RECOMMENDED ACTION
City Council:
Award a construction contract to Driltek Inc. for Needham Ranch open space oil wells
plugging and abandonment for the total contract amount not to exceed $1,795,690.
2. Increase revenue account in Micellaneous Grants 259-462101 (Fund 259) by $1,100,000 for
the grant allocation from the California Department of Conservation.
3. Appropriate one-time grant funds (Fund 259) in the amount of $1,100,000 to expenditure
account P2025259-516101 and appropriate one-time funds in the amount of $195,690 from
Facilities Fund (Fund 723) to expenditure account P2025723-516101.
4. Determine that the project is exempt from additional review under the California
Environmental Quality Act (CEQA), pursuant to CEQA Guidelines (14 Cal. Code of Regs. §
15000, et seq.) Section 15301 as a Class 1 Categorical Exemption and Section 15304 as a
Class 4 Categorical Exemption.
5. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
In February 2020, a portion of the Needham Ranch Open Space was dedicated to the City of
Santa Clarita (City) by the Needham Ranch Land Company, LLC. The dedication included a 36-
acre parcel of open space. As part of the ownership transfer, the City also assumed responsibility
for six idle oil wells located on the property.

Oil wells are regulated by the California Department of Conservation Geologic Energy
Management Division (CalGEM). Under Ca1GEM regulations, operators are required to pay Idle
Well Fees for wells that are not actively producing oil or natural gas, have not been properly
plugged and abandoned, and have remained idle for at least 24 consecutive months. These fees
are intended to encourage the timely management and closure of idle wells. Beginning January
2025, new legislation increased the Idle Well Fee from $1,500 to $22,500 per well, resulting in a
total annual fee of $135,000 for the six wells on this property. The City was granted a deferment
of fees until 2026. However if not plugged, the City would be subject to those fees annually,
beginning 2026.
In order to relieve the City of the annual Idle Well Fees, the six oil wells must be plugged and
abandoned in accordance with Ca1GEM regulations. Due to the specialized nature of this work,
the City issued a Request for Qualifications (RFQ) on May 6, 2025, resulting in two qualified
vendors.
Following the qualification process, the City conducted a Request for Proposals (RFP) to solicit
proposals from the pre -qualified firms to perform the plugging and abandonment of the six idle
oil wells located within the Needham Ranch Open Space. The RFP was published and circulated
via the City's e-procurement system, BidNet, on June 12, 2025. The City transmitted the
solicitation to the two pre -qualified vendors on BidNet, both of which downloaded the RFP and
submitted proposals for consideration.
These proposals were reviewed and evaluated based on each company's ability to meet the
specific needs of the City. An evaluation panel comprised of staff from the Neighborhood
Services and Public Works Departments and scored the responses using the following categories
of weighted criteria:
• Program Management and Schedule of Work (20 points)
• Staff Composition (20 points)
• Experience on Similar Projects (20 points)
• Cost (40 points)
The evaluation team scored the responses based on a 100-point system, with the results outlined
below:

In reviewing proposals, the evaluation team awarded the highest score to Excalibur Well
Services (91.2 points), followed closely by Driltek Inc. (85.6 points). Both firms demonstrated a
strong understanding of the project's technical requirements and provided detailed scopes of
work and approaches. While Excalibur achieved a slightly higher evaluation score, the close
margin between the two firms justified a further review of cost and risk allocation.

Due to the age and duration of time the wells have been idle, the exact condition of the wells is
unknown, creating the potential for unforeseen issues during abandonment activities. These
unknown conditions could require modifications to the plugging and abandonment plan and
increase the scope of work originally identified. Instead of including a contingency allowance for
additional unforeseen work, staff negotiated terms, allowable by California Public Contract
Code, that encompass all activities required to obtain a passing letter from Ca1GEM. This turn-
key project approach reduces the City's financial risk and ensures budget predictability by
eliminating the exposure to change order requests.
Through discussions with the vendors, Driltek Inc. (Driltek) provided more competitive pricing
and guaranteed that the work performed would meet state requirements and be accepted by
Ca1GEM without the need for additional change orders. After careful review, it was determined
that Driltek's proposal offered the best overall value to meet the City's oil well plugging and
abandonment needs. Driltek presented a comprehensive abandonment plan that fully addressed
project objectives and incorporated an analysis of existing site conditions. The proposal
demonstrated a clear understanding of potential challenges and provided competitive pricing,
providing the best overall balance of technical expertise and cost certainty.
Staff has completed a due -diligence review of Driltek's professional references and determined
its work history meets the City's standards and performance expectations. Based on the above,
staff recommends awarding the contract to Driltek.
This project was originally funded at $500,000 through the Fiscal Year 2024-25 budget process.
The City later received a grant award of $1,100,000 from the California Department of
Conservation to support the plugging and abandonment of the idle wells. To fully fund the
project, an additional appropriation of $195,690 from the Facilities Fund (Fund 723) is required.
The project is exempt from CEQA under CEQA Guidelines Section 15301, Class 1 Existing
Facilities, and Section 15304, Class 4 Minor Alterations to Land. A Class 1 exemption consists
of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of
existing public or private structures. A Class 4 exemption consists of minor public or private
alterations in the condition of land, water, and/or vegetation which do not involve removal of
healthy, mature, and scenic trees except for forestry or agricultural purposes. As such, a Notice
of Exemption was prepared for this project and is included as an attachment.
ALTERNATIVE ACTION

