RECOMMENDED ACTION
City Council:
1. Award a design contract to Pacific Coast Land Design, Inc., for the Newhall Park
Improvements Project, Project P2017, in the amount of $599,553 and authorize a contingency
in the amount of $59,955 for a total contract amount not to exceed $659,508.
2. Appropriate one-time funds in the amount of $730,000 from the Measure W Safe Clean Water
Regional Fund (Fund 274) to the Newhall Park Improvements Project, Project P2017,
expenditure account P2017274-516101.
3. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The Upper Santa Clara River Enhanced Watershed Management Program (EWMP) was
developed in coordination with Los Angeles County (County) and the County Flood Control
District to comply with the state and federal requirements of the Storm Water Permit (Permit)
issued by the Los Angeles Regional Water Quality Control Board. The City of Santa Clarita
(City) City Council entered into an agreement with the County to develop the EWMP on July 9,
2013. The EWMP identifies certain projects, actions, and milestones necessary to achieve
compliance with pollutant reduction standards required by the Permit. One requirement of the
EWMP obligates the City to have infiltration capacity for stormwater through regional
infiltration facilities.

The City identified Newhall Park as an adequate site for a regional stormwater infiltration
facility, as shown on the attached Location Map. Newhall Park currently features a basketball
court, softball field, playground, soccer fields, picnic areas with a barbeque, public restrooms,
public pool, and plenty of natural shade, making it a versatile location for families, students, and
visitors to enjoy outdoor activities and events. The site also hosts a multi -purpose room and a
Boys and Girls Club facility.
This project will complete the concept design for both the installation of the subterranean
infiltration facility and park improvements at Newhall Park. This project supports the Building
and Creating Community theme of the City's five-year strategic plan, Santa Clarita 2025.
The scope of work for this design services contract includes community outreach meetings and
architectural, survey, engineering, and landscape design services required to prepare conceptual
layouts for the park improvements. These layouts will include preliminary engineer's estimates
for completing design and construction.
The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting
firms to provide design services for the Newhall Park Improvements Project. The RFP was
published and circulated via the City's e-procurement system, BidNet, on February 24, 2025.
The City transmitted the solicitation to 2,706 vendors on BidNet, of which 104 vendors
downloaded the RFP. A total of five companies provided proposals for consideration.
These proposals were reviewed and evaluated based on each company's ability to meet the
specific needs of the City. An evaluation panel, comprised of staff from the Public Works
Department and Neighborhood Services Department, scored the responses using the following
categories of weighted criteria:
• Ability to comply and provide deliverables based on the project schedule developed by
the Consultant that meets or exceeds the City's project timeframe (30%)
• Consultant qualifications and overall project team experience (25%)
• Responsiveness to the RFP including content, format, and completeness of the written
proposal (25%)
• Ability to present creative ideas and innovative solutions that align with Measure W
goals (10%)
• References (10%)
The evaluation panel scored the responses based on a 100-point scale, with the results outlined
below:

In reviewing proposals, the evaluation panel awarded the highest score to Pacific Coast Land
Design, Inc. (PCLD). The evaluation panel determined that PCLD's proposal offered the best
overall value to meet the design needs.
PCLD demonstrated an in-depth understanding of the project needs and provided a detailed
scope of work and approach to the project. They analyzed the project location and identified key
design factors that will need to be addressed in the design. Based on their design experience with
similar projects, and the completeness of their proposal for this project, staff recommends
awarding the design contract to PCLD. The proposal is available in the City Clerk's Reading
File.
California Government Code 4526 prescribes the selection of architectural and engineering
services to be based on demonstrated competence and professional qualifications necessary for
the satisfactory performance of the services required and does not authorize the selection of
professional architect and engineering services based on cost. City staff was able to reach an
agreement with PCLD at a fair and reasonable price.
The requested contingencies will cover the costs of unforeseen design constraints and account
for potential design modifications requested by the City, and other permitting agencies, during
the design of the project.
On January 26, 2021, the City Council approved a transfer agreement for Measure W Safe Clean
Water Regional Funds from the County to support design and construction of regional
infiltration projects. The requested budget appropriation of $730,000 allocates a portion of these
funds to this project, bringing the total project budget to $730,000, representing $659,508 in
design contract costs and $70,492 in project administrative costs. Project administrative costs
include staff time, project management, permit fees, and all associated technical investigations
necessary for cost estimations.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended action, $730,000 is available in expenditure account
P2017274-516101 (Measure W Regional Fund) to support the recommended contract and project
administrative costs.

Dear Selection Committee Members,
Pacific Coast Land Design (PCLD) is pleased to submit our proposal to the City of Santa Clarita for the Newhall Park
Infiltration Project. The City has an amazing opportunity through implementation of the Los Angeles County Measure
W Safe, Clean Water Program to fund and support the renovation and enhancement of the well -loved park. Having
been involved in previous efforts to shape these potential park improvements, PCLD brings a strong understanding
of the existing site and key issues that will inform a new and wholly distinct design process. We are excited to hit the
ground running with our project knowledge and to engage City decision makers and stakeholders in that renewed
dialogue. Growing up in Santa Clarita and attending both Placerita Junior High and Hart High, PCLD project manager
Chris Horton is keenly aware of the cherished space Newhall Park has held within the Santa Clarita community for
more than half a century. PCLD and our team of expert design consultants look forward to developing a park design
to beautify and improve park amenities in coordination with the Measure W supported park infiltration BMP project.
PCLD and our consultant team are proud of our recentwork contributing to the development of public -facing projects
within the Santa Clarita community, shaping parks, public spaces and streetscapes throughout the city. Our team,
with extensive experience collaborating togetherwithin the City of Santa Clarita, is well -positioned to meet the diverse
requirements posed by this project. The PCLD design team possesses substantial project experience in working with the
City and Los Angeles County agencies and through that experience has established strong working relationships with
City staff and local stakeholders. PCLD's expertise and recent experience is in managing multidisciplinary consultant
teams for complex park projects with scope and program goals similar to those referenced for Newhall Park. PCLD
will serve as the primary design consultant to the City, with the core work produced in partnership with Civil Engineers
Encompass Consultant Group and Architect DeCecco Architecture Incorporated. The team is further supported by
Aquatic Design Group, Arborisf Dave Muffley, Structural Engineers RGSE, Thoma Electric, Mechanical and Plumbing
Engineers 3C Engineering, and CASp reviewer Tom Flifsch.
Within the following proposal we have provided our qualifications relating to project management, design, permitting,
documentation, and construction oversight, alongside our team's direct and recent experience conducting design
and community engagement efforts tied to parks and recreation design. We acknowledge receipt of the released
addendums and questions and answers to this RFP. Our knowledge of key project elements and approach is
presented in Introduction, followed up with a detailed scope of services and approach as presented in the Work
Statement. Keyed to the Work Statement, we've provided the anticipated project timeline and milestone Schedule.
You will find more about our project team and our relevant project experience in both the Qualifications of Firm and
Staff and Sub -Consultants sections of the proposal. RFP Addenda and Forms are attached to the end of this proposal.
As instructed in the RFP, the fee proposal is provided in the separate Cost Proposal envelope.
Pacific Coast Land Design values our strong and collaborative relationship with the City of Santa Clarifa and the
Newhall Park Infiltration Project is an important opportunity for our firm. We and our consultant team members look
forward to the potential of continuing to work closely with City of Santa Clarifa staff on this community defining
project.

