You may address the Council once per meeting during Public Participation on any matter within the Council's jurisdiction that is not listed on the agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this portion of the meeting begins. To address the Council regarding an item on the agenda, please fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item. Each person addressing the Council is given three minutes to speak (with double the time allotted to non-English speakers using a translator) indicated by a colored light system on the Council dais. If you wish to provide information to the Council, please present the City Clerk with 10 copies. Otherwise, your materials will simply be added to the official record. Please note use of City Council Chamber technology equipment to present electronic material during meetings is not allowed. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in this meeting, please contact the City Clerk's Office, (661) 255-4391. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28CFR 35.102-35.104 ADA Title II) Pursuant to Government Code 54957.5 any writings or documents distributed to a majority of the members of the City Council regarding any open session item on this agenda will be made available for public inspection in the City Clerk's Office located at 23920 Valencia Boulevard, Suite 120, during normal business hours. INVOCATION Miranda CALL TO ORDER ROLL CALL FLAG SALUTE EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. Council will also discuss each individual item during the course of the meeting with the exception of the Consent Calendar, which may be approved in its entirety by one motion, unless there is a request to pull an item for discussion. No action will be taken on public agenda items during the Executive Meeting. AWARDS AND RECOGNITIONS Black History Month Proclamation PUBLIC PARTICIPATION This time has been set aside for the public to address the City Council on items NOT listed on the agenda. The City Council will not act upon these items at this meeting other than to review and/or provide direction to staff. All speakers must submit a speaker's card to the City Clerk PRIOR to the beginning of this portion of the meeting. The FIRST TEN people to submit a speaker card prior to the beginning of Public Participation will be heard. STAFF COMMENTS COMMITTEE REPORTS/COUNCILMEMBER COMMENTS PUBLIC HEARINGS LMD ZONE 33 (SAND CANYON PLAZA) ZONE FORMATION - Annexation of parcels located in Tract 53074 into the City of Santa Clarita Landscape Maintenance District No. 1, Zone 33 (Sand Canyon Plaza) to fund costs associated with the on -going landscape maintenance responsibilities. RECOMMENDED ACTION: City Council: 1. Conduct a public hearing and open and review ballots. 2. Adopt a resolution approving the Engineer's Report for annexing parcels in Tract 53074 into the City of Santa Clarita's Landscape Maintenance District No. 1, Zone 33 Page 2 (Sand Canyon Plaza), if no majority protest exists, and order levies beginning Fiscal Year 2026-27. If a majority protest exists, no action will be required. 2. RESULTS OF THE 2026-27 COMMUNITY NEEDS ASSESSMENT SURVEY FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM - A needs assessment process is conducted annually as part of the Community Development Block Grant program. RECOMMENDED ACTION: City Council conduct a public hearing and receive information regarding the results of the annual Community Needs Assessment Survey conducted as part of the Community Development Block Grant Program for the 2026-27 Program Year. NEW BUSINESS 3. CITY OF SANTA CLARITA FIVE-YEAR STRATEGIC PLAN - SANTA CLARITA PATHWAY FORWARD - Receive, discuss, and approve the City of Santa Clarita's proposed, new five-year strategic plan, Santa Clarita Pathway Forward. RECOMMENDED ACTION: City Council receive, discuss, and approve the City of Santa Clarita's proposed, new five- year strategic plan, Santa Clarita Pathway Forward. CONSENT CALENDAR All matters listed under the Consent Calendar are considered routine and will be enacted by one motion by the City Council. The items are not individually discussed by the City Council unless a request is made by a member of the public or the Council, in which case, the item(s) will be removed from the Consent Calendar and will be considered separately. 4. APPROVAL OF REGULAR MEETING MINUTES — The minutes of the City Council are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the January 27, 2026 Regular Meeting. 5. CHECK REGISTER NO. 03 - Check Register No. 03 for Period 12/26/25 through 01/08/26 and 01/15/26. Electronic Funds Transfers for the Period 12/29/25 through 01 /09/26. RECOMMENDED ACTION: City Council approve and ratify for payment the demands presented in Check Register No. 03. Page 3 6. AQUATICS SCOREBOARD REPLACEMENT CONSTRUCTION PROJECT - This item considers awarding a construction contract for the Aquatics Scoreboard Replacement project. The project will replace the existing aquatics scoreboard with a modern system to improve visibility, reliability, and functionality during aquatic programs and competitive events. RECOMMENDED ACTION: City Council: 1. Award a contract to Hart Design Build, Inc., for replacement of aquatics scoreboards in the amount of $470,030 and authorize a contingency in the amount of $47,003, for a total contract amount not to exceed $517,033. 2. Increase General Fund Capital Projects Fund revenues in the amount of $258,517 to Revenue Account 601-462101and appropriate one-time funds in the amount of $217,033 to Expenditure Account M3042601-516101. 3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. PUBLIC PARTICIPATION This time has been set aside for any speakers that have turned in speaker cards and were not heard in the first public participation section allotted to address the City Council on items that are NOT on the agenda. Speaker cards may not be submitted relating to any items listed on the agenda. Mary Cusick City Clerk Santa Clarita, California Page 4 PROCLAMATION Black History Month February 2026 WHEREAS, Black History Month allows for a special opportunity to celebrate the history of African Americans, and to honor the many African Americans who have contributed to the progress of our nation; and WHEREAS, such recognition and knowledge can strengthen the insight of our community regarding the numerous accomplishments and contributions made by African Americans; and WHEREAS, many African Americans have made important contributions to our society, including Martin Luther King, Jr., one of the nation's greatest civil rights activists; Rosa Parks, whose famous decision to remain in her bus seat symbolized the spirit and defining moment of the Civil Rights Movement; Claudette Colvin, a 15-year-old who was arrested for refusing to give up her seat to a white passenger on a segregated bus in Montgomery, Alabama, which inspired an entire wave of the Civil Rights Movement; Jackie Robinson and Earl Lloyd, the first African Americans to integrate Major League Baseball and the National Basketball Association, respectively; and Thurgood Marshall, the first African American United States Supreme Court Justice; and WHEREAS, it is important to recognize the courage and strength demonstrated by each of these leaders, along with many other African Americans by celebrating their success and national achievement. NOW, THEREFORE, the City of Santa Clarita does hereby proclaim February 2026, as Black History Month. Signed this 10th day of February, 2026.