FISCAL IMPACT
The total costs associated with this item is $1,795,690. Upon City Council approval of the
recommended actions, sufficient funds will be available in Facilities Fund Expenditure Account
P2025723-516101 (Fund 723) in the amount of $695,690 and Miscellaneous Grants (Fund 259)
Expenditure Account P2025259-516101 (Fund 259) in the amount of $1,100,000.

DRILTEK
Introduction
Driltek Inc. ("Driltek") is a California -headquartered, international petroleum engineering and
decommissioning firm founded in 1989. Driltek has worked for hundreds of clients; from governmental
agencies (local, state, and federal); and oil and gas majors and independents; to real estate developers and
farmers. Over the past thirty-six years, Driltek has earned a reputation for exceptional performance by
designing and delivering complex oil and gas projects of superior quality, safely and at or below budget
(cost and time). No other firm possesses more in-house engineering and operational talent or relevant
experience executing oil and gas decommissioning work, especially in California, than Driltek.
Driltek has directly permitted, project -managed and engineered the plugging and abandonment of
thousands of wells in California, including well abandonment and surface restoration work within the City
of Santa Clarita on behalf of the California Department of Conservation ("DOC") Division of Geologic
Energy Management Division ("CaIGEM"). No other firm has performed more well abandonments for
public entities in California than Driltek.
We are pleased to respond to the City of Santa Clarita's Request for Proposal — PPOS-24-25-P2025A to
abandon six oil and gas wells in the city. Driltek's response generally follows the format included in the
City's Request for Proposal. The following sections describe the firm's general approach to managing and
executing the proposed work, the major work scope elements and their schedule, and the resources
required to manage and execute the proposed work scope. Project schedules are based on weeks from
receipt of a Notice to Proceed ("NTP") from the city.
Scope of Work Approach
The proposed scope of work falls into four major categories: Project Planning and Permitting,
Abandonment Execution, Lease Restoration, and Project Closure. All proposed work will be supervised and
managed by Driltek, Inc. All proposed work will be performed by Driltek, Inc., Driltek Operating, LLC, or
Tiger Wireline Services.
A Driltek project manager ("PM") will be assigned to provide coordination of resources to ensure the safe
and efficient execution of the overall scope of work. This individual is ultimately responsible for the
ultimate success of the project. The PM is the primary interface between Driltek and the City as well as
other stakeholders. The PM will meet weekly with the City to communicate project progress and
forecasted activities, and on an as needed basis to communicate unanticipated conditions and to support
the City's decision -making processes. Daily operations reports will be provided that describe what work
scope was completed and to estimate the cost of operations for the respective day (on a daily and
cumulative basis).
Each of the categories are discussed in more detail below. The total expected project duration is 16 weeks
subsequent to the receipt of the NTP.

