SURVEY FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM

RECOMMENDED ACTION
City Council conduct a public hearing and receive information regarding the results of the annual
Community Needs Assessment Survey conducted as part of the Community Development Block
Grant Program for the 2026-27 Program Year.
BACKGROUND
Each year, the City of Santa Clarita (City) receives approximately $1.4 million in Community
Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban
Development (HUD) to assist low- and moderate -income residents in the areas of housing and
expanded economic opportunities.
To receive and administer CDBG funds, the City is required to prepare and implement a
Consolidated Plan (Con Plan). The City's current Con Plan, approved by City Council on May
14, 2024, establishes priorities for the use of CDBG funds over a five-year period, covering
Fiscal Years (FY) 2024-25 through 2028-29. In addition, the City must adopt an Annual Action
Plan each year, which outlines how that year's CDBG allocation will be used to advance the
priorities identified in the Con Plan. This process is informed by an annual needs assessment that
evaluates current community conditions and emerging priorities.
For FY 2026-27, City staff conducted the needs assessment through a Community Needs
Assessment Survey (Survey), along with in -person outreach at community events. The feedback
and data collected through these efforts will be used to guide the development of the FY 2026-27
Annual Action Plan.

SURVEY SUMMARY
The Survey was open from September 22, 2025, through November 17, 2025, and was available
in both English and Spanish. Respondents were asked to rate three categories in order of
importance, based on the priorities identified in the City's current Con Plan: 1) Affordable
Housing, 2) Public Services, and 3) Public Facilities and Infrastructure.
OUTREACH PROCESS
To maximize community participation and ensure broad access to the Survey, staff implemented
a comprehensive outreach strategy that included multiple communication channels and in -person
engagement opportunities. Outreach efforts included:
• A social media campaign broadcasted on the City's Instagram;
• Display of flyers at City facilities;
• Distribution of the Survey to all current City CDBG service providers, members of the
Santa Clarita Community Task Force on Homelessness, and other agency stakeholders;
• In -person outreach at City events, the Newhall Community Center's Cafecito con Pan
meetings, and the SCV Education Foundation's Annual Touch -a -Truck Event;
• Flyer distribution to the William S. Hart District's Padres Unidos meetings and the
Sulphur Springs School District's Wellness Collaborative;
• Collaboration with Recreation and Community Services staff who marketed the survey at
recreation events, and via email blasts to over 1,200 participants; and,
• Promotion of the Survey through an SCVTV Community Corner segment.
In -person outreach efforts at City events included the Newhall Community Center's Halloween
Fiesta and the Canyon Country Community Center's Dia de Muertos Celebration. In addition,
City staff conducted outreach at California Bakery, located at the corner of Soledad Canyon
Road and Sierra Highway, to distribute Survey and materials and engage directly with
community members regarding the impact of CDBG-funded programs.
SURVEY RESULTS
A total of 314 individuals completed the Survey. Demographic data indicated that 30 percent of
respondents reside in Valencia, 24 percent in Canyon Country, 27 percent in Saugus, 12 percent
in Newhall, and 6 percent outside of City limits.
Age distribution showed that 60 percent of respondents were between the ages of 40 and 64, 34
percent were between ages 18 and 39, and 5 percent were 65 or older. In terms of housing status,
66 percent identified as homeowners, 22 percent as renters, and 10 percent reported staying with
family or friends.
Respondents were asked to identify the three highest -priority needs within each of the City's Con
Plan priorities. Survey results indicated the following to be the five highest ranked priorities per
category:
• Affordable Housing: Affordable housing for seniors, affordable family rental housing,

affordable housing for the disabled, energy efficiency improvements, and
homeownership assistance;
Public Services: Neglected and abused children services, youth activities, anti -crime
programs, health services, and mental health services;
Public Facilities and Infrastructure: Parks and recreation facilities; youth, teen, and
childcare centers; community centers, libraries, and neighborhood improvements
Written comments were submitted by 62 respondents. The most frequently requested services
and program areas included youth and sports programs, homeless services, homeownership
assistance programs, and improvements in the Newhall area, including Newhall Park.
NEXT STEPS
No formal action is being requested of the City Council at this time. The 2026-27 Action Plan
and recommended CDBG Funding Allocations will be presented to the City Council for
consideration at a public hearing to be scheduled in April 2026.
ALTERNATIVE ACTION
Other actions as determined by the City Council.