NTRODUCTION
GENERAL INTRODUCTION Pacific Coast Land Design, Inc. (PCLD) is eager to continue working with
the City of Santa Clarita on the completion of the Newhall Park infiltration
Project. As designers of community parks and public spaces in the City
of Santa Clarita, PCLD understands the unique history and opportunities
presented to City Staff, the community, and the future design team in
the design and construction of the park renovations associated with the
Newhall Park infiltration BMP project.
PROJECT UNDERSTANDING PCLD understands that the City of Santa Clarita is seeking the services of
a well -qualified design team to develop multiple iterations of concept
designs, 3D models and renderings, construction plans, specifications
and estimates (PS&E), provide construction support, and record drawings
for the renovation of Newhall Park in coordination with the subgrade
infiltration gallery BMP by PACE. PCLD and its consultant team will prepare
the required documents necessary to obtain approval and permitting of
100% plans, specifications and estimates, and will work closely with the
City Stakeholders to successfully complete the project goals and protect
the interest of the City.
PLAN APPROVALS AND The PCLD team acknowledges that the proposed project boundaries
PERMITTING lie within the permitting jurisdiction of the City of Santa Clarita and
Los Angeles County. While the focus of the project is to enhance park
amenities at Newhall Park, the design team will also provide the City with
the services necessary to secure the needed approvals and permits from
City of Santa Clarita Divisions and L.A. County Departments, including
storm and sanitation, Health and Fire, CEQA, and SWPPP. PCLD is
including Aquatic Design Group in the consultant team specifically to
ensure efficient City and County approvals of the splash pad. PCLD has
years of experience coordinating with City Stakeholders on park and
public facing projects and will ensure that the design reflects the values
and needs of the City to ensure a smooth approval process with City
Agencies and Divisions. Additionally, the design team will prepare plans,
exhibits, and/or documentation for construction access agreements with
L.A. County Flood Control District, Placerita Junior High, Hart High School,
and property owners as necessary.
The team has reviewed all released Addenda, and the solutions and
scope of work presented in the proposal are based on the information
provided in the RFP and answers to proposer questions given as provided
by the City.
THE EXISTING SITE Newhall Park is a 14.3-acre park in Santa Clarita flanked by Hart Highschool
and Placerita Junior high on Newhall Avenue at Dalby Drive. The park has
provided recreational amenities for Santa Clarita families and athletes
for over half a century and will be the site of a new subgrade infiltration
gallery stormwater BMP as part of the Upper Santa Clara River Enhanced
Watershed Management Program. In 2019, PCLD was contracted by the
PCLD Newhall Park Infiltration Project Proposal I 1
City of Santa Clarita to assist PACE engineering with conceptual design of
park renovations after proposed infiltration gallery installation. Through the
design process, the design team and City Stakeholders analyzed a series
of potential BMP layouts and park renovation concepts that included
major impacts to existing park amenities and vegetation. This design was
put on hold in part due to the removal of a considerable number of trees
along Dalby Drive. The BMP for the current design effort is much more
sensitive to the existing park landscape and amenities. Likewise, existing
trees will be protected to the maximum extent possible in PCLD's park
renovation designs.
DESIGN OPPORTUNITIES The PCLD team is excited to work with the City on the design and
construction of park renovations in Newhall Park following the construction
of the BMP facility infiltration. Care will be taken to preserve and protect
existing trees at every stage of the design and construction process and
will be based on an updated Arborist Report for all trees in the park. The
following is a list of design opportunities for Newhall Park based on the RFP
and PCLD's familiarity with the park:
• The existing playground is located under impressive Heritage Oak
Tree canopy and renovations to the playground may continue to
utilize the existing shade while supplementing new inclusive play
features and play equipment with new shade structures.
• A perimeter walking path would improve access to all edges of
the park and enhance exercise opportunities for walkers and
joggers.
• Splash Pads have been a top resident request at Santa Clarita
Park outreach meetings over the last few years and one could be
installed at Newhall Park
• The Softball Field could be enhanced with a new outfield fence
and renovated field lighting.
• The grass fields could be further defined with a Multi -Purpose Field
located safely away from the Softball Field and illuminated by the
renovated field lighting.
• As part of the park enhancements, the existing restrooms could
be upgraded to current ADA/CBC standards.
• Existing parking and maintenance vehicle access could be
improved.
• Access will be improved to the existing stone BBQs and gazebo
which will be protected in place and integrated into new park
features.
• Access to the existing BBQs and gazebo could be improved
while also protecting these features in place, and a new picnic
pavilion could be constructed to compliment the outdoor dining
opportunities at the park.
• Nature -Based solutions can be used to secure Measure W
funding, improve aesthetics and biodiversity in the park, provide
educational opportunities, and as a means for conveying offsite
stormwater drainage from Hart Highschool.
• Similar to PCLD's work in other parks, a Civic Artwork concrete pad
could be installed in coordination with the Public Arts Commission.
• The existing Multi -Purpose Room and Maintenance Buildings
finishes, systems, and internal wall layouts could be assessed and
improved.
• PCLD and the design team are familiar with City Standards and
preferences for park material, quality and cost and can ensure

that the improvements meet the needs of City and community.
In developing designs, standards, and working closely with City
CIP, Parks, and LMD on a number of projects, PCLD can provide
designs for low a water -use, native and regionally adapted
plant palette that will beautify Newhall Park while minimizing
maintenance and overall water -use.
Low Impact Development (LID) drainage solutions and green
streets strategies may be used as key components, developing
the site to contain its runoff and runoff from Hart Highschool
through Nature -Based systems that will deliver stormwater to the
BMP via gentle mounding and swales that will absorb pollutants
and increase permeability in the park.
DESIGN REQUIREMENTS The work to be performed will be based on the latest pertinent City policies,
codes, standard drawings, and ordinances and meet all applicable state
and federal guidelines. The design team will work in close coordination
with PACE to ensure accurate design and construction. PCLD's previous
design work on the Project will help frame initial base drawings and
concept design. Development of the park plans will be consistent with
City format and approval requirements.
The City's Project Manager will direct and coordinate this Project. The
Consulting Project Manager, PCLD Senior Associate Chris Horton shall
receive, coordinate, and transmit reports and documents to and from
the consulting team and function as a liaison with the City team and City
Stakeholders. Working in partnership with the consultant team, PCLD will
take the lead in developing overall design concepts that will improve the
character of the park for all residents of Santa Clarita.

STATEMENT OF QUALIFICATIONS
FIRM PROFILE Pacific Coast Land Design, Inc. (PCLD) has been serving the Southern
California region since 1983, providing award -winning landscape
architecture, urban planning, and environmental design services. The
firm, incorporated as a California C-Corporation in 2011, consists of three
principal landscape architects, one senior associate landscape architect,
four associate designers, two landscape designers, and an office manager.
We understand that no project happens in a vacuum and have spent
years developing professional relationships with local agencies, engineers,
architects, and other vital consultants, collaborating to deliver the highest
quality solutions to our clients and the communities we serve. Our studio,
located in downtown Ventura, specializes in regional projects throughout
Ventura County, Santa Barbara County, and Northern Los Angeles County.
Currently, PCLD consults with the cities of Ventura, Oxnard, Thousand
Oaks, Santa Clarita, Santa Maria, Guadalupe and Fillmore, the Counties
of Ventura and Santa Barbara, Isla Vista Recreation and Park District, the
Santa Paula Unified School District and Ojai Unified School District.
PCLD is proud to have contributed to the development of a broad range

closely with the City on a variety of projects for more than 30 years.
Currently, PCLD is working on Old Orchard Park and David March Park,
both in construction; and Via Princessa Park and the Santa Clarita Sports
Complex, both in design; and a host of other public works projects including
streetscapes, medians, highway interchanges, and more. In recent
years, we have expanded our portfolio of public space and community
recreation designs, supplemented by experience in private sector projects.
Our experience in working with many local jurisdictions allows us the ability
to be a bridge between the municipalities and the agencies we serve, and
the community we're designing with. Working within these shared spaces,
as both designers and client representatives, we create client -specific
strategies by combining our varied knowledge base, keen sense of place,