Project Planning and Permitting
The work executed under this category consists of four major efforts: preparation of well abandonment
plans, identification and communication of project -specific hazards, securement of necessary permits and
approvals, and logistics planning.
Preparation of well abandonment plans consists of developing engineered plans to safely and completely
abandon a well according to applicable regulation, submitting these plans to CaIGEM with a Notice of
Intent ("NCI"), and securing an approved NCI (or permit) from CaIGEM to conduct operations. These
efforts are led by a Senior Project Engineer ("SPE") under the direction of the Project Manager.
Site specific hazards are identified and plans for mitigation developed and communicated in a Site -Specific
Safety Plan ("SSP") and an Emergency Response Plan ("ERP") is developed. These are prepared and
submitted by Driltek's Surface Compliance Manager.
Additionally, the Surface Compliance Manager secures all relevant City and County permits and approvals.
This may include the preparation of materials management plans, air permitting, hot work and demolition
permits. The Driltek team reviews the plans and addresses any identified potential issues surrounding the
project execution. Examples include equipment staging, material logistics, and location security.
The deliverables from these activities are an approved, permitted, and executable well abandonment
project. These plans are reviewed with the client prior to execution.
This stage of work, from NTP to receipt of approved NCIs is expected to require five calendar weeks.
Abandonment Operations
The goal of this work is to abandon the wells described in the Scope of Work to current CaIGEM standards
given future use of the disturbed acreage as open space. The Project Engineer ("PE") executes the
abandonment plans under the direction of the project manager. Equipment is staged and execution of the
approved abandonment plans begins. The PE provides technical direction and assistance to the equipment
crews, manages local logistics, and calls for the required witnessing of certain operations by CaIGEM.

Deviations from the work plan are elevated to the project manager for resolution. The PE provides Daily
Operations Reports ("DOR") to the client.
A single Driltek Operating LLC abandonment rig and crew, supported by a variety of heavy equipment will
perform the abandonments. Tiger Wireline will be utilized to support any required wireline or perforation
operations.
For the City of Santa Clarita, it is anticipated that the Needham 2-2 well will be abandoned first to mitigate
weather related access concerns and minimize matting rental costs. Operations will proceed to the
Needham 2 and 3 wells. The final wells will be the York 1 and 2 and Needham 1 wells.
It is anticipated that abandonment operations will take approximately nine calendar weeks to complete.
Lease Restoration
The goal of this work is to restore the lease per CaIGEM regulation. A Lease Restoration Plan will be
prepared as part of the planning phase of the project. In general, this work scope typically includes removal
of the well cellars, cutting of the wellheads 5 -10' below grade, welding a steel cap plate (with API number
identification) on each well, and professionally surveying then backfilling the well locations. All oilfield
related appurtenances and debris will be removed and the location restored to near a natural state as
practical. The project does not contemplate road removal, recontouring, matt rentals or revegetation. The
work will be performed by Driltek/Driltek Operating crews under the supervision of the Surface
Compliance Manager who will call for CaIGEM required witnessing of certain operations.
The work will be performed in stages, following the progress of the abandonment work. It is anticipated
that the work will take approximately eight calendar weeks to complete.
Project Closure
The goal of this work is to secure final recognition that the proposed scope of work is complete and that
the York and Needham Ranch leases are restored per applicable CaIGEM regulation. Well Histories and
inspection reports will be uploaded into CaIGEM's WellStar database. A letter from CaIGEM indicating the
work has been completed will be obtained and provided to the city.
The work will be performed as work packages are completed and is expected to take six calendar weeks.
Selection and Qualification of Subcontractors
Driltek Inc. has extensive experience successfully executing projects of similar scope with Driltek Operating
LLC ("DTOP") and Tiger Wireline. DTOP and Tiger Wireline are currently providing supporting services to
Driltek Inc. on similar project scopes within the state of California, including active operations in Los
Angeles County. Both firms are technically sound and actively complying with Davis -Bacon and California
state prevailing wage regulations. As described above, DTOP will provide all heavy -equipment and labor,
and Tiger Wireline will provide all wireline perforating activities.

completed the $50 million Rincon Island Phase I Decommissioning Project for the California State Lands Commission
("CSLC") ahead of schedule, under budget and without incident.

Per your September 25, 2025 email request, Driltek Inc. revised its July 11, 2025 proposal for the Scope of Work
detailed in PPOS-24-25-132025A to a "fixed bid" structure that also includes incremental funding to establish access
to the subject wells and complete a standard site restoration for only portions of the subject leases located on the
City's property. The total for the revised proposal is $1,795,690, which is underwritten by the prevailing wage
rates effective when the RFP above was published. A revised Cost File — Bid Schedule is attached.

The AGENCY also reserves the right to add/delete the quantities to the existing bid items, or delete the
entire bid item if they are found not required by the Agency during the course of the construction, or add
new bid items or scope of work by Contract Change Order at any time during the project up to the last
contract working day.
BIDDER must hold pricing for one hundred twenty (120) days following the bid due date. In the event a
final contract has not been awarded within this period, the City reserves the right to negotiate extensions
to this period. The BIDDER agrees to hold all unit prices in this Bid Schedule and Schedule of Values
constant throughout the duration of the project up to the last contract working day.
