INVOCATION
Councilmember Gibbs delivered the invocation.
CALL TO ORDER
City Council Chambers
Mayor Miranda called to order the Joint Regular meeting of the City Council and Board of
Library Trustees at 6:06 p.m.
ROLL CALL
All Councilmembers were present.
FLAG SALUTE
Councilmember Gibbs led the flag salute.
EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.
Councilwoman McLean requested to pull agenda item 4 from consent and a correction to the
September 9, 2025, regular meeting minutes; and requests to speak were received for items 4 and
6.
AWARDS AND RECOGNITIONS
Councilmember Gibbs discussed the importance of raising awareness of the issues of suicide;
announced that the City proclaims the month of September as Suicide Prevention month; and
invited members from the Child and Family Center to the dais to accept the proclamation and
take a photo.
Mayor Pro Tern Weste recognized the achievements of 11 outstanding local students who were .--
named winners in the 2025 Young Artists and Authors Showcase, hosted by Santa Clarita Sister
Cities, and invited the students present to the dais to receive their recognition and take a photo.
Councilmember Ayala spoke of the cultures and legacies of Americans with Hispanic ancestry;
announced that the City proclaims the month of September 15 through October 15, 2025, as
Hispanic Heritage Month and welcomed members of the Chamber of Commerce Latino Business
Alliance and the Golden Valley Folklorico Dance Team to the dais to accept the proclamation
and take a photo.
PUBLIC PARTICIPATION
Addressing the City Council were Robert Patrick, representing Harley Davidson of Santa Clarita,
regarding the upcoming Love Ride benefiting Wounded Warriors; Natalie Yanez, representing
Southern California Edison, regarding upcoming Public Safety Power Shutoffs (PSPS) and
Wildfire Safety community meeting on September 29, 2025, at College of the Canyons; Tony
Maldonado regarding the Canyon Country Lithium Battery Storage facility, the City Attorney's
contract, and the City's code of ethics; Diane Zimmerman regarding New California State; -and
Josh Wente, representing Mission Opera, regarding the upcoming Mission Opera season.
STAFF COMMENTS
Councilwoman McLean addressed Mr. Patrick's comments and requested to add an
announcement on the City's website regarding the Love Ride.
COMMITTEE REPORTS/COUNCILMEMBER COMMENTS
Councilwoman McLean spoke of attending a Valley Industry Association (VIA) meeting on
September 19, regarding opportunities for businesses during the 2028 Olympics and suggested
vendors sign up to offer Santa Clarita services. Councilwoman McLean commented on attending
the Santa Clarita River Rally where many volunteers collected trash, and how the event benefits
the river and gives youth knowledge that they can make a difference. Councilwoman McLean
mentioned the passing of Jim Tanner; announced the grand re -opening of Old Orchard Park,
featuring many amenities; and thanked Councilmember Gibbs for his invocation.
Councilmember Ayala commented on attending several events in the City, including the Evening
of Remembrance, the Soroptimist of Greater Santa Clarita Valley event supporting non -profits,
the JCI Veterans Resource Fair at College of the Canyons, the Santa Clarita Valley Educational
Foundation Principal for a Day at Newhall Elementary School, the Chamber of Commerce
Hispanic Heritage Month event, the last SENSES event of the season, and the Bob Hernandez
Art Exhibition at The Main Theatre. Councilmember Ayala spoke of her attendance at the 30th
Annual River Rally and thanked volunteers and residents for their time; and invited all to the
upcoming City Cinemas featuring "Jaws" for the final movie of the 2025 outdoor movie night
series.
Mayor Pro Tern Weste commented on the River Rally event where many volunteers and youth
organizations came together to clean the riverbed. Councilmember Weste commented on visiting

the Castaic Animal Shelter to participate in pet adoptions; and requested to adjourn tonight's
meeting in memory of James "Jim" Tanner.
Mayor Miranda reminded all that the annual State of the City event will take place on October 16
at the Canyon Country Community Center.

