,000. If approved by the City Council, the City will utilize the awarded funds to support the production and distribution of a bilingual (English and Spanish) educational video Page 1 Packet Pg. 102 O focused on preventing pollution from dry -weather water runoff. The video messaging will align with the SCWP goals to improve water quality, increase drought preparedness, promote water conservation, enhance public health, and engage the community through education and collaboration with local partners. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended action, $25,000 will be available in the Fiscal Year 2025-26 budget in the Environmental Services Grant Account 2597233-516101, and offset by the increase in Miscellaneous Grant Revenue Account 259-462101. This grant agreement contains the terms and conditions for this grant of $25,000 from the Water Foundation to The City of Santa Clarita, herein referred to as "grantee." The grant is paid from a dedicated fund established for the Program and administered by the Water Foundation. Grant Period 02/03/2025to 07/31/2026 Location As confirmed in the Proposal, all activities supported by this grant will be performed within the 86 incorporated cities as well as unincorporated Los Angeles County areas that are within the boundaries of the Safe, Clean Water Program Watershed Areas of the Los Angeles County Flood Control District. Reporting Grantee will submit written narrative and financial interim reports describing accomplishments achieved to date and status and progress of activities. Grantee will submit an interim report to Water Foundation by 10/31/2025. A final written narrative and financial report is due to Water Foundation by 08/31/2026. The financial report will show how grant funds were spent based on the budget submitted with the Proposal. Grantee agrees to complete and submit reports in the online grantee portal by the due dates listed above. Water Foundation will share these reports and/or a summary with the District. Fiscal Sponsorship If grantee is accepting this grant as the fiscal sponsor for a project or organization, grantee agrees to maintain the grant funds in a separate bank account, or a separate bookkeeping account within grantee's accounting system, and the use of those funds will be limited to the purposes of this grant. Notwithstanding whether grantee is accepting this grant as the fiscal sponsor for a project or organization, grantee acknowledges and agrees that it shall remain primarily responsible to observe and perform all the conditions and obligations of the grantee in this agreement. Governing Law This agreement is governed by the laws of the State of California, and the parties agree that enforcement of the agreement, and resolution of any disputes arising out of or related to the subject matter of the agreement, will be resolved under the laws of the State of California. Grantee agrees to comply with all federal, state, and local laws, including the Los Angeles Region Safe, Clean Water Program Ordinance and the Safe, Clean Water Program Implementation Ordinance. Indemnification Grantee shall indemnify, defend, and hold harmless the Water Foundation, the District, and their officers, directors, employees, and agents from and against any claims, liabilities, losses, damages, or expenses (including reasonable attorney's fees) arising out of or related to Grantee's performance of this agreement, except to the extent caused by the gross negligence or willful misconduct of the indemnified parties. Commitment to Timely Performance The Grantee agrees to perform all activities specified in this agreement in accordance with the project timeline and milestones outlined in the proposal. Failure to meet any milestones or deliverables within the specified timeframes, without prior written approval from the Water Foundation, shall constitute a breach of this agreement. In the event that the Grantee fails to perform any activity or meet any milestone in accordance with the agreed -upon timelines, the Water Foundation reserves the right to terminate the agreement in whole or in part. Reimbursement of Funds If the agreement is terminated due to non-performance or breach, the Grantee shall reimburse the Water Foundation for any funds disbursed that were not used in accordance with the terms of this agreement, as determined by the Water Foundation. In the event of such termination, the Grantee agrees, upon demand, to immediately repay the specified amount requested by the Water Foundation. Describe y our proposed grant -funded activities and how they will advance one or more objectives of the Grants Program, in support of overall SCWP goals: Our proposed grant -funded program consists of creating educational outreach materials addressing dry -weather runoff and the transport of pollutants to the Santa Clara River. Our goal is to educate community members on the importance of reducing dry - weather runoff and pollution to the environment. This initiative will directly help the City meet dry -weather pollutant load reduction targets and advance several objectives of the SCWP. Our team plans to contract a graphic video production company to develop a 30-second animated video in both English and Spanish. The video will educate the public regarding the impacts of dry -weather runoff, emphasizing the ability of runoff to mobilize harmful pollutants (such as pet waste bacteria, trash, pesticides, and motor oil). Once completed, we will utilize grant funding to advertise the video on several streaming channels and specifically target zip codes in the Santa Clarita Valley. Additionally, we will share full-length or shortened versions of the video on our social media pages in both English and Spanish to maximize our local community outreach. The City will collaborate with the Santa Clarita Valley Water Agency (SCV Water), the local water purveyor, thereby enhancing the impact of the campaign through broadening the community reach. Secondly, the advertisement messaging will promote drought preparedness by establishing a connection between reducing urban runoff and increasing water conservation (Goal B). Thirdly, this outreach will enhance public health by reducing the amount of pollutants (such as bacteria and chemicals) that reach the Santa Clara River due to urban runoff (Goal C). Even after the grant has concluded, these materials will continue to be distributed throughout a variety of media platforms, including movie theaters, gas station pumps, and local government buildings, as well as through social media channels in both English and Spanish. Our goal is to maximize community engagement and ensure broad visibility of the campaign's messages. Expected Outcomes The expected outcomes of this proposal include an increase in community knowledge of dry -weather runoff, particularly the harmful pollutants it carries (such as pet waste, trash, and motor oil). By continually participating in public engagement events and forums, our team maintains a boots -on - the -ground understanding of our community's needs and concerns. These interactions allow us to gain input directly from residents, gather their feedback on different programs, and evaluate the effectiveness of our outreach efforts. Additionally, the City has a Resident Service Center, which residents can use to voice concerns or questions. This additional method of community engagement also allows us to evaluate the most pressing issues within our community, and helps us to tailor our outreach towards these specific topics. Our commitment to inclusivity is also reflected in our desire to create educational content that is accessible in multiple languages. According to the U.S. Census Bureau, 78,735 people in Santa Clarita identified as Hispanic or Latino in 2022, which is about 34% of the City's population (this number has more than doubled in the last 20 years). These statistics demonstrate the critical factor of language accessibility in our outreach strategies. To ensure the City reaches a wider community audience and promote greater engagement, the City consistently incorporates bilingual materials into our campaigns. For this project, the City will create the educational videos in both English and Spanish, ensuring that our messaging reaches Spanish-speaking residents and promotes an inclusive approach to stormwater education. By doing so, the City will enhance community participation, ensuring that all residents have access to vital information on dry -weather runoff and its environmental impacts. The City's proposal is partially informed by the ongoing, firsthand observations of City staff working in the field or at public outreach events. As part of the stormwater division, the City has dedicated staff members who monitor and respond to stormwater concerns, giving us a real-time understanding of the community's needs. These field personnel have direct knowledge of the most pressing stormwater issues, such as areas with high pollutant loads or recurring public concerns about runoff -related problems. In addition to field observations, our community members actively contribute to identifying emerging needs through various channels. Residents can contact our Resident Service Center to report concerns, and this feedback plays a crucial role in shaping our response strategies. For example, in 2024 several residents raised concerns about pet waste near local trails, which was causing bacteria pollution in dry -weather runoff. In response, the City's team created educational video materials, posted on social media, and spoke with community members to raise awareness and encourage responsible pet ownership. By continuously engaging with the community and addressing current and emerging issues, our team can see the strong need for more educational outreach regarding dry -weather runoff.
