SUBJECT: SANTA CLARITA VALLEY WATER AGENCY EASEMENTS ON
CITY -OWNED PROPERTY

RECOMMENDED ACTION
City Council:
Approve an easement on APNs 2811-065-911 and 2811-067-906 with Santa Clarita Valley
Water Agency for the purpose of installing and maintaining water and drainage facilities.
2. Approve the quitclaim of the existing easement on APN 2811-067-906 to accommodate the
abandonment of the storm drain system no longer in use.
3. Authorize the City Manager, or designee, to execute the necessary documents, subject to City
Attorney approval.
BACKGROUND
In 2001, Assessor Parcel Number (APN) 2811-065-911 (23 acres) was donated to the City of
Santa Clarita (City), followed by the donation of APN 2811-067-906 (7 acres) in 2010. Both
parcels, located adjacent to the William S. Hart Baseball Complex and Santa Clarita Riverbed,
were donated for public use as open space. As shown on the Site Map, the property is currently
developed with an existing drainage system that is owned and operated by the Santa Clarita
Valley Water Agency (Agency).
The Agency is evaluating its existing drainage systems to construct improvements to address
recurring flooding issues. The Agency examined existing well drainage infrastructure located on
City -owned property and determined that the system lacks sufficient capacity to manage the
flows effectively.
To resolve this deficiency, the Agency recommended a series of improvements, including

lowering outflow elevation, realigning portions of the storm drain, and installing additional storm
drain infrastructure to increase overall capacity.
As part of this effort, a portion of the existing storm drain will be abandoned, and the associated
easement will be quitclaimed to the City. A new easement within two City -owned parcels is
required to accommodate the storm drain improvements. The proposed easement provides the
Agency with the necessary permissions to construct, operate, maintain, and access the facilities,
while also ensuring that there are no impacts to City property.
Approval of the recommended action will allow the Agency to move forward with the
construction of the drainage improvements necessary to resolve the flooding issues associated
with the existing drainage system.

FISCAL IMPACT
There is no fiscal impact as a result of this action.
