How to Address the City Council
Pursuant to Government Code section 54954.3 members of the public are afforded the
opportunities to address the City Council. You may address the Council once per meeting during
Public Participation on any matter within the Council's jurisdiction that is not listed on the
agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this
portion of the meeting begins. To address the Council regarding an item on the agenda, please
fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item.
Each person addressing the Council is given three minutes to speak (with double the time
allotted to non-English speakers using a translator) indicated by a colored light system on the
Council dais. If you wish to provide information to the Council, please present the City Clerk
with 10 copies. Otherwise, your materials will simply be added to the official record. Please note
use of City Council Chamber technology equipment to present electronic material during
meetings is not allowed.
In compliance with the Americans with Disabilities Act, if you need special assistance to
participate in this meeting, please contact the City Clerk's Office, (661) 255-4391. Notification
48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure
accessibility to this meeting. (28CFR 35.102-35.104 ADA Title II)
Pursuant to Government Code 54957.5 any writings or documents distributed to a majority of the
members of the City Council regarding any open session item on this agenda will be made
available for public inspection in the City Clerk's Office located at 23920 Valencia Boulevard,

EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.

PUBLIC PARTICIPATION
This time has been set aside for the public to address the City Council on items NOT listed on
the agenda. The City Council will not act upon these items at this meeting other than to review
and/or provide direction to staff. All speakers must submit a speaker's card to the City Clerk
PRIOR to the beginning of this portion of the meeting. Thirty minutes are allotted for public
input at this time. The FIRST TEN people to submit a speaker card prior to the beginning of
Public Participation will be heard.

All matters listed under the Consent Calendar are considered routine and will be enacted by one
motion by the City Council. The items are not individually discussed by the City Council unless
a request is made by a member of the public or the Council, in which case, the item(s) will be
removed from the Consent Calendar and will be considered separately.

APPROVAL OF SPECIAL MEETING MINUTES — The minutes of the City Council
are submitted for approval.
RECOMMENDED ACTION:
City Council approve the minutes of the September 9, 2025 Special Meeting.
2. APPROVAL OF REGULAR MEETING MINUTES — The minutes of the City
Council are submitted for approval.
RECOMMENDED ACTION:
City Council approve the minutes of the September 9, 2025 Regular Meeting.
3. CHECK REGISTER NO. 19 - Check Register No. 19 for the Period 08/08/25 through
08/21/25 and 08/28/25. Electronic Funds Transfers for the Period of 08/11/25 through
08/22/25.
RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register
No. 19.
4. CITY COUNCIL AND BOARD OF LIBRARY TRUSTEES POLICIES - This item
considers proposed deletions and revisions of policies for City Council and Board of
Library Trustees.
RECOMMENDED ACTION:
City Council approve the recommended deletion of and revisions to City Council
policies.
Santa Clarita Board of Library Trustees approve the recommended revisions to Santa
Clarita Public Library policies.
5. TRANSIT HYDROGEN FUELING INFRASTRUCTURE CONTRACT FOR
SPECIAL INSPECTIONS AND MATERIALS TESTING SERVICES - This item
considers awarding a professional services contract for special inspections and testing
services in support of the Hydrogen Production and Fueling project (F1026) at the Transit
Maintenance Facility.
RECOMMENDED ACTION:
City Council:
1. Award a professional services contract in the amount of $358,816 to Twining, Inc., to
provide special inspections and material testing services, and authorize a 15 percent
contingency in the amount of $53,822, for a total contract not to exceed $412,638.
2. Authorize the City Manager or designee to execute all contracts and associated
documents, subject to City Attorney approval.