DESIGN VISUALIZATION AND At Pacific Coast Land Design, we have always acknowledged the
COMMUNITY ENGAGEMENT importance of strong visual and graphic communications through
renderings, plans, vignettes, sections and other media. As landscape
architects, this is often the most effective way to communicate our ideas to
our clients and end users.
We take pride in our ability to meet varied project visualization needs
and provide graphic communications that aid in the interface between
design, the client, and the public. We offer a diverse catalogue of
techniques, styles, aesthetics and media to match the specific demands
of each project. From photorealistic renderings that can precisely model
environmental conditions to artistic sketchy vignettes, we produce images
that communicate the design intent while captivating the audience in
the potential. We also offer immersive multi -media experiences including
3-dimensional walkthrough videos, browser based 3-dimensional panorama
viewing, and even choreographed virtual reality (VR) experiences.
With these capabilities come the responsibilty to produce the right
visualization and communication for the right purpose. In particular, the
public participation process offers different challenges with regards to

VIA PRINCESSA PARK Santa Clarita, CA
BACKGROUND Via Princessa Park is a County of Los Angeles Measure W project that
focuses on providing recreation, beautification, and stormwater
management. This project, showcases PCLD's master planning, project
visualization, construction documentation, and interdisciplinary & inter-
agency coordination capabilities.
Visitors to Via Princessa Park will cross under the Metro Station via a tunnel
DESIGN with decorative walls referencing local geology. On the park side of
the station, visitors walk through decorative art archways on the way to
the park plaza. The art archways reference the 8' diameter corrugated
infiltration gallery pipes in the subgrade BMP. The park plaza includes
shaded seating areas, a restroom, wayfinding, civic art and a flowing
pavement pattern that references the Santa Clara River. The shaded
nature -Chemed formal playground will be located adjacent to the plaza
and restroom. The park will include four illuminated multi -purpose fields
surrounded by a system of accessible pathways, and a nature based
stormwater system that utilizes swales and mounding to convey runoff
to the underground BMP West of Honby Channel. The swales and berms
will function as informal play opportunities and lead into the Nature Play
area on the park peninsula boardered by the Santa Clara River and
Honby Channel. Public art, education, native planting, and wayfinding
elements satisfy requirements for Measure W funding, and will engage
users in both formal and passive moments throughout the park. Lastly,
a variety of shaded amenities are strategically placed around the park,
inviting users to take part in an assortment of active and passive recreation
opportunites.

ARROYO VERDE INCLUSIVE
PLAYGROUND Ventura, CA
BACKGROUND In 2017, the Thomas Fire destroyed one of the playgrounds in Ventura's
Arroyo Verde Park. The City decided not to replace it in kind, but instead,
to develop the first inclusive playground in the city. PCLD led the design
effort from concepts through construction, presenting ideas to the
community and gathering ideas and inspiration. PCLD also assisted the
City of Ventura in fundraing over $450,000 to construct the $1.08 million
playground. Opened in May 2022 to much excitement, the project has
since won two "Project of the Year" awards through the American Public
Works Association (2022 Ventura County Chapter, 2023 National).
DESIGN The approximately 10,000 sf playground incorporates feedback from
numerous community outreach meetings and advice gleaned from local
professionals specializing in care for children with disabilities to develop
the community -specific inclusive goals for this unique playground. The
playground contains areas to stimulate physical play, music, balance,
swings, a sensory garden with stormwater infiltration basin, and cozy spot
with hammocks and a pole fort for moments when it is necessary to seek
respite from stimulus.
The playground utilizes the topography in the park to access to multiple
slides, climbing features, and also provide access to the upper decks
of large "fort" play structure that was inpired by the park's original fort
play structure. The smaller, 2-5-year-old, structure offers many accessible
activities and sensory play opportunities. The two structures are separated
by ground level balance components, including log steppers, fallen logs,
and balance beams with railings on either side for children of all abilities,
as well as, a flush mount merry-go-round and inclusive seesaw. Swings
complete the playground with choices for all abilities.

CHILDREN'S PARK Isla Vista, «
BACKGROUND Children's Park, in the center of Isla Vista, has watched for almost 70 years
as the unincorporated, university adjacent community has grown and
evolved around it. The Isla Vista Recreation and Park District (IVRPD) set
out to update the parks aged amenities and infrastructure, teaming with
PCLD to conduct a targeted community engagement campaign and
conceptual site design effort for a grant application to the California State
Parks Statewide Park Program (SPP).
COMMUNITY ENGAGEMENT PCLD worked with IVRPD staff to develop a COVID-19 safe community
AND DESIGN DEVELOPMENT engagement plan that not only met, but exceeded the grant guidelines
and offered residents several opportunities and venues to engage the
potential for Children's Park truncated within 6-week window. PCLD
designed engagement activities that could be conducted at hybrid
socially distanced in -person events and in virtual sessions to answer three
basic questions: what, where, and why Children's Park, and which amenities
and programs should be included in the grant application. Qualitative
and quantitative data was pulled to answer those questions thoroughly
and eventually leading to the 2022 award of $4.2 million in funding for
this park. After grant award, IVRPD and PCLD have conducted another
8 public meetings soliticing community feedback, progressing the design
development of the park, and solidifying community support for the project.
PROJECT DESIGN The project design is centered on the desire to integrate natural systems
and elements into the park with hopes of helping neighborhood Children
develop a better understanding and sensitivity for the natural world. The
park will feature a renovated community building, designed by project
architect RNT Architects, a large nature -Chemed, Monarch butterfly inspired
playground, large group and small group picnic and BBQ areas, a pollinator
meadow, and an open field turf area for passive recreation. The project is
currently in construction documents and hopes to start construction in early
2026.

KELLOGG PARK Ventura,«
BACKGROUND Plans to develop Kellogg Park as a neighborhood park for the Westside
Ventura community began in 2013, as a dream for a vacant lot along
Ventura Ave. The City of Ventura was able to partner with the Trust for
Public Land to purchase the 2.4-acre property, beginning an active
partnership with members of the community to develop a conceptual
plan that could meet the varied demands. PCLD was chosen to move
the design of the park from concept through construction documents,
present ideas to the community, and eventually see the park through
construction. The park opened in April of 2018 to much local fanfare.
DESIGN The park is structured around a '/-mile looped walking trail, a natural
"river" stormwater swale, and a playground. The forms within the park
are derived from the geologic and hydrologic formations of the nearby
Ventura River watershed, all with the intent of providing children and
other visitors an educational backdrop for the ecology of the region.
The park also features a multi -generational community gathering area
with an amphitheater, varied seating, beanbag toss games, and game
tables. The playground divides 2-5 and 5-12 year -old play areas with a
ridge feature. This ridge feature provides climbing features and access to
several raised playground structures, including a "Jack -and -Jill" artificial -
turf slide hill.
The stormwater swale "river" feature is designed to detain and infiltrate
runoff from large storm events by containing both on -site water and also
by pulling in runoff from neighboring streets to alleviate local flooding
problems and mitigate runoff quality. In addition to the stormwater
benefits, which only occur during California's seasonal rains, the swale
also serves as a use amenity with play facilities scattered along its course.
The feature terminates in the center of a "stormwater amphitheater,"
using a variety of native plantings as the centerpiece to a community
amenity.

