DEPARTMENT: Neighborhood Services PRESENTER: Mariela Delgado RECOMMENDED ACTION City Council: 1. Approve a two-year License Agreement with Aspire Broadband Holdings Inc. for a construction staging area on City -owned property, Assessor's Parcel Number 2811-002-901, with the option of three one-year renewals, generating $1,000 in monthly revenue, for a total of $12,000 annually. 2. Authorize City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND In 2010, the City of Santa Clarita (City) acquired Assessor's Parcel Number 2811-002-901, located near Cinema Drive and adjacent to the South Fork Trail. The property (as shown in the Site Map) had been previously graded prior to City ownership and is currently vacant. In October 2025, the City Council approved an agreement to grant access to the City's right-of- way and lease dark fiber strands to Aspire Broadband Holdings (Aspire) to build, own, and operate a Citywide, fiber optic network to deliver high-speed Internet service to businesses and residents. As part of its plans to build -out the Citywide network, Aspire is requesting a license agreement to utilize vacant, City property for three to five years for the purposes of staging equipment and supplies to support its Citywide construction efforts. Under the terms of the proposed License Agreement, the City will receive an ongoing monthly revenue of $1,000 in its initial two-year term. The License Agreement includes a two-year initial term, with three optional one-year renewals. If the renewal options are exercised, the monthly Page 1 Packet Pg. 46 O payment amount is subject to an increase of 10 percent. If approved by the City Council, the initial term is anticipated to commence on July 1, 2026. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended action and execution of the contract, an ongoing monthly revenue of $1,000 will be generated for the initial two-year term, for a total of $12,000 annually into account 100-401204. If the optional one-year renewals are exercised, the monthly revenue will increase by 10 percent each year.
