HomeMy WebLinkAbout2026-04-28 - AGENDA REPORTS - ZUM SRVCS BUS CONTR REC&CSO Agenda Item: 7 CITY OF SANTA CLARITA W AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: DATE: April 28, 2026 SUBJECT: BUS SERVICES FOR USE BY RECREATION AND COMMUNITY SERVICES PROGRAMS CONTRACT DEPARTMENT: Recreation and Community Services PRESENTER: Lance O'Keefe RECOMMENDED ACTION City Council: Award a one-year contract to Zara Services, Inc., to provide bus services for the Recreation and Community Services Division in the amount of $93,775, and authorize a contingency of $9,378, for a total contract not to exceed $103,153. 2. Authorize the City Manager or designee to execute up to two additional one-year renewal options, each not to exceed the annual contract amount, plus any adjustments consistent with the appropriate Consumer Price Index, upon request of the contractor, and contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year. 3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review. BACKGROUND The Recreation and Community Services Division provides a variety of annual programs for City of Santa Clarita (City) residents. Certain programs, including Camp Clarita, Junior Lifeguards, and activities offered through the Canyon Country and Newhall Community Centers, require charter bus services to transport participants. An invitation to bid was published and circulated via the City's e-procurement system, BidNet, on January 27, 2026. The City transmitted the solicitation to 451 vendors on BidNet, of which 39 vendors downloaded materials. Two bids were submitted and opened on February 25, 2026. Redwood Shores, CA $ 93,775 Santa Barbara Transportation Corp dba Student Transportation of America Los Angeles, CA $105,666 Staff recommends that the contract is awarded to Zum Services, Inc., the lowest responsive bidder. The bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The requested contingency would support emergency or unforeseen transportation needs related to programming. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted FY 2025-2026 budget across several accounts, including Day Camps, Newhall Community Center, Canyon Country Community Center and Aquatics. Appropriations for future fiscal years are contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year.
