JOINT REPAIR - PROJECT M1044 CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council:
1. Authorize an increased expenditure authority for construction activity with Angelus
Waterproofing and Restoration, Inc., in the amount of $93,000 for a revised total contract
amount not to exceed $477,777.
2. Appropriate $93,000 from General Fund Capital Projects Fund (Fund 601) to expenditure
account M1044601-516101. Increase transfers out from General Fund (fund 100) account
1009500-710601 and increase transfers in to General Fund Capital Projects Fund (Fund 601)
account 601-600100 in the amount of $93,000.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita (City) City Hall was constructed in 1986 and acquired by the City in
1991. The building is approximately 74,000 square feet and serves as the central facility for
several City departments. In 2011, the City Council approved the acquisition of the public
libraries from Los Angeles County, which included the Valencia Library. The Valencia Library
is roughly 24,000 square feet and provides public, office, and meeting space serving the Valencia
and Saugus communities. In June 2025, the City Council awarded a contract to Angelus
Waterproofing and Restoration, Inc., following a formal competitive bidding process, to
complete the City Hall & Valencia Library Window Seal & Wall Joint Repair Project, which
focuses on replacing deteriorating seals and addressing long-standing moisture issues at both

facilities.
As work has progressed, additional repair needs specific to the City Hall portion of the project
have been identified that were not included in the original scope. Once the project started, the
first application of the new sealant system, the required pull tests failed to meet the
manufacturer's specifications. To ensure the project qualifies for the full 20-year warranty and
provides long-term protection against water intrusion, the failed test requires additional
preparation work, sealant removal, and re -application measures across multiple locations.
These issues could not have been identified when City staff initially created the project scope
because the testing only happens once the old material is taken off and the new sealant material
is applied, then tested. The revised application detail from the manufacturer to rectify the issues
requires two applications rather than the originally identified single application. This requires the
contractor to mobilize elevated staging twice in each area to allow time for the first application to
cure before the second application is installed. This correlates to extended labor hours to
effectively install the sealant, as well as additional rental costs for the equipment being used. To
confirm the need for the additional work and validate the contractor's findings, City staff brought
in a third -party specialist to review the results and verify that the corrective measures are
necessary to achieve proper adhesion and long-term performance.
The additional work totals approximately $93,000 and is required to correctly complete the City
Hall repairs and prevent future leaks, particularly during storm events. The requested budget
appropriation, combined with the existing project budget, will fully fund the revised scope of
work.

FISCAL IMPACT
Upon approval of the recommended action, adequate funds in the amount of $496,436 are
available in the City Hall & Valencia Library Window Seal & Wall Joint Repair, Project M1044,
expenditure accounts M1044309-516101 (Public Library Fund) and M1044601-516101 (General
Fund - Capital) to support the recommended contract and associated project costs.

c. Performance and Payment Bonds are not included in the Total Price.
d. Permits and Inspections are not included.
e. All work to be performed as per manufacturers' specifications and recommendations.
f. Waiver of Subrogation Endorsement is not included in Total Price, if required; please contact us
before execution of authorization.
g. 5 days advance notice prior to commencing work.

It was found that the original sealant that was installed had not filled the joint for proper adhesion only adhering to the
building substrate and -1/8" of the window frame (the joint was observed to create an L shape). Tremco recommends
installing 2 joints/beads, one to fill the void behind the metal and a second to properly seal the window perimeter.