6. SANTA CLARITA VALLEY COMMITTEE ON AGING FISCAL YEAR 2025-26
AGREEMENT - City Council to consider the Fiscal Year 2025-26 agreement with the
Santa Clarita Valley Committee on Aging that will support home -delivered meals,
transit -related services, and recreation, health, and wellness programs for seniors.
RECOMMENDED ACTION:
City Council approve an agreement with the Santa Clarita Valley Committee on Aging in
the amount of $525,000 and authorize the City Manager or designee to execute all
documents, subject to City Attorney approval.
7. PARCEL MAP FOR PARCEL MAP NO. 83806 (TRIUMPH AVENUE) - Pursuant
to Section 66474.1 of the Subdivision Map Act, City Council consider approving Parcel
Map No. 83806 (Triumph Ave.). The map is for subdivision purposes and is located on
the east side of the City of Santa Clarita, in the Sand Canyon area.
RECOMMENDED ACTION:
City Council:
1. Approve Parcel Map for Parcel Map No. 83806.
2. Abandon the existing easement for slope purposes as shown on the location map.
Find Parcel Map for Parcel Map No. 83806 exempt from review under the California
Environmental Quality Act pursuant to Guideline 15061(b)(3) because the
subdivision does not include any proposed development or construction.
4. Make findings as follows: This project is consistent with the provisions of Sections
66474 and 66474.1 of the Subdivision Map Act and should be approved.
Instruct the Director of Administrative Services to endorse the Special Assessment
Statement on the face of Parcel Map for Parcel Map No. 83806, which indicates all
special assessments levied by the City of Santa Clarita are paid.
6. Instruct the City Clerk to endorse the City Clerk's Statement on the face of Parcel
Map for Parcel Map No. 83806, which embodies the approval of said map, and
abandonment of the easement shown thereon.
7. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of
Parcel Map for Parcel Map No. 83806, which provides for verification that the map is
technically correct.
8. Instruct the City Engineer to endorse the City Engineer's Statement on the face of
Parcel Map for Parcel Map No. 83806, which provides for verification of substantial
conformance with the Tentative Parcel Map and all provisions of local ordinances and
state laws applicable at the time of approval.

PUBLIC PARTICIPATION
This time has been set aside for any speakers that have turned in speaker cards and were not
heard in the first thirty minutes allotted to address the City Council on items that are NOT on the
agenda. Speaker cards may not be submitted relating to any items listed on the agenda.

PROCLAMATION
National Hispanic Heritage Month
September 15 — October 15, 2025
WHEREAS, National Hispanic Heritage Month celebrates the rich cultural traditions and
significant achievements of the Hispanic and Latino communities; and
WHEREAS, 68.1 million Americans are Latinos of Hispanic Heritage and represent 20 percent
of our nation's population; and
WHEREAS, 36.7 percent of the City of Santa Clarita's population is comprised of Latinos who
are continuously bringing a rich historical tradition to the City based upon the significant
contributions made by Latino forebearers; and
WHEREAS, today the premier leaders of the Latino community of the City are advancing in
every area of our American life; and
WHEREAS, many people of Hispanic Heritage serve as civil rights leaders and community
organizers, politicians, teachers, journalists, first responders, artists, healthcare professionals,
athletes, inventors, entertainers, and more; and
WHEREAS, the City directly reflects the ongoing contributions in language, law, business,
health, literature, food, and architecture made by Latinos; and
WHEREAS, the Latino residents continue to enhance the City's artistic life in the areas of art
music, dance, motion pictures, radio, and television; and
WHEREAS, the influence brought by a diversity of Latinos continues to prosper and make an
undying force in the City.
NOW THEREFORE, the City of Santa Clarita does hereby proclaim September 15 to October
15, 2025, as "Hispanic Heritage Month" in the City of Santa Clarita, California.

PROCLAMATION
National Suicide Prevention Awareness Month
September 2025
WHEREAS, suicide is a serious and growing public health crisis, now the second leading cause of
death for children, teens, and young adults across the nation; and
WHEREAS, September is recognized nationally as Suicide Prevention Month, a time to raise
awareness, foster hope, and strengthen our collective resolve to prevent the tragedy of suicide in all
communities, including among our most vulnerable — our youth; and
WHEREAS, talking openly about mental health and suicide can reduce stigma, increase access to
support, and encourage individuals who are struggling to seek help; and
WHEREAS, early intervention and prevention are key, especially for children and adolescents
who may be experiencing emotional distress, trauma, or mental health challenges; and
WHEREAS, the Child & Family Center, serving the Santa Clarita Valley, plays a critical role in
suicide prevention by providing compassionate, trauma -informed mental health services to
children, teens, and families, including those impacted by crisis, violence, and emotional hardship;
and
WHEREAS, the Child & Family Center's team of dedicated professionals offer early childhood
mental health programs, school -based support, individual and family therapy, suicide risk
assessments, and education, empowering youth and families to build resilience and find hope in
the face of despair; and
WHEREAS, this month reminds us that suicide can be preventable, that help is available, and that
no one should struggle alone; and
WHEREAS, we encourage every resident to take time to learn the warning signs, support one
another with compassion, and advocate for mental health awareness and services in our
community.
NOW, THEREFORE, the City of Santa Clarita does hereby proclaim September 2025, as
National Suicide Prevention Awareness Month, in the City of Santa Clarita, California.
