Approve the purchase of one ABI Force Z-23 infield groomer from California Turf Equipment & Supply for a total amount not to exceed $55,301. 2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review. BACKGROUND The City of Santa Clarita's (City) Parks Maintenance division maintains 15 ball fields and utilizes an infield groomer to level infield playing surfaces and ensure safe, consistent conditions for users. During the Fiscal Year 2025-26 mid -year budget process, the City Council authorized the procurement of one infield groomer to support Parks Maintenance operations. An invitation to bid was published and circulated via the City's e-procurement system BidNet on February 10, 2026. The City transmitted the solicitation to 17 vendors on BidNet, of which 17 downloaded materials. Two bids were submitted by the deadline and opened on March 12, 2026. The results of the bids are shown below: Company Location Bid Amount Technology International, Inc. Lake Mary, FL $ 7,000 California Turf Equipment & Supply Tulare, CA $55,301 Technology International, Inc., was determined to be non -responsive for failing to demonstrate compliance with the solicitation requirements, including required product specifications and warranty support documentation. The product proposed by Technology International, Inc., was determined to be an attachment for an infield groomer rather than the complete equipment Page 1 Packet Pg. 122 specified in the solicitation. Staff recommends awarding the purchase to California Turf Equipment & Supply, the lowest responsive bidder. The contractor's bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal is available in the City Clerk's Reading File. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds are available in Parks Grounds Maintenance Expenditure Account 3677303- 520102 to support the recommended actions.