As Principal Landscape Architect, Mike is the center of Pacific Coast
Land Design's daily operations and responsible for design oversight and
technical QA/QC. Mike is a Ventura County native, with more than 25
years dedicated to the design of context sensitive outdoor environments
that showcase the definitive cultural and natural resources of the
region. That experience includes the planning, design and construction
oversight of urban streetscapes, city parks and open space, public
works infrastructure and infill residential at a variety of scales and income
levels. Mike brings his sound technical knowledge backed by a strong
understanding of local plant communities and how best to integrate
low impact strategies that maximize water savings and reduce site
infrastructure impacts.
As Principal in Charge, Mike is currently involved in the oversight and
management of each of PCLD's public serving projects. For the Newhall
Park Infiltration Project, Mike will serve as Principal Landscape Architect,
helping shape project design aswell as managing the day-to-day contract
and technical oversight with a keen eye on meeting client deliverable
deadlines and quality control. Mike will also be actively engaged in the
public outreach effort and stakeholder and agency coordination.

Chris grew up in Santa Clarita and practices landscape architecture
with an artistic point of view, striving to create imaginative, intuitive, and
grounded places. He has a passion for utilizing public outreach and design
team collaboration to develop unique and compelling outdoor spaces
that engage a wide range of visitors. His experience in the profession of
landscape architecture includes conceptual design, public outreach,
project coordination, landscape construction documentation, client and
stakeholder presentation, and field observation.
Chris excels at project management for parks and public -facing projects.
With a pragmatic and thoughtful approach to all projects, he successfully
consolidates varying stakeholder and agency views in close coordination
with design teams to ensure high -quality solutions and deliverables.
Additionally, Chris's history of effective leadership and dependability on
many Santa Clarita recreation projects have led to a fruitful relationship
of ongoing project work with the City.
Currently, Chris is the project manager for several of PCLD's active projects
with the City of Santa Clarita, including David March Park (currently
under construction), Via Princessa Park, Dockweiler Drive Extension. Chris
was also project manager for past completed parks and public works
projects in the City, including Moutain View Park, Newhall Ranch Road
Fire Revegetation, and the Orchard Village Medians projects.

Torrey has design experience in a variety of fields including landscape
architecture, planning and graphic design. She obtained her bachelor's
degree In Environmental Design from the University of Colorado Boulder
with an emphasis in Urban Planning.
She has over 6 years of experience in creating vibrant, resilient, drought -
tolerant landscapes throughout Ventura County and Southern California.
Her passion lies in creating accessible and dynamic outdoor spaces for
underserved communities, and the general public, so that they may
have more opportunities to enjoy the outdoor environment and benefit
from revitalized landscapes thanks to added shade, pervious surfaces
and carbon sequestration.

A Ventura native, Nicole received her most recent design and
technical training through the double master's program for landscape

diverse skillset at PCLD by supporting a variety of projects and tasks. Her
experience includes preparing municipal landscaping guidelines and
best practices, feasibility studies, GIS mapping/processing, conceptual
design & planning, community engagement, landscape construction
documentation, construction administration, and grant and RFP

SCOPE OF The services proposed by Pacific Coast Land Design and our team of sub -consultants
WORK include necessary tasks to implement the Newhall Park Infiltration Project as listed in
the RFP and discussed in the Project Understanding section of this proposal. Project
implementation will rely on close collaboration between the Design team and the City
with key input from stakeholders and the community.
The PCLD Team will provide all professional and support services required to manage,
control, track, and report on the progress of work and expenditures provided under this
scope of work.
1_0 Project Kick-off Meeting (see Scope of Work Subtask 2.1 per the RFP)
• Develop a Project Development Team (PDT) consisting of Consultants, City Staff,
and other agency representatives and stakeholders as necessary.
• City to transfer existing site information, as -built drawings, design guidelines, and
2020 Conceptual Plan documents to the consultant team.
• Set PDT meeting schedules and review overall project timeline.
• Discuss project overview including known opportunities and constraints.
• Discuss communication and documentation format between City, consultants
and stakeholders, and identify any needed information.

1_1 Monthly PDT Meetings
• PCLD and key sub -consultants will attend and prepare for monthly PDT meetings
to review project schedules, coordinate design progress, and present major
submittals to City Stakeholders. Meetings may be held in -person, on -site, and
virtually at the discretion of the City.
OUTPUT - All agendas, meeting minutes, action items, and exhibits will be
included.
1_2 Monthly Progress Reports
• PCLD will prepare monthly progress reports, schedule updates, and supporting
data. These reports will accompany monthly invoices throughout the project and
will include accomplished tasks for the month, anticipated progress for the next
month, pending issues, action items, and schedule completion target dates.

1_3 Measure W Technical Support
• Provide any necessary data or documentation to submit a project modification
request form to Safe Clean Water (SCW) after concept design plan is finalized
and selected.
• Prepare quarterly and annual reports, and provide technical information as
needed.

1_4 Project Schedule
• Within two weeks of the Notice to Proceed (NTP), PCLD will provide a detailed
project schedule that will include Measure W project funding deadlines. PCLD
will update the schedule as needed throughout the project.

1_5 Quality Control
• PCLD will be the primary Quality Assurance/Quality Control (QA/QC) lead with

project submittals and will complete internal documentation reviews with the
consultant team prior to formal submittals to the City.
OUTPUT - PCLD will format and provide a matrix documenting all comments and
correction items. This matrix will be provided to the City and all sub -consultants to
ensure proper coordination, task tracking, and comment responses.
1_6 Public Engagement
• PCLD and key design consultants will prepare exhibits for, attend, and present at
public engagement meetings. This task includes:
• Attendance at one meeting with City staff to strategize outreach methods,
materials, and engagement opportunities.
• Preparation of materials for the City's Public Outreach process.
• Presentation at two Public Engagement meetings.
• Attendance at one additional public hearing as determined by the City.

1_7 Public Art Support
• PCLD will meet and coordinate with the Civic Arts department at up to three
meetings to determine appropriate location and size of Civic Art pad.
OUTPUT - Meetings and Civic Art concrete base layout, detail, and specifications
PCLD's previous work on the project and familiarity with Newhall Park will streamline this
task. The Design Team will acquire existing data, reports, and drawings relative to the
Newhall Park Infiltration project from the City and will supplementwith site reconnaissance
and survey to establish the base plan. Information gathered and analyzed during this
phase will be presented to City Staff and stakeholders in the form of Opportunities and
Constraints exhibits that will be the basis for the Conceptual Design effort listed in Task
3 - Design.
2.1 Field Reconnaissance
PCLD and the design team will conduct field reconnaissance over several site
visits in coordination with City Staff to assess existing conditions of the project site
and surrounding areas, with a focus on identifying "nature -based" opportunities
that can be incorporated into the project design.
The design team will also create UAV (drone) video of the project area for use
during design and project meetings.
OUTPUT - Opportunities and Constraints Analysis, UAV (drone) site video
2.2 Document Research and Review
• Obtain and review available reports, maps, data, as -built plans, and applicable
previous studies of the project site.
• Locate all existing underground and overhead utilities withing the project area
and include them in the project base map.
• Agency and utility company coordination to identify design constraints.
• Review and analyze findings with the PDT to determine design controls and
considerations necessary for plan preparation and approvals.

