HART PARK CONTRACTS AND AGREEMENTS DEPARTMENT: Neighborhood Services PRESENTER: Amber Rodriguez RECOMMENDED ACTION City Council: Authorize the City Manager to execute an agreement with the Santa Clarita Valley Historical Society in a form approved by the City Attorney. 2. Authorize the City Manager to execute an agreement with the Friends of Hart Park in a form approved by the City Attorney. 3. Authorize a contract increase in the amount of $171,846 to the City's Parks and Facilities Security Services Contract with Good Guard Security, Inc., to provide security services for the William S. Hart Park and Museum. 4. Authorize a contract increase in the amount of $54,634 to the City's Janitorial Services Contract with Servicon Systems Inc., to provide janitorial services for the William S. Hart Park and Museum. 5. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND William S. Hart Regional Park (Hart Park) is the last remaining Los Angeles County (County) park located within the City of Santa Clarita (City). On July 9, 2024, an item was presented for City Council consideration to formally accept the transfer of Hart Park from the County and all associated agreements and contracts. Following the City's approval, the County Board of Supervisors unanimously approved the transfer of Hart Park. On May 29, 2025, the probate court officially approved the transfer of the site. The final administrative step in this process will be Page 1 Packet Pg. 78 the recording of the grant deed that will occur on Monday, July 14. On this date, the City will be the sole owner of the site and will begin full operations. Agreements As part of the transfer of Hart Park, the City is establishing updated agreements with the Friends of Hart Park and the Santa Clarita Valley Historical Society to continue their long-standing roles in supporting park operations and preservation efforts. The Santa Clarita Valley Historical Society initially entered into an agreement with the County in 1980 to relocate and operate the historic Saugus Train Depot within a portion of the park not restricted by the Hart will. Over time, the partnership expanded to include the additional historic buildings, now known as the "Santa Clarita History Center." The Friends of Hart Park and Museum play an active role at the site, supporting the park through volunteer efforts, fundraising for park operations, and assisting with the barnyard animals. The Friends of Hart Park have had an agreement with the County since 1980. The updated agreements will reflect the City's new operational role and ensure both organizations remain key partners through the transition. Security Services In October 2024, the City Council approved a contract with Good Guard Security, Inc. (Good Guard), for a total contract amount not to exceed $2,101,606 to provide unarmed security guard services for various City parks, facilities, and events. The presence of an appropriately uniformed security guard is expected to serve as a visible deterrent, reduce the threat of injury to the public, and prevent damage, vandalism, and loss of property within the parameters of each service location. The security service provided for 39 City parks involves: Daily locking of all outside restrooms and buildings. Inspecting daily all doors and windows. Providing weekly written reports to the Facilities representatives. As part of the transfer of Hart Park and the Museum, the addition of security services is critical in protecting the site, historical artifacts, and the public. Sixteen months remain on the current contract with Good Guard Security, which is set to expire on October 31, 2026. Staff recommends increasing the contractual expenditure authority with Good Guard for a total of $171,846, for a revised total amount of $2,273,452, to provide security services at Hart Park and the Mansion in preparation for the City's assumption of operations, beginning July 14, 2025. Sixteen months remain on the current contract with Good Guard Security, which is set to expire on October 31, 2026. Janitorial Services In June 2022, the City Council approved a contract with Servicon Systems, Inc. (Servicon), for a total contract amount not to exceed $1,750,011 per renewal, plus Consumer Price Index increases to provide janitorial services at all City -owned and operated facilities. The City uses a specialized vendor to provide cleaning services. The routine cleaning of City facilities occurs Page 2 Packet Pg. 79 during evening hours when the facilities are not in use. Contracted janitorial staff is tasked with basic general cleaning, including emptying trash and recycling receptacles, dusting of surfaces, cleaning glass tabletops and partitions, mopping and vacuuming of floors, filling paper product dispensers, and other general cleaning of the interior of City facilities. The contract has 12 months remaining and is set to expire on June 30, 2026. As part of the transfer of Hart Park and the Museum, the addition of janitorial services is needed to ensure the site is cleaned and prepared for daily use of the public. Staff recommends increasing the contractual expenditure authority with Servicon for a total amount of $54,634, for a revised total amount of $1,936,780, to provide security services at Hart Park and the Mansion in preparation for the City's assumption of operations, beginning July 14, 2025. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Funding to support security and janitorial services for Hart Park was appropriated as part of the FY 2025-26 annual budget process. Funding in the amount of $186,169 is available in the following expenditure accounts to support the recommended action: $92,074 in Hart Park Facility Administration (1407400-516101) and $39,461 in Hart Mansion Facility (3097400- 516101) for security services, as well as $38,314 and $16,320 respectively for janitorial services. Funding for future years is contingent upon appropriation of funds by the City Council during the annual budget process.