ITEM 3
CHECK REGISTER NO. 19
Check Register No. 19 for the Period 08/08/25 through 08/21 /25 and 08/28/25. Electronic Funds
Transfers for the Period of 08/11/25 through 08/22/25.
RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register No. 19.
ITEM 4
CITY COUNCIL AND BOARD OF LIBRARY TRUSTEES POLICIES
This item considers proposed deletions and revisions of policies for City Council and Board of
Library Trustees.
RECOMMENDED ACTION:
City Council approve the recommended deletion of and revisions to City Council policies.
Santa Clarita Board of Library Trustees approve the recommended revisions to Santa Clarita
Public Library policies.
Addressing the Council was Tony Maldonado.
City Manager Ken Striplin requested to pull the Enforcement of Oversized Vehicle policy from
the item, and stated a sentence was inadvertently stricken from the Library Internet Use and
Safety policy in section III subsection F.

Councilwoman McLean requested to amend the Access to Library Materials section of the
Library Material Selection policy to strike the word "moral" from the policy.
Councilmember Gibbs inquired if the inclusion of a miniature horse as a service animal was a
state law in the Library Code of Conduct policy and City Attorney Joseph Montes affirmed.
Council concurred with the requested changes.
ITEM 5
TRANSIT HYDROGEN FUELING INFRASTRUCTURE CONTRACT FOR SPECIAL
INSPECTIONS AND MATERIALS TESTING SERVICES
This item considers awarding a professional services contract for special inspections and testing
services in support of the Hydrogen Production and Fueling project (F 1026) at the Transit
Maintenance Facility.
RECOMMENDED ACTION:
City Council:
1. Award a professional services contract in the amount of $358,816 to Twining, Inc., to
provide special inspections and material testing services, and authorize a 15 percent
contingency in the amount of $53,822, for a total contract not to exceed $412,638.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
ITEM 6
SANTA CLARITA VALLEY COMMITTEE ON AGING FISCAL YEAR 2025-26
AGREEMENT
City Council to consider the Fiscal Year 2025-26 agreement with the Santa Clarita Valley
Committee on Aging that will support home -delivered meals, transit -related services, and
recreation, health, and wellness programs for seniors.
RECOMMENDED ACTION:
City Council approve an agreement with the Santa Clarita Valley Committee on Aging in the
amount of $525,000 and authorize the City Manager or designee to execute all documents,
subject to City Attorney approval.
Addressing the Council were Tony Maldonado; and Kevin MacDonald, representing the Santa
Clarita Valley Senior Center.

ITEM 7
PARCEL MAP FOR PARCEL MAP NO. 83 806 (TRIUMPH AVENUE)
Pursuant to Section 66474.1 of the Subdivision Map Act, City Council consider approving Parcel
Map No. 83 806 (Triumph Ave.). The map is for subdivision purposes and is located on the east
side of the City of Santa Clarita, in the Sand Canyon area.
RECOMMENDED ACTION:
City Council:
1. Approve Parcel Map for Parcel Map No. 83806.
2. Abandon the existing easement for slope purposes as shown on the location map.
3. Find Parcel Map for Parcel Map No. 83806 exempt from review under the California
Environmental Quality Act pursuant to Guideline 15061(b)(3) because the subdl-vision does
not include any proposed development or construction.
4. Make findings as follows: This project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved.
5. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
on the face of Parcel Map for Parcel Map No. 83806, which indicates all special assessments
levied by the City of Santa Clarita are paid.
6. Instruct the City Clerk to endorse the City Clerk's Statement on the face of Parcel Map for
Parcel Map No. 83806, which embodies the approval of said map, and abandonment of the
easement shown thereon.
7. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of Parcel
Map for Parcel Map No. 83806, which provides for verification that the map is technically
correct.
8. Instruct the City Engineer to endorse the City Engineer's Statement on the face of Parcel
Map for Parcel Map No. 83806, which provides for verification of substantial conformance
with the Tentative Parcel Map and all provisions of local ordinances and state laws
applicable at the time of approval.
