RESOLUTION OF THE BOARD OF SUPERVISORS
OF THE COUNTY OF LOS ANGELES
CONFIRMING THE ORDER OF INCORPORATION
OF THE CITY OF SANTA CLARITA
WHEREAS, a petition of application for the proposed
incorporation of certain territory as the City of Santa
Clarita in the County of Los Angeles was filed with the
Executive Officer of the Local Agency Formation Commission
pursuant to Part 3, Division 3, Title 5 of the California
Government Code (commencing with Section 56000, Cortese -Knox
Local Government Reorganization Act of 1985); and
WHEREAS, the Local Agency Formation Commission on
April 22, 1987 approved the incorporation, as reconsidered
on June 24, 1987, and designated the Board of Supervisors of
the County of Los Angeles as the conducting authority and
directed the Board to proceed with the incorporation in
compliance with the Commission's resolution; and
WHEREAS, the Board of Supervisors on August 6, 1987
found that the number of valid written protests filed and
not withdrawn represented less than 50 percent of the number
of registered voters residing within the affected territory;
and adopted a resolution ordering incorporation of the City of
Santa Clarita subject to the confirmation of the voters
therein on the question and calling an election to submit to
the voters residing within the affected territory the
questions of whether such territory shall be incorporated,
continuing as city taxes the sales and use tax, transient
occupancy tax, real property transfer tax and other general
purpose taxes presently imposed by the County of Los
, Angeles, at the same rate as imposed by the County and using
the same manner of collection, and whether the city council
members shall be elected by district or at large, and for
the election of officers thereof; and
WHEREAS, an election was held within the boundaries
of the proposed city on the 3rd day of November, 1987, and
the returns of the votes cast at said election, as set forth
in Exhibit "A," attached hereto and made a part hereof, were
certified by the Registrar -Recorder; and
WHEREAS, upon said certification it appears that a
majority of the votes cast at said election are for the
incorporation of a city, with the continuation of such
taxes, are for the members of the city council in future
elections to be elected at large, and that Howard P. McKeon,
Janice Heidt, Jo Anne Darcy, Carl Boyer III and Dennis M.
Koontz received, in the order named, the highest number of
votes cast for members of the city council.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The Board of Supervisors confirms its order of
., incorporation of the City of Santa Clarita and declares the
territory described in Exhibit "B," attached hereto and made
a part hereof, incorporated as the City of Santa Clarita,
subject to the following terms and conditions: (1) that the
portion of the proposed city that is not now within the

Consolidated Fire Protection District be annexed to the
District and that the new city pay annually to the District
.� the 1986-87 base year revenue in the amount of $26,889, or,
if the incorporation does not occur within fiscal year
1986-87, the amount for the appropriate base year estab-
lished by the incorporation date; (2) that the new city,
effective from the date of incorporation, pay to the
Consolidated Fire Protection District an annual wildland
fire protection fee in the amount of $753,324, said amount
to be adjusted to reflect the appropriate fee if incor-
poration does not occur within fiscal year 1987-88; (3) that
the new city repay to the County of Los Angeles, over a
five-year period or less, the net cost of all services pro-
vided by the County until the end of the first fiscal year,
such reimbursements of costs to include interest using the
interest rate equivalent to the rate of interest earned by
the Los Angeles County Treasury Pool; and (4) that, subject
to confirmation of the voters, continuance as city taxes is
authorized of the sales and use tax, transient occupancy
tax, real property transfer tax and other general purpose
taxes presently imposed by the County of Los Angeles, at the
r, same rate as imposed by the County and using the same manner
of collection. The amount of property tax revenue to be
transferred to the new city is $2,405,675, and the
appropriation limit for the new city to be set forth in the
ballot statement pursuant to Article XIII -B, Section 4 of

the State Constitution shall be $20,000,000, with the
1985-86 fiscal year as the base year for increases as pro-
vided by law.
2. The Board of Supervisors declares Howard P.
McKeon, Janice Heidt, Jo Anne Darcy, Carl Boyer III and
Dennis M. Koontz elected to the offices of the City Council
of the City of Santa Clarita.
3. The Board of Supervisors declares that members of
the City Council of the City of Santa Clarita in future
elections shall be elected at large.
4. The Executive Officer -Clerk of the Board of
Supervisors is instructed to file a certified copy of this
resolution with the Executive Officer of the Local Agency
Formation Commission.
The foregoing resolution was adopted by the Board of
Supervisors of the County of Los Angeles this day of
1987.