2_3 Survey
PCLD and the design team understand that previous survey data can be
provided, but that it may need to be updated/supplemented. As such, the
survey subconsultant (ECG) will perform and coordinate all survey and mapping
necessary to establish existing property boundaries for the project. Mapping of
existing easements and restricted areas will be included within this scope of work.
Additionally, we will perform and coordinate all required topographic survey to
complete the construction documents. Research, compile, and verify all existing
control data, including research of all affected utility companies within the
project area. Sufficient mapping of adjacent parcels will need to be performed
to adequately study all potential grading and drainage impacts. We understand
that special notice should be taken to the drainage near the adjacent high
school. All survey work will be coordinated with all project consultants to ensure
the control for the project is consistent.
Due to the coarse nature and limitations of the existing 2018 aerial survey, ECG
recommends a new base map that will be prepared to meet current design
expectations and project needs. ECG will provide a new topographic base
map for the project site using a combination of aerial mapping and targeted
supplemental field surveys. Aerial imagery will be captured and processed to
produce 1" = 20' mapping with 1-foot contour intervals. Supplemental field
surveys will identify visible site features not captured by aerial methods, critical
design constraints, and all park tree locations (greater than 4" in diameter).
Boundary compilation will be based on current assessor data and a current
Title Report, with easements of record included in the final base map. Boundary
monuments sufficient in number will be recovered and tied to project control to
orient the boundary to the topographic base mapping.
Final deliverables will include AutoCAD and PDF files, with the survey signed and
sealed by a California Licensed Land Surveyor.

2_4 Existing Utility Research
• Key team subconsultant Encompass Consultant Group ( ECG) will research existing
underground/overhead utilities within the project area and will coordinate with
the existing utility providers to determine and identify locations of all existing
underground and overhead utilities within the project area.. ECG will obtain
available utility data from record drawings and provide the information as part of
the site base map for the project and will Confer and coordinate with affected
agencies and utility companies to identify design controls and considerations
necessary for plan preparation and approvals.
• In addition to desktop research, ECG will perform nondestructive utility
investigations using geophysical techniques such as ground -penetrating radar
(GPR), electromagnetic (EM) locating, or equivalent technologies. These
methods will supplement record research and provide improved accuracy in
identifying subsurface utility locations, particularly in areas where records are
unclear or incomplete. These methods do not guarantee that all utilities will be
located. We assume 5 days of fieldwork to complete this task. Utilities will be
flagged and marked. ECG survey will immediately follow to locate the marking
and update the survey basemap.
• This task also includes submitting a ticket to Underground Service Alert (USA) for
field marking of known utilities. Additionally, selective potholing will be performed
at targeted locations where utilities are suspected to be in conflict with proposed
design features. Potholing will be limited to critical locations where vertical and

horizontal confirmation is necessary to mitigate risk during design and construction.
We assume 3 days of on -site potholing. No traffic control will be necessary.
ECG will use professional judgment to prepare utility mapping based on the best
available data and investigation tools. However, due to inherent limitations in
utility records and field detection technologies, utility information provided shall
be considered approximate and for design reference only. Final utility locations
shall be verified by the contractor in the field during construction
OUTPUT - Existing Utility Documentation, Pothole Mapping
2_5 CASp Field Inspection Report
• As a Certified Access Specialist (CASp), TJ F Architects, will visit the site and conduct
an accessibility assessment of existing park features to remain, including, but
not limited, any existing buildings to remain that require accessibility upgrades,
existing parking facilities, existing paths -of -travel to remain, and existing BBQs and
gazebo area to remain. This report will serve as the basis for key decision making
regarding renovations to existing structures or park amenities, particularly in terms
of enhancements to existing restrooms, multi -purpose rooms, and maintenance
building as identified in the RFP.
OUTPUT - CASp Field Inspection Report, Concept and PS&E CASp review
2_6 Existing Tree Survey (including Oak Tree Report) and Tree Recommendations
• Based on the 2020 Conceptual Site Plan provided with the RFP, and PCLD's
previous work on the project, there are nearly 200 existing trees on the Newhall
Park site, many of which are Heritage Oaks. We understand the value that the
City and the community place in preserving these existing trees. The team's
arborist, Dave Muffly, will create an Existing Tree Report that will assign tree values
based on size, health, appearance and potential conflicts for all of the trees in
the park. Additionally, the arborist will create a list of recommended proposed
trees for the park based on existing tree species and site conditions.
OUTPUT - Existing Tree Report (including Oak Tree Report), Existing Tree Protection
Recommendations/Specifications, Tree Planting Recommendations
PCLD and the design team understand that project scope -of -work will be solidified through
a series of conceptual design submittals and reviews. This phase of work will begin with
the development of initial conceptual design alternatives that will be vetted by city staff
and also presented to the public (see Task 1.6 Public Engagement) to ultimately deliver
a refined conceptual site design for the project. PCLD will coordinate with the PDT after
concept submittal to review, respond to comments, and provide recommendations to
City staff. The conceptual design tasks herein will be completed prior to the Measure W
Project Modification Request submittal.
Per RFP Subtask 3.1, PCLD has divided conceptual design into tasks 3.1 - 3.4 to
provide 4 submittals of conceptual plans with several layout options or alternate
design options included in each submittal. Alternatives through the conceptual
design process will balance the expected project budget, goals, requirements,
and environmental constraints. These tasks also include meetings/presentations
of the alternatives to City Staff and the alternatives and deliverables crafted
during this task may be presented to the public to gain feedback from residents
and key stakeholders (see Task 1.6 - Public Engagement).
OUTPUT - Outputs for these tasks include:
Illustrative Conceptual Site Plans - The team will coordinate to present
illustrative site plans for each of the alternatives presented. The site plans will

be at an early conceptual level of detail and will contain enough information
to convey the design intent in presentations and meetings.
Conceptual Design 3-D Renderings - The team will prepare conceptual
3-dimensional renderings of the various alternatives for graphic
communication.
Supplementary Visual Presentation Materials - The team will include visual
presentation graphics, diagrams, etc. for graphic communication.
Conceptual Cost Estimates - Estimates will be provided for each alternative
presented. Estimates at this early stage will be rough -order -of -magnitude
(ROM) and will include contingencies, soft costs, design costs, and CPI.
3_1 Initial Conceptual Design Study Alternatives
• The PCLD team expects to develop as many as 4 conceptual design study
alternatives for the park as part of the initial conceptual design task.
• Additionally, the PCLD team will provide two alternative floor plans for each of
the following:
• Multipurpose room updates (access upgrades, minor finishes)
• B&G City attached restrooms (access upgrades)
• Concession building (access upgrades)
• Maintenance building (access upgrades)
• Multipurpose replacement building
3_2 2nd Conceptual Design Alternatives
• Following the submittal and review of initial conceptual design alternatives, the
PCLD team will incorporate feedback received from the PDT to incorporate
into revised conceptual design alternatives. It is anticipated that the number
of alternatives prepared will be reduced after City Stakeholder review, and the
consultant team will continue development of viable alternatives as directed.
• Additionally, the PCLD team will finalize conceptual design alternatives for access
upgrades to the existing buildings and will provide two revised plan/massing
studies integrated into the site plan for the new multipurpose building.
3_3 3rd Conceptual Design Alternatives
• The PCLD team will continue Concept Design development of select designs
after City Stakeholder review of the 2nd Conceptual Design Alternatives.
• Additionally, the PCLD team will provide two revised plan/massing studies
integrated into the site plan for the new multipurpose building.
3_4 Final Conceptual Design
• The consultant team will continue design development of the selected alternative
after City Stakeholder review of the 3rd Conceptual Design Alternatives and
any public engagement. This final Concept Design will coincide with the City's
Measure W Project Modification Request submittal.
• Additionally, the PCLD team will provide one revised plan/model for the new
multipurpose building including perspective renderings with the building and site
design.
Upon City approval and acceptance of a single concept plan alternative and project
budget estimate, the design team will refine the design and provide submittals of Plans,
Specifications and Estimates (PS&E) at the following intervals: 30%, 60%, 90%, 100% and
Final Issue for Bid, included as Tasks 3.5 - 3.9 below.

