HomeMy WebLinkAbout1988-04-16 - MINUTES - ADJOURNED MTG (2)MINUTES OF ADJOURNED MEETING CITY OF SANTA CLARITA Monday April 16, 1988 Room 306 8:00 a.m. ^TALL TO ORDER The adjourned meeting of the City Council was called to order by Mayor McKeon at 8:11 a.m. at Arroyo Seco Junior High School, 27171 Vista Delgado, Santa Clarita, Room 306. ROLL CALL All members being present with the exception of Dennis Koontz, the Mayor appointed Carl Boyer as acting Deputy City Clerk and took up with the agenda. The Mayor thanked Hunt Braly of Senator Davis' office for arranging the meeting. PURPOSE OF MEETING The purpose of the meeting was to define the transportation problems in the Santa Clarita Valley. ITEM I Ginger Gherardi, Los Angeles County Transportation Committee, gave AN OVERVIEW OF THE an overview of the funding mechanism and explained the Federal FUNDING MECHANISM Trust Fund. Jim Gilley of the City of Lancaster made a presentation on the cities spending on primary street maintenance as well as;, on residential street maintenance. COUNCILMAN KOONTZ At 8:52 a.m. Councilman Koontz entered the room. ENTERS THE ROOM COUNTY AID TO Jim Noyes, Los Angeles County Public Works Department, reported on CITIES PROGRAM, ETC. the county's Aid to Cities Program, the Transportation Development Act; Article 8, Gas Tax, and others. Greg Medeiros representing the Bridge and Thoroughfare Districts, stated that only the highest priority routes are funded. Harold Yamaguchi, Chief of Project Development, Branch D Caltrans, reported to Council that most of the funds coming to Los Angeles County are for the 110 and 105 freeways with $57.4 million left for new facilities projects. Sandy Troop, Newhall Land and Farming Company, stated that transportation is a critical problem in the Santa Clarita Valley. The new home buyers are burdened with the road improvements and that good roads help marketing by developers. RECESS The meeting recessed at 10:13 a.m. and reconvened with all councilmembers present. -Ci�ty Council Minutes Adjourned Meeting April 16, 1988 Page 2 ITEM II John Clement, Assistant Public Works Director City of Thousand THE PROJECT Oaks, described what a city can do for itself. He explained APPROVAL PROCESS that the City needs to be in driver's seat and conduct its own inventory of roads and signals, maintain what you have, update its circulation element regularly, determine all its needs including freeways, map capital improvement needs, track accident rates, congestion and traffic volume, determine funding revenues, and prioritize projects with the understanding of the totality of road needs yet keeping it simple for the public's understanding. Ginger Gherardi discussed regional projects, i.e., LACTC, which is the first step of developing the Transportation Improvement Program (TIP); SCAG; the regional TIP; Caltrans; the state TIP; and the California Transportation Commission. Connie Worden, representing the joint Chambers of Commerce Committee of Santa Clarita, and Hunt Braly, Senator Ed Davis' representative, made a report on the legislature and the community's role in transportation. ITEM III There was discussion on the maintenance and repairs of Highway MAINTENANCE 114 as well as other highways in our community. AND REPAIRS ITEM IV Mr. Yamaguchi suggested the City should provide land for a park OTHER MODES OF and ride system. TRANSPORTATION & MANAGEMENT Mr. Noyes discussed the County bus system as well as dial -a -ride and other forms of transportation that can be used locally. Dr. Bijan Yarjani, a representative from SCAG, discussed the use of Amtrak and the Southern Pacific Railroad systems. He stated that last year SCAG studied the northerly rail lines but SCAG needs a local committment. ADJOURNMENT At 12:29 a.m. Councilman Boyer moved, second by Koontz that Council adjourn.
