SUBJECT: RESOLUTION ESTABLISHING A MULTIWAY STOP CONTROL
FOR THE INTERSECTION OF ARCADIA STREET AND 8TH
STREET
DEPARTMENT: Public Works

RECOMMENDED ACTION
City Council:
1. Adopt a resolution to establish a multi -way stop control for the intersection of Arcadia Street
at 8th Street.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita (City) received a request from residents to investigate the safety of
pedestrians at the intersection of Arcadia Street at 8th Street. Arcadia Street is a residential street
located in the Newhall area. Arcadia Street at 8th Street is a three-legged intersection which
currently has a stop control on the terminating leg of Arcadia Street, as shown in the attached
location map. This intersection does not include standard curb, gutter, or sidewalk infrastructure
due to the rural nature of the neighborhood.
Staff conducted field observations and observed that vehicles make sharp right turns at higher
speeds from 8th Street onto Arcadia Street, resulting in limited visibility of pedestrians within the
intersection. Staff completed a thorough review in accordance with the standards set forth in the
California Manual on Uniform Traffic Control Devices and concluded that installing stop signs
in all directions at the intersection will improve safety by ensuring that motorists stop and have
better visibility of pedestrians.
Staff notified resident representatives on Arcadia Street of the proposal to install multi -way stop
control at the intersection of Arcadia Street and 8th Street. The representatives were supportive

ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The resources required to implement the recommended action are contained within the City of
Santa Clarita's adopted Fiscal Year 2025-26 budget; funds are available in expenditure account
2304504-514108 (Street Maintenance/Traffic Signs).

RESOLUTION NO. 25-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AUTHORIZING THE INSTALLATION OF A MULTIWAY STOP
CONTROL AT ARCADIA STREET AND 8TH STREET
WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to
design any intersection under their exclusive jurisdiction as a stop control intersection; and
WHEREAS, traffic operations at the intersection of Arcadia St at 8th Street will benefit
from the installation of multiway stop control; and
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1: That the intersection of Arcadia St and 8th Street to be designated as a
multiway stop control intersection. Traffic on Arcadia St and 8th Street shall be required to stop
before entering the intersection.
SECTION 2. That the stop designations, as provided herein, shall apply when appropriate
signs and pavements markings, giving adequate notice hereof, have been placed as described in
Section 1.
SECTION 3. That staff shall install all the necessary signs and pavement markings to
affect this resolution as described in Section 1.
SECTION 4. The City Clerk shall certify to the adoption of this resolution.