Plans - Plans will be prepared and submitted for plan review at 30% (Task

• PCLD and the design team will provide electronic copies of all documents
developed during the contracted period with the City. Drawings will be
developed on AutoCAD Version 2022 or equivalent and documents will be
prepared utilizing Microsoft Office Suite and submitted to the City via email
or City -approved software.
• Specifications - PCLD and the design team will prepare specifications in a
format consistent with the 2021 or latest edition of the Standard Specifications
for Public Works Construction (SSPWC). For work items not adequately
covered in the SSPWC, project specific specifications will be developed to
include technical specifications for any materials, finished, and/or structures
to be used as needed. Specifications for specialized sports field design
based on previous City parks will also be included. Specifications will be
submitted at 90% (Task 3.7), 100% (Task 3.8), and final milestones (Task 3.9).
When complete, PCLD will provide a digital file for specification package in
Microsoft Word format.
• Estimates - PCLD will work closely with cost estimating sub -consultant Field
Stone Development to provide cost estimate at 30% (Task 3.5), 60% (Task
3.6), 90% (Task 3.7), 100% (Task 3.8), and final plans (Task 3.9). The estimate
will include a breakdown of costs for each item of work and match the
bid schedule, item by item, included in the specifications. The unit costs will
be based upon the most current cost information for recent similar projects
in the area, compiled by the Consultant and approved by the City. The
estimate will include detailed takeoff of the plans to account for all engineer -
estimated bid item quantities.
• Estimated Construction Schedule - PCLD, in coordination with the design
team, will submit updated design and estimated construction schedule at
60% (Task 3.6), 90% (Task 3.7), 100% (Task 3.8), and Final submittals (Task 3.9).
The construction schedule will consider adjacent school schedules, any
large programming that occurs at Newhall Park throughout the year, and
PCLD Newhall Park Infiltration Project Proposal 1 25
any scope items with long lead times.
3-11) Renderings -The team will prepare conceptual 3-dimensional renderings
of the detailed design for use and display in meetings at 90% (Task 3.7), 100%
(Task 3.8), and Final PS&E (Task 3.9) submittals.

• As the first PS&E submittal, the 30% milestone will be the first to incorporate all
feedback received during the previous conceptual design phase, narrowing the
scope -of -work to the single alternative selected and approved by the City. This
milestone serves as a basis -of -design for the scope -of -work and will create the
PS&E framework from which subsequent submittals will be built and reviewed.
3_6 607o PS&E
• The 60% PS&E Submittal will incorporate any feedback received from previous
submittal(s) and plan check comments received from the City.
3_7 907o PS&E
• The 90% PS&E Submittal will incorporate any feedback received from the previous
submittal(s) and plan checks to the City. This submittal will serve as the first formal
permit submittal to the City and other agencies, as required, including, but not
limited to L.A County Public Heath Department and Flood Control District.
3_8 100% PS&E
• The 100% PS&E submittal will incorporate any plan check comments received
by the City and all additional permit agencies and resubmitted once corrected.
3_9 Issue Final PS&E for Bidding (following 100% review)
• The Final PS&E will incorporate any remaining comments from the City and/or
permitting agencies prior to bidding.
The PCLD team will include and coordinate any other plan submittals, reviews or
clearances required from City and County agencies to provide complete plans and
specifications for permit issuance. The PCLD team will format the 90% PS&E documents
as necessary to begin the permit application and review process with City and County
Agencies, including revisions per comments received incorporated into resubmittals at
100% PS&E.
4_1 Permits and Approvals
• PCLD and the design team will receive plan check approvals from all design
consultants, affected agencies, and all applicable City divisions including but not
limited to CIP, Environmental Services, Parks, Facilities Maintenance, Engineering
Services, Building and Safety, Traffic, Urban Forestry, Landscape Maintenance
Division, Recreation and Community Services, and Arts and Events. This task also
includes:
• Coordination with all utility companies throughout the design of the project
as well as other public agencies such as L.A. County Flood Control District
as needed.
• Obtain L.A. County approvals for associated storm drain and sanitation
permits.
• Obtain any necessary Health Department and/or Fire Department permits
and/or approvals as needed. Splash pad design shall adhere to any
applicable City and County requirements as required.
• Provision of technical information or documentation as needed for CEQA

and the SWPPP permit and account for any time impacts from these
environmental submittals in the scheduling.
• Preparation of plans, exhibits, and/or documentation necessary for
construction access agreement on neighboring property (L.A. County Flood
Control District, Placerita Junior High, Hart High School) or discussions with
property owners, as necessary.
• Provision of all necessary plan check copies required by the affected
Agencies and utilities.
• Provision to the City of original and/or updated complete set of approved
PS&E.
OUTPUT - Complete set of approved PS&E documents
4_2 Bid Support
• PCLD will provide technical support during the bid phase of the project and assist
the City's Project Manager in responding to questions related to the plans and
technical specifications during the bid phase. If necessary, PCLD and the design
team will update the plans and technical specifications based on questions
during the bid phase and write addendums in response to these changes. This
tasks includes:
• Attend Pre -Bid meeting.
• Assist in analyzing the bids to identify lowest responsible bidder.
• Assist in City's RFP preparation for Materials Testing and Special Inspections.
OUTPUT - RFI Responses, Addenda, Bid Analysis
This task is included as an optional scope to the work plan. If awarded, PCLD and
the design team will assist the City with construction administration services during
construction phase through project close-out. This phase shall include but not be limited
to the following tasks.
Construction Meetings and Support
• The design team will provide construction administration for the duration of the
construction project including the preparation, review, and recommendation of
all construction related documents. This task includes:
• Attend weekly jobsite meetings and job inspection visits. This assumes a total of 36
weekly meetings based on a 180 day construction schedule.
• Respond to RFI's and review submittals and shop drawings.
• Prepare construction bulletins as needed.
• Prepare construction correction notices as needed.
• Assist with reviewing, analyzing, and advising the City on Contract Change Order requests.
• Perform Qualified SWPPP Practitioner (QSP) services, including all required
inspections, field sampling, sample analysis forTurbidity and pH, REAP preparation,
and reports.
• Meet with the City approximately once a month to report on the progress of
the work. A brief written summary of these meetings shall be prepared by the
Consultant and submitted to the Project Manager.
• Complete Sustainability Certification documentation and submittal package, if
needed.
• Perform final review and contribute to the punch list with the contractor.
• Procure and maintain construction management software for coordination and
filing of construction documents (ProCore or similar).
As -Built Plans
• PCLD and the design team will prepare As -Built Drawings upon completion of the
project and acquire the Contractor's daily red lined plans from the Contractor
and their subcontractors.

well versed in the management and preparation of feasibility studies,

This new 25-acre city park featuresa pelota Mixteca court, community
garden, playground, pump track, pavilion, amphitheater, and restrooms.
ECG services included, topographic survey, grading and drainage,
paving, utility infrastructure, ADA accessibility, and hydrology. A key grant
requirement was the inclusion of a dry creek bed, which plays an integral
role in the park's stormwater management strategy. ECG designed the
grading to ensure the dry creek bed serves as the primary stormwater
conveyance system. Adjacent to the creek, biofiltration BMPs were
designed to meet the stormwater quality requirements, collecting and
filtering stormwater before it overflows into the creek. Additionally, the dry
creek bed functions as an above -grade detention basin during smaller
storm events, reducing the size of the required underground detention
system. Together, the dry creek and biofiltration BMPs highlight the park's
natural stormwater management features.

