SUBJECT: PUBLIC ART DONATION: ENDANGERED FOSSILS

RECOMMENDED ACTION
City Council accept the donation of Judith Modrak's artwork, Endangered Fossils, and authorize
the City Manager or designee to execute a contract with Ms. Modrak, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita's (City) Temporary Public Art Program fosters the installation of public
art for three-year terms throughout the City. On February 10, 2022, the Arts Commission
recommended the selection of Judith Modrak's Endangered Fossils for a temporary installation
at West Creek Park, as shown in the attached photograph. Following a successful three-year
exhibition period, Ms. Modrak offered to donate the artwork to the City.
Pursuant to the City's Gifts, Acquisitions, and Loans of Artwork Policy, donations of artworks
that enhance public spaces, are of the highest quality, and have minimal maintenance
requirements will be considered. Endangered Fossils has a high level of community support,
receiving consistently positive feedback from residents and park users, and is well -integrated in
the park's landscape. The maintenance plan for the piece can be included in the City's existing
maintenance resources. For these reasons, staff recommends the piece remain at West Creek
Park.
On March 12, 2026, the Arts Commission reviewed this item and recommended the City Council
accept the donated piece. Upon approval by the City Council, the City and Ms. Modrak will
execute a contract to transfer all rights for the public art piece to the City, and Endangered
Fossils will be part of the City's permanent public art collection.
