HomeMy WebLinkAbout1987-12-15 - MINUTES - REGULAR MTG (2)CALL TO ORDER PRESENTATIONS MINUTES OF FIRST REGULAR MEETING OF THE CITY COUNCIL CITY OF SANTA CLARITA Tuesday December 15, 1987 7:30 p.m. The first meeting of the City Council of Santa Clarita was called to order by Mayor McKeon at the College of Gymnasium, Valencia. Ca. of the City at 7:30 p.m. the Canyons Presentations were made by the following: a plaque from the Independent Contract Cities Assoc.; plaques from the Cities of Norwalk, Artesia, Agoura Hills, and West Hollywood; the City of Lancaster presented a U.S. flag. CITY CLERK REPORT Carl Newton, City Attorney, reported that notices of the meeting were duly posted in accordance with the law. The City Manager, E. Fredrick Bien, informed the Council that the Certificate of Completion had been received from the Local Agency Formation Commission. ITEM 8 The City Attorney introduced and read the title RESOLUTION No. 87-1 of Resolution No. 87-1, a resolution appointing APPOINTMENT OF an interim City Clerk. It was moved by Darcy, INTERIM CITY CLERK second by Boyer, to adopt Resolution No. 87-1. On roll call vote: Ayes: Boyer, Darcy, Heidt, Koontz, McKeon Noes: None Resolution No. 87-1 adopted. It was moved by Boyer, second by Heidt that item 41,being Ordinance No. 87-10, be discussed this evening rather than on December 16th. With no objections, it was so ordered. ITEM 10 The City Attorney introduced and read the title of RESOLUTION NO. 87-2 Resolution No. 87-2, a resolution appointing a APPOINTMENT OF CITY City Attorney. It was moved by Darcy, second by ATTORNEY Heidt to adopt Resolution No. 87-2. With no objections, it was so ordered. !^ITEM 10a The City Attorney introduced and read the title of )RDINANCE NO. 87-10 Ordinance No. 87-10, an ordinance imposing a 70RATORIUM ON moratorium on the cutting and removal of oak trees 'UTTING & REMOVING in the City of Santa Clarita. It was moved by OAK TREES Boyer, second by Darcy to waive further reading of the ordinance and to adopt Ordinance No. 87-10 as an urgency ordinance. City Council Minutes December 15, 1987 Page 2 ITEM 11 The City Attorney introduced and read the title of ORDINANCE NO. 87-1 Ordinance No. 87-1, an ordinance adopting the Los ADOPTION OF LOS Angeles County code and other relevant non - ANGELES COUNTY COUNTY CODE codified Los Angeles County ordinances as City ordinances for a period of 120 days. It was moved by Darcy, second by Koontz to waive further reading of the ordinance and adopt Ordinance No. 87-1 as an urgency ordinance. On roll call vote: Ayes: Boyer, Darcy, Heidt, Koontz, McKeon Noes: None Ordinance No. 87-1 adopted as an urgency ordinance. ITEM 12 The City Attorney introduced and read the title ORDINANCE No. 87-2 to Ordinance No. 87-21 an ordinance adopting the ADOPTION OF SANTA Santa Clarita Municipal Code and enacting Titles CLARITA MUNICIPAL 1, 2, & 3 thereof relating to general provisions, CODE administration and personnel, and revenue and finance, as an urgency ordinance. It was moved by Koontz, second by Heidt to waive further reading of the ordinance and adopt Ordinance No. 87-2 with amendments, as an urgency ordinance. ITEM 13 The City Attorney introduced and read the title RESOLUTION No. 87-3 of Resolution No. 87-3, a resolution appointing APPOINTMENT OF AN an interim City Manager. ITEM 14 The City Attorney explained to Council that this AGREEMENT FOR item is on the agenda to approve an agreement with ^.INTERIM CITY MANAGER the interim City Manager and to authorize the Mayor to sign the agreement. It was moved by Boyer, second by Koontz to approve the agreement. On vote: all councilmembers approved. ITEM 15 The City Attorney introduced and read the title RESOLUTION NO. 87-4 to Resolution No. 87-4, a resolution designating DESIGNATION FOR locations for posting of ordinances and/or POSTING RESOLUTIONS resolutions required by law to be published or AND ORDINANCES posted. It was moved by Darcy, second by Koontz to adopt Resolution No. 87-4. On roll call vote: Ayes: Boyer, Darcy, Heidt, Koontz, McKeon Noes: None Resolution No. 87-4 adopted. S. Mail. An ADDRESS amendment to the address in this resolution was made showing the address to be 19425-B Soledad Cyn. Rd., Canyon Country, 91351. ITEM 17 The City Attorney introduced and read the title RESOLUTION No. 87-6 to Resolution No. 87-6 a resolution authorizing AUTHORIZING THE the Mayor and the interim City Clerk to prepare, MAYOR & CITY CLERK execute and file the Statement of Boundary Creation TO FILE STATEMENT required by Section 54900 of the Government Code of OF BOUNDARY CREATION the State of California and ordering the utilization of the regular county assessment role. It was moved by Boyer, second by Heidt to adopt Resolution No. 87-11. The offices affected are: District Attorney designated as acting City Prosecutor; County Public Works Director designated as City Engineer; Road ITEM 26 Commissioner designated as Superintendent of RESOLUTION NO.87-13 Streets; Director of Building and Safety designated ADOPT CONFLICT as City Director of Building and Safety; Planning OF INTEREST CODE Director designated as City Planning Director; County Sheriff designated as Chief of Police; and County Fire Chief designated as City Fire Chief. It was moved by Darcy, second by Boyer to adopt Resolution No. 87-18. On roll call vote all councilmembers adopted Resolution No. 87-18. ITEM 35 The City Attorney introduced by title Resolution No. RESOLUTION #87-19 87-19 providing for the enforcement by the County ENFORCEMENT OF Health Officer of state law and regulations relating PUBLIC HEALTH LAWS to public health.