Accredited Professional. He has taught architecture at Woodbury
University and UCLA Extension. He has been a featured speaker at local
housing conferences.
His design experience ranges from playhouses auctioned off for a cause
to 700 acre master planned mixed use developments. He thrives where
the needs of the Client, the Jurisdiction, and the Community meet, where
the environments between the buildings and the communities they fit in
are more important than the buildings themselves.
This experience represents over forty five years in the design and
construction industry and thirty seven years of continuous practice at DAI.

VILLAGE AT THE PARK Camarillo, CA
DAI provided a collection of common buildings for this master planned community in Ventura County.
A master community center and pool was located within the residences and kept the suburban scale
of the neighborhood. All of the facilities for the regional sports park, including restrooms and snack bar,
community gathering spaces and maintenance facilities were designed by DAI for heavy use, long term
durability and to withstand the occasional foul ball.
BOYS AND GIRLS CLUB Oxnard, CA
The Boys and Girls Club started life as a 1920s gym with a substantial addition in the 1950s. The facility had
been insensitively modified over the years to the point it was unsafe for the children that it served. DAI
removed all of the unsafe internal conditions, reconfigured the spaces for the new services to be offered,
and created a playful facade to welcome the children.
REIDY CREEK GOLF CLUBHOUSE Escondido, CA
A public/private partnership between a developer and the City of Escondido, a new community was
created that included a new public golf course. DAI was selected to design the clubhouse, cart barn and
gate house entrance to the community. We were inspired by buildings anchored to the landscape in the
tradition of Craftsman era bungalows.

provide information and the City manage the upload to City social media?
A3) Yes, that is correct. The Park consultant will provide information and the City will manage social
media uploads.
Q4) Please clarify DIR requirements?
A4) Consultants are still required to be registered with the DIR but many DIR requirements are not
applicable for this project since it is a design services contract. Any contractor that bids or works on a
City project is required to be registered with the DIR, pay prevailing wage, keep and submit certified
payroll records, and comply with apprenticeship standards. Refer to the response to question 16 in Q&A
for further details on the types of field work requiring prevailing wage.
Q5) When is the project set to be completed by?
A5) This project is anticipating to complete the concept design phase and 30% plans by the end of this
calendar year, and the full 100% PS&E is estimated to be completed within 18 months from the start of
the project.

Proposal Instructions, Item 6 mentions Brand Names, Alternatives, or Equivalents. Can you

playground equipment will have specific manufacturer or brand names. Item 6.2 describes how
the City shall make the final determination of compliance for all of the considered

Under Subtask 2.1: Kickoff Meeting and Field Reconnaissance
• Provide an Arborist Evaluation Report that documents tree species, size, health condition,
structural integrity, and any visible signs of disease, decay, or pest infestation. Assessment shall
include photographic documentation of the findings and a list of recommended actions for tree
preservation, mitigation, or removal if applicable.
Under Subtask 5.1: Construction Meetings and Support
• [Optional Task] Identify and procure the services of an ISA Certified Arborist or equivalent
professional with experience in oak tree preservation during construction.
o Arborist shall monitor construction activities to prevent damage to trees including soil
compaction, trenching, and grading near root zones and be familiar with the City's Oak
Tree Preservation Guidelines.
o Arborist shall visit the site frequently to assess tree health and provide mitigation
measures if necessary.
o Arborist shall ensure protective fencing and root zone barriers are installed and
maintained per the project plans and specifications.
o Arborist shall produce and deliver a tree protection plan, monitoring reports
summarizing site inspections and findings, and a final Tree Health Report documenting
construction impacts and ongoing care recommendations.

1. SUMMARY OF CONTRACTUAL REQUIRMENTS
a. A contract is required for any service performed on behalf of the City of Santa Clarita (City).
b. By submitting a proposal, you have reviewed the sample contract documents contained within this
request for proposals and agree to be bound by the requirements set forth.
c. Questions and requests for modification of these terms must be negotiated and approved prior to
proposal submission and are at the full discretion of the City. Requests should be submitted via the
Q&A portal on BidNet prior to the deadline for questions and answers.
2. SUMMARY OF INDEMNITY AND INSURANCE REQUIREMENTS
a. These are the Indemnity and Insurance Requirements for Contractors providing services or supplies to
City of Santa Clarita (City). By agreeing to perform the work or submitting a proposal, you verify that you
comply with and agree to be bound by these requirements. If any additional Contract documents are
executed, the actual Indemnity language and Insurance Requirements may include additional provisions
as deemed appropriate by City's Purchasing Agent.
b. You should check with your Insurance advisors to verify compliance and determine if additional
coverage or limits may be needed to adequately insure your obligations under this agreement. These are
the minimum required and do not in any way represent or imply that such coverage is sufficient to
adequately cover the Contractor's liability under this agreement. The full coverage and limits afforded
under Contractor's policies of Insurance shall be available to Buyer and these Insurance Requirements
shall not in any way act to reduce coverage that is broader or includes higher limits than those required.
The Insurance obligations under this agreement shall be: 1—all the Insurance coverage and limits carried
by or available to the Contractor; or 2—the minimum Insurance requirements shown in this agreement,
whichever is greater. Any insurance proceeds in excess of the specified minimum limits and coverage
required, which are applicable to a given loss, shall be available to City.
c. Contractor shall furnish the City with original Certificates of Insurance including all required amendatory
endorsements and a copy of the Declarations and Endorsement Page of the CGL policy listing all policy
endorsements to City before work begins. City reserves the right to require full -certified copies of all
Insurance coverage and endorsements.
3. INDEMNIFICATION
a. To the fullest extent permitted by law, CONSULTANT shall defend (with legal counsel reasonably
acceptable to CITY), indemnify and hold harmless CITY and its officers, agents, departments, officials,
representatives and employees (collectively "Indemnitees") from and against any and all claims, loss, cost,
damage, injury (including, without limitation, economic harm, injury to or death of an employee of

CONSULTANT or its subconsultants), expense and liability of every kind, nature and description that arise
from or relate to (including, without limitation, incidental and consequential damages, court costs,
attorneys' fees, litigation expenses and fees of expert consultants or expert witnesses incurred in
connection therewith and costs of investigation) that arise from or relate to, directly or indirectly, in whole
or in part, from: (1) CONSULTANT's performance of Services under this Agreement, or any part thereof;
(2) any negligent act or omission of CONSULTANT, any subconsultant, anyone directly or indirectly
employed by them, or anyone that they control; (3) any actual or alleged infringement of the patent rights,
copyright, trade secret, trade name, trademark, service mark or any other intellectual or proprietary right
of any person or persons in consequence of the use by CITY, or any other Indemnitee, of articles or
Services to be supplied in the performance of this Agreement; or (4) any breach of this Agreement
(collectively "Liabilities"). Such obligations to defend, hold harmless and indemnify any Indemnitee shall
not apply to the extent such Liabilities are caused by the sole negligence or willful misconduct of such
Indemnitee, but shall apply to all other Liabilities. The foregoing shall be subject to the limitations of
California Civil Code section 2782.8 as to any design professional services performed by CONSULTANT and
in particular the limitation on CONSULTANT's duty to defend whereby such duty only arises for claims
relating to the negligence, recklessness or willful misconduct of CONSULTANT as well as the limitation on
the cost to defend whereby CONSULTANT will only bear such cost in proportion to CONSULTANT's
proportionate percentage of fault (except as otherwise provided in section 2782.8).
b. The foregoing indemnification provisions will not reduce or affect other rights or obligations which
would otherwise exist in favor of the CITY and other Indemnitees.
c. CONSULTANT shall place in its subconsulting agreements and cause its subconsultants to agree to
indemnities and insurance obligations in favor of CITY and other Indemnitees in the exact form and
substance of those contained in this Agreement.
4. INSURANCE
a. Before commencing performance under this Agreement, and at all other times this Agreement is
effective, CONSULTANT will procure and maintain the following types of insurance with coverage limits
complying, at a minimum, with the limits set forth below:

b. Commercial general liability insurance will meet or exceed the requirements of ISO-CGL Form No. CG
00 011185 or 88. The amount of insurance set forth above will be a combined single limit per occurrence
for bodily injury, personal injury, and property damage for the policy coverage. Automobile coverage will
be written on ISO Business Auto Coverage Form CA 00 0106 92, including symbol 1 (Any Auto). Liability
policies will be endorsed to name CITY, its officials, and employees as "additional insureds" under said
insurance coverage and to state that such insurance will be deemed "primary" such that any other
insurance that may be carried by CITY will be excess thereto. Such endorsement must be reflected on ISO

