SUBJECT: SANTA CLARITA VALLEY WATER AGENCY EASEMENT ON
CITY PROPERTY

RECOMMENDED ACTION
City Council:
1. Approve an extension of the existing temporary construction easement with the Santa Clarita
Valley Water Agency on City -owned Assessor's Parcel Numbers 2811-063-904, 2811-063-
905, 2811-063-906, and 2811-063-907 (Rye Canyon Industrial area).
2. Authorize the City Manager or designee, to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Santa Clarita Valley Water Agency (SCVWA) requested an extension of a temporary
construction easement that was approved by the City Council on June 28, 2022. The temporary
construction easement is set to expire on December 31, 2025, and the SCVWA is requesting an
extension until December 31, 2032. The easement allows for the construction of a pipeline across
a portion of Assessor Parcel Numbers (APNs) 2811-063-904, 2811-063-905, 2811-063-906, and
2811-063-907, located parallel to San Francisquito Creek (Creek) in the Rye Canyon industrial
area. The parcels were dedicated to the City by Newhall Land and Farming Company in 2001.
The temporary construction easement supports the SCVWA Castaic Conduit Bypass Pipeline
Project (Project), which will create a more secure and flexible water supply throughout the Santa
Clarita Valley.
Construction of this Project has not begun, as SCVWA has experienced significant delays due to
permitting issues and executing necessary easements with property owners within the Project's
proximity. Construction will have a minimal impact on the trails on both sides of the Creek. It is
the responsibility of SCVWA to manage all construction and associated impacts related to

barricades, detours, signs, public safety, and restoration of the trails upon completion of the
project to the satisfaction of the City Engineer.
