HomeMy WebLinkAbout2004-06-01 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session June 1, 2004 CALL TO ORDER 5:31 p.m. ROLL CALL All councilmembers were present except Councilmember Ferry who arrived at 5:45 p.m. ITEM 1 CODE ENFORCEMENT - Ken Pulskamp, City Manager introduced the item and Ruben Barrera, Building Official. Ruben presented the item and stated that Staff has identified areas where changes to the Municipal Code would facilitate the code enforcement process. Council questions, concerns and comments included: the ability to use the City Attorney as the Prosecuting Attorney when one is needed; that it is clear that staff does not currently have tools to do their job; making sure that staff recognizes neighbor vs. neighbor disputes; not getting into battle defining public nuisance; sending letters to residents to make them aware and fix condition; changing the enforcement process; the excellent job that Code Enforcement Division is doing; direct staff to return to Council with an ordinance for adoption. ITEM 2 SHOP SANTA CLARITA CAMPAIGN — Ken Pulskamp, City Manager, introduced the item giving a brief background and introduced Ken Striplin, Assistant to the City Manager who gave a short presentation. Council questions, concerns and comments included: people do not have a clue of City boundaries; serving City residents only; annexing boundary areas; outreach; clarify and educate; make it easy for people to know where City boundaries are; City's responsibility to look after coffers of City of Santa Clarita. Public Participation included Millie Jones representing Supervisor Mike Antonovich regarding the political ramifications of the Shop Local campaign, and stated that the City should support Supervisor Antonovich and the Santa Clarita Valley; Rick Winsman regarding the Shop Local campaign and the number of Chamber of Commerce members outside of City limits and the idea of educating boundaries.