Form No. CG 20 10 1185 or 88, or equivalent. Such insurance will be on an "occurrence," not a "claims
made," basis and will not be cancelable or subject to reduction except upon thirty (30) days prior written
notice to CITY.
c. Professional liability coverage will be on an "occurrence basis" if such coverage is available, or on a
"claims made" basis if not available. When coverage is provided on a "claims made basis," CONSULTANT
will continue to renew the insurance for a period of at least three (3) years after this Agreement expires
or is terminated. Such insurance will have the same coverage and limits as the policy that was in effect
during the term of this Agreement, and will cover CONSULTANT for all claims made by CITY arising out of
any errors or omissions of CONSULTANT, or its officers, employees or agents during the time this
Agreement was in effect.
d. CONSULTANT will furnish to CITY duly authenticated Certificates of Insurance evidencing maintenance
of the insurance required under this Agreement, including endorsements, and such other evidence of
insurance or copies of policies as may be reasonably required by CITY from time to time. Insurance must
be placed with California -admitted insurers with (other than workers compensation) a current A.M. Best
Company Rating of at least "A:VII."
e. Waiver of Subrogation: The insurer(s) agree to waive all rights of subrogation against CITY, its elected
or appointed officers, officials, agents, volunteers and employees for losses paid under the terms of the
workers compensation policy which arise from work performed by CONSULTANT for CITY.
f. Should CONSULTANT, for any reason, fail to obtain and maintain the insurance required by this
Agreement, CITY may obtain such coverage at CONSULTANT's expense and deduct the cost of such
insurance from payments due to CONSULTANT under this Agreement or terminate pursuant to
TERMINATION section. In the alternative, should CONSULTANT fail to meet any of the insurance
requirements under this Agreement, City may terminate this Agreement immediately with no penalty.
g. Should CONSULTANT'S insurance required by this Agreement be cancelled at any point prior to
expiration of the policy, CONSULTANT must notify City within 24 hours of receipt of notice of cancellation.
Furthermore, CONSULTANT must obtain replacement coverage that meets all contractual requirements
within 10 days of the prior insurer's issuance of notice of cancellation. CONSULTANT must ensure that
there is no lapse in coverage.
h. The CITY shall be entitled to any coverage in excess of the minimums required herein.
I have read and understand the above requirements and agree to be bound by them for any work
performed for the City.

COST PROPOSAL
INTRODUCTION On the following pages the team has defined the effort and associated
costs to the City in relation to the scope of work as outlined in the Work
Statement. In developing a comprehensive project approach, we are
providing a scope and fee breakdown that addresses all known costs of
charges to the City as part of this project. Costs illustrated in this proposal
are based on inclusive blended rates, encompassing known project -
related or supported expenses, including travel expenses. Pacific Coast
Land Design has defined the expected hours per task by Staff Level for the
work to be carried out by the prime consultant. Sub -Consultant costs are
reflected as a lump -sum effort per task and include a 10% administration
and management mark-up fee. Along with the detailed task -related
fees, the team has provided a list of anticipated reimbursable expenses.
The team welcomes a dialogue on scope and overall fee refinement based
on best meeting the City's programming and budgeting parameters.
While we understand from City Q & A responses that the architectural
improvements are secondary to the BMP and park improvements, we
have included comprehensive architectural and relate subconsultant
fees to cover the full extent of the stated potential improvements in the
RFP. Refinement of those design services and fees may best be adjusted
following the confirmation of project programming and completion of
the conceptual design tasks.
ASSUMPTIONS Contracted services are through Conceptual Design Task 3.4, Services
following Task 3.4 will be negotiated and awarded under separate
contract. Based on the scope of work outlined within the RFP, PCLD and
the design team have included the following list of assumptions regarding
the services proposed:
• The design team assumes the infiltration BMP design by others
is adequate to structurally support the proposed park features
structurally and that the hydrology analysis includes the developed
stormwater volumes for the new park design. Coordination with
the Infiltration design team is included.
• Architectural and related structural services provided for
enhancements of existing buildings are limited to internal spatial
reconfigurations only. It is assumed that no building lateral force
systems will be substantially affected by architectural renovations
and therefore require additional structural engineering.
• It will be the responsibility of the Owner, and/or their Contractor,
to obtain utility designs prior to construction. Construction of
utility company improvements must be obtained directly from
the serving utility company for their construction documents,
specifications, drawings, details and notes.
• All improvements are assumed to be on City property with right-of-
way improvements limited to the park adjacent conditions along
Dalbey Drive and Newhall Avenue (i.e. sidewalk, curb and/or
gutter along park edges.) No work on adjacent parcels (Hart High

School, School District properties, private residential properties).
• Traffic Control Plans are excluded.
• Environmental or Biological Studies are excluded.
• Hazardous material evaluation and removal is excluded.
• Sustainability certification is limited to the Institute for Sustainable
Infrastructure (ISI) verification (Envision).
• Additional Meetings, Agency presentations and Public Meetings
separate from those listed in the Workplan will be billed at the
regular office rates.
• Plan check and permit fees shall be paid by the City.
• Utility mapping shall be based on the best available data and
investigation tools. However, due to inherent limitations in utility
records and field detection technologies, utility information
provided shall be considered approximate and for design
reference only. Final utility locations shall be verified by the
contractor in the field during construction.
• Splash Pad/spray ground is assumed to be approximately 2,000 SF,
which is larger than average. If increases in size require additional
supportive equipment, additional services shall be requested.
• Mechanical and Plumbing assumes 3 restroom remodels and
drinking fountain replacement. Plumbing and HVAC design
beyond the 3 restroom remodels in multi -purpose and boys & girls
club can be provided as additional services.
• Civil and structural designs will utilize the previous Geotechnical
Investigation recommendations. No new geotechnical
investigates are included.
• Electrical assumes that adequate physical space and electrical
capacity exist within existing electrical distribution system to
accommodate added loads contemplated in this scope of
work for the existing restrooms, multi -purpose room, etc. Excludes
upgrade of existing serving electric utility to accommodate
added load to buildings scoped under this project. Assumes
new electrical services will be required for sports lighting and EV
charging systems added under this project.
• Electrical excludes design within existing buildings for new large/
major equipment or systems replacement (i.e. replacement of
HVAC, addition of Audio/Video, replacement of Fire Alarm system,
etc.). Assumes that all electrical design for existing buildings
shall utilize existing power/lighting/fire alarm/communications
infrastructure and will not require upgrade or replacement.
• Assumes that both lighted play -fields will be lighted to IES RP-6-
24 (current) "Recreational Level of Play" with LED sources ("Class
IV" level of play, which is defined as "limited or no provisions for
spectators").
• The time of performance for the design services prior to project
bidding is eighteen months.
• Construction Phase Support is anticipated to span the City
stated 180 working days and is based on the understanding
that Construction Management services, City Construction
Observation and Materials and Site Testing are to be by others
and not a part of our team's contracted services.

defined in Work Statement.