NOTICE OF PUBLIC HEARING
City of Santa Clarita
As required by the U.S. Department of Housing and Urban Development (HUD), the City of
Santa Clarita (City) conducts an annual Community Needs Assessment Survey as part of the
development of the City's Annual Action Plan (AAP) and five-year Consolidated Plan (Con
Plan). The Con Plan outlines the City's five-year goals and priorities for the use of Community
Development Block Grant funds, and the AAP identifies how the City will allocate these funds
each year to meet the needs of low and moderate -income residents.
Notice is hereby given that the City will hold a Public Hearing on Tuesday, February 10, 2026, at
or after 6:00 p.m. in the Santa Clarita City Hall Council Chambers located at 23920 Valencia
Blvd, Santa Clarita, CA 91355. City staff will present a summary of the 2026-2027 Community
Needs Assessment Survey results to the Santa Clarita City Council. The City encourages citizens
to participate and provide comments on this item by attending the Public Hearing.
Copies of the City Council meeting agendas will be available 72 hours prior to the meeting date
at the City Clerk's Office at City Hall located at 23920 Valencia Blvd., Suite 120, Santa Clarita,

available seating and program resources for anyone not in these groups. There is a big need in

2 Focus on the foundation and then the extra services. The foundations of Santa Clarita are

crumbling. Too many people, too much traffic, school districts are falling apart. The
infrastructure is falling apart. Stop building houses. Parents not parenting their children. It's a
mess. Where is actual leadership? Not people with titles eager to ingratiate themselves, but
actual leadership. People looking out for the good of Santa Clarita. I've been here 44 years and
it's never been so bad.
3 It seems we are too soft on homelessness. Nearby Carlsbad and Oceanside have very little

7 Affordable Housing is important but we should do more to support couples to invest instead of

more low income rentals that are based on an individual being below a threshold where the
more dependents the more they qualify (this promotes poverty). We need more programs that
give incentives to build wealth and have pride in ownership and unity with a domestic partner
who shares in the responsibility. The more people partner less supply is needed than housing
people individually. Please keep out transitional housing and homeless shelters, the more you
cater to this population in SCV the more homeless people will migrate here. It's all too common
in downtown LA and has run down neighborhoods. I am speaking from experience having the
misfortune of ending up in that situation myself (I don't want that lifestyle to spread to my
beautiful hometown of Santa Clarita)

and put an end to the pandemic after on October 8, 2020 1 demanded nurses at Henry mayo to
draw extra vials of my blood and to rush those vials to the pharma companies so they could
develop the covid 19 vaccine all ready ( at that point in time they were only at the drug
remdemivir in their quest to create the vaccine , they had yet to do such)...I believe that I
Chad mataisz who is a life long resident of Santa clarita deserves proper public recognition and
also compensation from the pharmaceutical companies involved. Thank you.

95% of all the 40 parks in this town are sports based. My child likes her sports but not every
park needs to have a ball field and basketball hoops. And pretty much all the community
centers are sports based too!! You keep allowing more homes to be built but not all families
are going to want to play sports, and you can only go to swing and go down a slide so many
times. I have to go to the valley or the South Bay to keep my daughter and myself entertained.

or a new program to use, no one has figured out the simplicity of just spacing out each

happens every time.

Constantly seeing drivers running red lights, speeding, and with little regard for pedestrians. It
is truly like we're living in Mad Max: Fury Road. I do not necessarily support a larger police
presence really anywhere, but a brainstorm session needs to be had about what can be done
to remedy this issue a bit. Other than that, we need to put an emphasis on compensation for
the jewels of our city: the public libraries. Public libraries offer countless resources to the
community and there needs to be an emphasis on promoting its services and singing its
praises. Also it's time to have a revote on compensating city workers in general for being
bilingual. In this day and age, and especially being in Southern California, you SHOULD know
how to speak Spanish. Our bilingual workers are able to help a larger amount of patrons and
community members and this is a SKILL that should not be ignored. LA County offers this
level of compensation to its library workers and seems like this city has little regard for the
diversity, assistance, and communication this skillset can bring.
