SUBJECT: CONSIDERATION OF REQUEST FOR REMOVAL OF PLANNING
COMMISSIONER

RECOMMENDED ACTION
Based upon the June 24 request of Mayor Pro Tem Laurene Weste, discuss the removal of
Planning Commissioner Denise Lite and take action as deemed appropriate.
BACKGROUND
At the regular City Council meeting on June 24, 2025, a request was made by Mayor Pro Tem
Laurene Weste to place an item on the agenda to consider the removal of Planning
Commissioner Denise Lite. Commissioner Lite was nominated by Mayor Pro Tem Weste and
appointed by the City Council to the Planning Commission in September 2024.
Santa Clarita Municipal Code (SCMC) section 2.26.020 provides that Planning Commissioners
are appointed by the City Council pursuant to the procedure and terms set forth by resolution of
the City Council and that such Commissioners serve at the pleasure of the City Council. Santa
Clarita Municipal Code section 2.06.010 provides that any Commissioner may be removed from
office at any time, with or without cause, by a majority vote of the City Council.
If the City Council approves the removal of a Planning Commissioner, this would result in an
unscheduled vacancy. Pursuant to the City Council's adopted resolution 91-194, the City Clerk
would then post a notice of vacancy and solicitation of applications for the position.
Resolution 91-194 and SCMC sections 2.26.020 and 2.06.010 are attached for the City Council's
reference.

A RESOLUTION OF THE CITY COUNCIL OF THE
r. CITY OF SANTA CLARITA
PRESCRIBING THE PROCEDURE FOR
APPLICATION, NOMINATION AND APPOINTMENT
TO CITY COMMISSIONS
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Council does hereby prescribe the following procedure
for the application, nomination and appointment process to City Commissions:
Within twenty (20) days of the creation of a vacancy on a
Commission, the City Cleric shall cause to be advertised a
notice of the vacancy and solicitation of applications.
The application period shall not be less than fourteen (14)
calendar days.
Completed applications shall be submitted to the City
Clerk. Applications shall require not less than three
references.
r-+ The City Clerk shall submit copies of the applications to
the nominating authority on the City Council and the other
members of the City Council.
The nominating authority shall submit a nomination for
ratification by the City Council. Ratification shall
consist of not less than three affirmative votes for the
nominee.
Failure of a nominee to receive ratification by the full
City Council shall cause the nominating authority to submit
a new nominee to the City Council for ratification at the
next regular meeting of the City Council.
Failure of a nominating authority to receive ratification
on three nominees, shall cause a nomination for the
appointment to be made by any member of the City Council
from the list of applicants for that position.
Ratification votes shall be taken until such time as a
nominee is approved.
The final appointment shall not be made less than ten (10)
days after publication of the notice in conformance with
Government Code 54974.
The appointee of the City Council shall be seated on the
Commission at the next regular meeting of the Commission.
Reappointments to Commissions are not automatic.
Commissioners desiring reappointment for another term of
office shall be required to follow the full Commission
appointment procedure as outlined.

2.26.020 Members.
The Planning Commission shall consist of five (5) members, each of whom shall be a resident of
the City of Santa Clarita and shall be appointed by the City Council pursuant to the procedure
and terms set forth by resolution of the City Council. All such terms will run through December
31st of the fourth calendar year after the appointment date or until their successor is appointed
(whichever is later). Commissioners shall serve at the pleasure of the City Council. (Ord. 88-2,

2.06.010 Boards and Commissions — General Provisions: General Rules Regarding
Commissions
A. Any member of a board or commission of this City may be removed from office at any time,
with or without cause, by a majority vote of the City Council, except in cases where the Mayor
or City Council are not the appointing authority (in which cases such regular appointing
authority may exercise this power of removal). If a member absents himself without advance
permission of the board or commission or of his appointing authority from three (3) consecutive
regular meetings or from twenty-five percent (25%) of the duly scheduled meetings of the board
or commission within any fiscal year, his office shall thereupon become vacant and shall be
filled as any other vacancy. The Council reserves the power to reaffirm commission
appointments and reappointments every four (4) years.
B. Unless otherwise provided by law, or by ordinance or resolution of the City Council, all
members of boards and commissions of the City appointed by the City Council shall be initially,
and during their incumbencies, bona fide residents and registered voters of the City, and no such
member at or during such time shall be an employee of the City. (Ord. 87-2, 12/15/87; Ord. 98-
