Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Santa Clarita Valley Sanitation District (District) provides wastewater treatment services within the District's service area. To provide wastewater treatment service to properties located outside the District's service area, the boundary must be expanded through the annexation process. As part of this process, a tax -sharing resolution to provide the required funding to the District is adopted by the public agency responsible for providing services to the subject property. Local agencies receiving an apportionment of the property tax from the annexing area, including cities and utility districts, must determine the percentage of tax revenues to be exchanged between the affected agencies. Listed below are the annual tax increment percentages attributable to the land area involved in the corresponding annexation and to be transferred to the District: 0.9987298 percent for Annexation No. 1134 0.9515166 percent for Annexation No. 1137 Page 1 Packet Pg. 277 O 0.9406959 percent for Annexation No. 1143 For this total, the City of Santa Clarita is contributing the following percentage of its revenues from the annual tax increment for each annexation area: For the City of Santa Clarita: Annexation No. 1134: 0.0990816 percent Annexation No. 1137: 0.0990816 percent Annexation No. 1143: 0.0972898 percent There is a separate tax -sharing resolution for the Santa Clarita Library for each annexation. The following is the percentage of revenues from the annual tax increment for each annexation area: For the Santa Clarita Library: Annexation No. 1134: 0.0382082 percent Annexation No. 1137: 0.0379151 percent Annexation No. 1143: 0.0391338 percent There is a separate tax -sharing resolution for the Santa Clarita Street Lighting Maintenance District No. 2 for one annexation. The following is the percentage of revenues from the annual tax increment for annexation area number 1134: For the Santa Clarita Street Light Maintenance District No 2: Annexation No. 1134: 0.0367708 percent The annexations consist of the following (see attached resolutions with corresponding maps): Annexation No. 1134 — Two existing warehouses and one existing commercial building identified by Assessor's Parcel Number (APN) 2836-004-006, located at 23119 Drayton Street. Annexation No. 1137 — Two existing single-family homes identified by APN's 2841-008- 017 and 2841-009-021, located at 15900 and 15800 Live Oak Spring Canyon Road. Annexation No. 1143 — One existing single-family home identified by APN 2840-007-026, located at 16123 Lost Canyon Road. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Tax -sharing resolutions direct a small portion of property tax revenue to the service -providing agency. The associated revenue does not impact the City's budget. "ANNEXATION NO. 1134" WHEREAS, pursuant to Section 99 and 99.01 of the Revenue and Taxation Code, prior to the effective date of any jurisdictional change which will result in a special district providing a new service, the governing bodies of all local agencies that receive an apportionment of the property tax from the area must determine the amount of property tax revenues from the annual tax increment to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; and WHEREAS, the governing bodies ofthe agencies signatory hereto have made determinations of the amount of property tax revenues fi•om the annual tax increments to be exchanged as a result of the annexation to Santa Clarita Valley Sanitation District entitled Annexation No. 1134 NOW, THEREFORE, 13E IT RESOLVED AS FOLLOWS: I . The negotiated exchange of property tax revenues resulting from the annexation of territory to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 113.1 is approved and accepted. 2. For each fiscal year commencing on and after .fuly I, 2025. or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley Sanitation District a total of 0.9987298 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 1134 cis shown on the attached Worksheet. 3. No additional transfer of property tax revenues shall be made from any other tax agencies to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1134. No transfer of property tax increments from properties within a community redevelopment project, which are legally committed to a Community Redevelopment Agency, shall be made during the period that such tax increment is legally committed I -or repayment of the redevelopment project costs. 5. If at any time after the effective date of this resolution, the calculations used herein to determine initial property tax transfers or the data used to perform those calculations are ('Mind to be incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated and the corrected transfer shall be implemented for the next fiscal year. The negotiated exchange of property tax revenues resulting from the annexation of territory to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1137 is approved and accepted. 2. For each Fiscal year commencing on and after July 1, 2024. or after the effective date of this jurisdictional change. whichever is later, the County Auditor shall transfer to Santa Clarita Valley Sanitation District a total of 0.9515 l66 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 1137 us shown on the attached Worksheet. 3. No additional transfer of property tax revenues shall be made fi•om any other tax agencies to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1137. No transfer of property tax increments from properties within a community redevelopment project, which are legally committed to a Community Redevelopment Agency, shall be made during the period that such tax increment is legally committed for repayment of the redevelopment project costs. 5. If' at any time after the effective date of this resolution, the calculations used herein to determine initial property tax transfers or the data used to perform those calculations are found to be incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated and the corrected transfer shall be implemented for the next fiscal year. "ANNEXATION NO. 1143" WHEREAS, pul•suant to Section 99 and 99.01 of" the Revenue and "Taxation Code, prior to the effective date of any jurisdictional Cllallge which WIII I-CSLllt in a Special district providing a new service, the governing bodies of all local agencies that receive an apportionment of the property tax from the area must determine the amount of property tax revenues Isom the annual tax increment to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; and WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of' the amount of property tax revenues fi-om the annual tax increments to be exchanged as a result of' the annexation to Santa Clarita Valley Sanitation District entitled Annexation No. 1143; NOW, THEREF0RE, 13E IT RESOLVED AS FOLLOWS: l . "The negotiated exchange of property tax revenues resulting fi•onl the annexation ol' territorN to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1143 is approved and accepted. 2. For each fiscal year commencing on and after .luly 1, 2025, or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley Sanitation District a total of 0.9406959 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 1143 as shown on the attached Workshect. 3. No additional transfer of property tax revenues shall be made fi•om any other tax agencies to Santa Clarita Valley Sanitation District as a result of'annexation entitled Annexation No. 1143. No transfer of property tax increments from properties within a community redevelopment project, which are legally committed to a Community Redevelopment Agency, shall be made during the period that such tax increment is legally committed for repayment of the redevelopment project costs. 5. If at any time after the effective date of this resolution, the calculations Used herein to determine initial property tax transfers or the data Used to perform those calcUlations are found to he incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated and the corrected transfer shall be implemented for the next fiscal year.
