Award the design contract to Kimley-Horn and Associates, Inc., for the Circulation Improvement Program, Copper Hill Drive at West Hills Drive and Bouquet Canyon Road at Central Park, Project C0080, in the amount of $647,162 and authorize a contingency in the amount of $64,716, for a total contract amount not to exceed $711,878. 2. Authorize the City Clerk to accept a dedication and grant of easement for public use and road purposes subject to final review by the City Attorney. 3. Authorize the City Manager or designee to execute an amendment to the Ground Lease Agreement with Santa Clarita Valley Water Agency for the Central Park Sports Facility, expanding the lease boundary subject to City Attorney approval. 4. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review. BACKGROUND The City of Santa Clarita (City) completes circulation improvement projects to address traffic congestion and maintain traffic flow in the City. This project includes improvements at the intersections of Copper Hill Drive at West Hills Drive and Bouquet Canyon Road at Central Park. The project will construct a southbound right -turn lane on Copper Hill Drive at West Hills Drive to better accommodate the high volume of motorists traveling to West Creek Academy. Additionally, the project includes construction of a U-turn pocket on eastbound Page 1 Packet Pg. 111 Bouquet Canyon Road at Central Park. The project will also relocate the pedestrian pathway at the Central Park exit from the west side to the east side and remove the existing sidewalk to accommodate roadway widening for an additional left -turn lane for vehicles exiting Central Park onto Bouquet Canyon Road. Construction will include modifications to medians, curb and gutter, striping, landscaping, utilities, and irrigation. The improvements are based on staff s analysis of traffic volumes and observed traffic patterns at the selected intersections. Project locations are shown on the attached Location Map for Copper Hill Drive at West Hills Drive and Location Map for Bouquet Canyon Road at Central Park. The City is currently coordinating with the West Creek West Hills Homeowners Association, managed by PMP Management, to obtain the additional right-of-way necessary at the intersection of Copper Hill Drive and West Hills Drive. The City is also coordinating with Santa Clarita Valley Water Agency (SCVWA) to expand the ground lease area to encompass the proposed improvement areas at Central Park. The required easements and lease line modifications will be secured prior to the commencement of construction. This project supports the Sustainable Public Infrastructure theme of the City's strategic plan, Santa Clarita Pathway Forward. The scope of work for this design contract includes civil engineering design, land surveying, and landscape design services required to prepare construction documents. These documents will consist of complete plans, specifications, and engineer's estimates for construction. Bid assistance will also be provided to support the solicitation for a construction contract. The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to provide design services, bid support, construction support, and right-of-way support for the Circulation Improvement Program for Copper Hill Drive at West Hills Drive and Bouquet Canyon Road at Central Park project. The RFP was published and circulated via the City's e- procurement system, BidNet, on March 10, 2026. The City transmitted the solicitation to 4,569 vendors on BidNet, of which 73 vendors downloaded the RFP. A total of four companies provided proposals for consideration. These proposals were reviewed and evaluated based on each company's ability to meet the specific needs of the City. An evaluation panel, comprised of staff from the Public Works department, scored the responses using the following categories of weighted criteria: • Responsiveness to the RFP including content, format, and completeness of the written proposal (40 percent) • Ability to comply and provide deliverables based on the project schedule developed by the Consultant that meets or exceeds the City's project timeframe (30 percent) • Consultant qualifications and overall project team experience (20 percent) • References (10 percent) The evaluation panel scored the responses based on a 100-point scale, with the results outlined below: Page 2 Packet Pg. 112 Rank Company Location Score 1 Kimley-Horn and Associates, Inc. The evaluation panel determined that Kimley-Horn and Associates, Inc.'s proposal offered the best overall value to meet the design service needs. Kimley-Horn and Associates, Inc., demonstrated an in-depth understanding of the project needs and provided a detailed scope of work and approach to the project. They analyzed the project location and identified key design factors that will need to be addressed in the design. Based on their design experience with similar projects, and the completeness of their proposal for this project, staff recommends awarding the design contract to Kimley-Horn and Associates, Inc. The proposal is available in the City Clerk's Reading File. California Government Code 4526 prescribes the selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on cost. City staff was able to reach an agreement with Kimley-Horn and Associates, Inc., at a fair and reasonable price. The requested contingency will cover the cost of unforeseen design constraints and account for potential design modifications requested by the City and other permitting agencies during the design of the project. This includes potential adjustments to the civil and traffic drawings, engineering and landscape drawings, additional field investigations including potholing for utility locations, coordination with utility companies, right-of-way activities and associated fees, and change orders for additional work requested by the City. The City Council appropriated $771,000 for this project upon adoption of the Fiscal Year 2025-26 Mid -Year budget adjustments in December 2025. The project budget is $771,000, representing $711,878 for design and $59,122 for project administration costs. Project administrative costs include staff time, project management, right-of-way and permit fees. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The amount of $771,000 is available in project expenditure accounts C0080233-516101 (TDA Article 8) and C0080354-516101 (SC Lighting District) to support the recommended action and associated project costs. Santa Clarita Valley WaterAgency (SCV Water) One stakeholder that we are familiar with is SCV Water, which owns Central Park, thus necessitating coordination with them for the Project. These improvements include the reconfiguring the roadway geometry including turn pockets, modifying traffic signals, and improving driveways at these intersections. The City of Rancho Cucamonga seeks to improve this corridor into a fully accessible public roadway that meets current design standards, thereby improving circulation and accessibility by creating a direct connection between Carnelian Street and Val Verde Street. Kimley-Horn is designing approximately 800 linear feet (LF) of new local roadway, including curb and gutter, sidewalks, equestrian trail, driveways, storm drain infrastructure, and coordination for water and utility upgrades. Our design included regrading portions of properties on the north side of the road to a stabilized slope, converting an existing concrete -lined channel into a box culvert, balancing cut/fill limits and minimizing impacts to adjacent parcels on the south side of the road, and addressing an offset from the existing alignment of the dirt path from the curb return at Carnelian Street, fencing, and landscaping from adjacent parcels at the eastern tie-in. The intersection currently experiences heavy congestion, particularly during the AM/PM peak hours. The City of Agoura Hills retained Kimley-Horn to evaluate the intersection for various alternatives to relieve congestion. We have provided design phase services, including data collection; preparation of a VISSIM microsimulation model for the intersection; and preparation of the intersection design PS&E at 35%, 65%, and 95% stages, which include utility plans, street plans, stormwater and drainage details, landscape plans, signing and striping plans, traffic signal design plan, erosion control, street lighting, and an irrigation plan. This will be constructed primarily as a separate Class I bicycle path, with a small portion (0.15 miles) consisting of a Class III bike route. Most of the path will be constructed in the LA Metro -owned rail ROW adjacent to the current UPRR/Metrolink railroad ROW in addition to a half -mile stretch along the Los Angeles County Flood Control Channel. The portion adjacent to the flood control channel will require review and coordination with Los Angeles County Flood Control District (LACFCD), US Army Corps of Engineers (USACE), and City of Burbank Water and Power (BWP). The project also includes a key segment between the County of Los Angeles flood channel and Downtown Burbank Metrolink Station along North Varney Street that requires sidewalk and driveway improvements while considering vehicular traffic and truck turning movements for various industrial facilities and businesses. We provided site analysis, preliminary design, and PS&E for roadway improvements along Civic Center Way between Malibu Canyon Road and Webb Way, and Webb Way between Civic Center Way and PCH. The project involved modification of three County of Los Angeles and two City of Malibu storm drain'' systems. The H&H analysis evaluated a 25-acre study area. We performed a hydraulic analysis of street: flow capacity using Bentley FlowMaster, while we evaluated existing and proposed pipe improvements using Civil Design Water Surface Pressure Gradient (WSPG) software. Project improvement plans and bid specifications included 18" and 24" reinforced concrete pipe (RCP) drainage laterals, curb inlets, and a 24" RCP main. The 2.2-mile project included the widening of Agoura Road from two to four lanes; construction of landscape medians, sidewalks, multiple driveway modifications, and dedicated bike lanes in both directions; a pedestrian -only bridge; and undergrounding of electrical power lines. The scope of work included the preservation of native oak trees; use of benches, accent paving, and lighting over the length of the roadway to provide continuity and unity; and modifications to storm drains and debris basins to promote green standards such as sub- surface bio-retention and infiltration. Reference: Charmaine Yambao, Director of Public Works/City Engineer 1818.597.9360 1 cyambao@agourahillscity.gov City of Santa Ciarita FRCASANC074553.2026 19 Kimiey A>) Horn Project Understanding/Approach The City seeks a qualified engineering firm to provide professional engineering design services to increase roadway and intersection capacity, enhance traffic flow, and support efficient circulation at the following two Project intersections: • Central Park at Bouquet Canyon Road • Copper Hill Drive at West Hills Drive/Westcreek Drive Kimley-Horn has prepared initial design recommendations for each location, as illustrated in Exhibit 1 (on page 22) and Exhibit 2 (on page 23). These proposed improvements are designed to address current traffic demands, reduce congestion, and lead to smooth transitions through each intersection to better serve Santa Clarita residents' needs. Our approach will also include review of the City's traffic studies and data that resulted in the Project recommendations and understanding of outreach or input received from stakeholders. Central Park at Bouquet Canyon Road The existing east driveway of Central Park includes one dedicated left -turn lane and one shared left/right-turn lane. To enhance traffic flow and minimize congestion, this Project proposes widening the driveway's western side by approximately 8 feet to accommodate three egress lanes: two dedicated left -turn lanes, and one dedicated right -turn lane. The widening will necessitate an evaluation of existing tree canopy and roots at the driveways' southwest corner. Additionally, the existing park monument sign will be protected in place to preserve its location and integrity. To facilitate this improvement, the following are anticipated: • Sidewalk Relocation: The sidewalk on the driveway's west side will be removed, and pedestrian circulation will be redirected to the east side to maintain ADA compliance and accommodate the driveway expansion. Further review of sidewalk relocation and layout will need to be assessed for optimal and safe circulation for both pedestrians and vehicular traffic. • Enhanced Pedestrian Connectivity: A new concrete pedestrian pathway and ADA-compliant curb ramp will be constructed, connecting to the crosswalk and integrating with the park's existing pathway network. This will provide an opportunity for coordination with SCV Water for the new pedestrian pathway alignment and any future landscape enhancement to Park entry. To facilitate U-turn movements for northbound vehicles on Bouquet Canyon Road intending to head southbound, the median on the south leg of Bouquet Canyon Road will be modified to add a U-turn lane with sufficient pocket length. With a southbound receiving width of 36 feet, there appears to be sufficient space for U- turn movements. Median modifications will require adjustments to planting and irrigation, as the existing irrigation pull box within the median nose will need to be relocated. The existing median features established vegetation and shrubs. Based on the median modification to accommodate the U-turn lane, shrubs along the south edge of the median will be removed, with new landscaping integrated into the updated design. A complete hard pipe and bubbler irrigation system will be installed, using existing sleeves and controller wire, with toning performed to confirm wiring locations. All new paving in the median will match the existing stamped concrete in both color and pattern for aesthetic continuity. Upgrades to traffic signal infrastructure will be essential for the design of the proposed U-turn lane: • Southeast Signal Pole Replacement: The existing 19A-2-80 pole with a 20-foot mast arm will be replaced with a longer mast arm to extend over the new U-turn lane. A new traffic signal pole will be installed at the southeast corner with a 40-foot mast arm, U-turn signal head indications, and updated signage to support the lane modifications. L City of Santa Ciarita TRCASANC074553.2026 Kimsey A>) Horn Kimley-Horn's team will collaborate with the City's Traffic Division for clear and efficient traffic signal design and operations. Since Central Park is owned by SCV Water, adjustments to the City's existing lease line agreement will be required to implement the proposed improvements. Our survey task will obtain a title report for the Park to delineate the existing lease line to be adjusted for the proposed improvements. Our long history of successful projects with both the City and SCV Water will support seamless collaboration as well as efficient project coordination with SCV Water. Copper Hill Drive at West Hills DriveMestcreek Drive The existing southbound approach on Copper Hill Drive at West Hills Drive/Westcreek Drive consists of three through lanes and one left - turn lane. To address traffic congestion and enhance safety, this Project proposes widening the west side of Copper Hill Drive's north leg by approximately 8 feet to accommodate a new dedicated southbound right -turn lane onto West Hills Drive. This improvement will provide better access to West Creek Academy and reduce southbound delays during peak hours. The roadway widening will necessitate the adjustments to both existing utilities and sidewalk along the west side of Copper Hill Drive. To facilitate this improvement, the following are anticipated: • Landscaping and Sidewalk Removal: Portions of existing landscaping, trees, and the sidewalk along the west side of Copper Hill Drive will be removed to provide space for the new dedicated southbound right -turn lane. Drainage analysis will be performed to estimate the increased stormwater runoff flowrate due to the increase in impervious surface and to document no major impact to the existing storm drain system. • Utility Relocations: Cabinets, utilities, pull boxes, and streetlights will be relocated to the back of the sidewalk to accommodate the widened roadway. Identification of existing subsurface utility locations and depth will be confirmed by performing selective potholing in additional to utility information from record plans. The existing catch basin at the northwest corner will be protected in place. Kimley-Horn will work closely with City staff to coordinate required storm drain updates and achieve compliance with County of Los Angeles (County) standards to avoid Project delays. If the Project improvements require modification to the existing catch basin, Kimley-Horn has processed County storm drain permits for similar modification to existing catch basin and laterals. Revisions at the northwest curb return will include several improvements to accommodate the new turn lane and achieve compliance with accessibility standards: • Northwest Traffic Signal Equipment Relocation: The existing Type 15 traffic signal pole, traffic signal controller cabinet, service pedestal, and multiple pull boxes will be relocated to the back of walk. • Curb Ramp Reconstruction: The existing curb ramp at this corner will be reconstructed to meet ADA accessibility requirements and provide safe pedestrian access. Detailed survey and review of City right-of-way versus easements that needs to be updated will be completed for the improvements. To further optimize traffic movement and reduce vehicle wait times for the southbound right -turn lane: • Pedestrian Crosswalk Relocation: The east -west pedestrian crossing is proposed to be relocated from the north leg of Copper Hill Drive to the south leg of the intersection.
