Approve the cooperative purchase of network hardware and firewalls with related professional services, support, and maintenance, from Lanair Group, LLC, utilizing OMNIA Partners contract 901-154, for a total contract amount not to exceed $185,252. 2. Appropriate one-time funding from the Technology Replacement Fund (Fund 720) in the amounts of $169,781 to Information Resources/Computer Replacement expenditure account 7202203-520102 and $15,471 to expenditure account 7202203-516102. 3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) maintains several data centers to interconnect City facilities and staff and provide essential services to its residents. Among the most important is the data center located at City Hall, which serves as the epicenter for the City's applications, staff connections, remote connections, and security safeguards. To maintain the integrity of the City's network, routine replacement of key networking infrastructure is necessary and commonplace. This item will replace the primary network firewalls that secure the City's network, maintain redundancy/high availability of Internet access, and interconnect facilities, while enhancing performance and security to critical systems at City Hall. Additionally, this new equipment will allow the City to take advantage of a future high- speed Internet connection of 10 gigabits per second or greater. Page 1 Packet Pg. 40 O After conducting extensive research to find the most competitive pricing and the highest quality equipment/services, staff recommends using the City's cooperative purchasing option for this procurement. The use of cooperative purchasing allows the City to place orders against a competitively awarded public agency contract. The City is using the cooperative purchasing contract between OMNIA Partners and Fortinet, Inc., which allows the City to take advantage of an existing process. This contract, which was awarded on December 1, 2022, was solicited through a competitive bid process and is valid through November 30, 2026. Lanair Group, LLC (Lanair), is an authorized reseller of Fortinet, Inc., products and services under this cooperative contract and is therefore able to provide the equipment, professional services, support, and maintenance to the City in accordance with the contract's pricing and terms. Staff finds that the OMNIA Partners contract with Fortinet, Inc., provides the most competitive pricing and the highest quality solution. The total cost of $185,252 covers the replacement of two critical network firewalls, professional services, and five years of support and maintenance. Lanair's significant network security expertise and experience with the City's network have led staff to conclude that Lanair is the best partner to implement the new networking hardware. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, funds from the Technology Replacement Fund (Fund 720) will be appropriated to Information Resources/Computer Replacement expenditure accounts 7202203-520102 and 7202203-516102 in the amounts of $169,781 and $15,471, respectively.
