Study Session
Tuesday, October 7, 2025
Call to Order: Mayor Miranda called the Study Session to order at 5:00 p.m.
Roll Call: All Councilmembers were present, with the exception of
Councilmember Gibbs, who arrived at 5:02 p.m.
ITEM 1 AFFORDABLE HOUSING STUDY SESSION — Community Preservation
Manager Tracy Sullivan provided an overview of affordable housing programs
and policies at the state and local level, including available funding sources the
City can use to support and expand housing opportunities.
The City Council discussed the City's affordable housing unit goals
established under the Regional Housing Needs Assessment (RHNA), and
reviewed the current inventory of affordable units, including those in the
pipeline awaiting construction. The City Council was also briefed on the Low -
Income Housing Tax Credit Program and the concept of inclusionary housing.
Staff informed the Council that an inclusionary housing study would be
prepared and returned for future consideration. The City Council further
discussed the high cost of affordable housing, the public subsidies required to
make projects feasible, the importance of ensuring dignity in design, and the
need for additional analysis of AB 130 (Vehicle Miles Travelled). Council
concurred to move forward with developing a grants program to incentivize
additional affordable housing units.
