CITY OF SANTA CLARITA, CALIFORNIA
February 3, 1988
CALL TO ORDER The special meeting was called to order by Mayor
McKeon at 7:05 p.m.
ROLL CALL On roll call, the following members were present:
All Councilmembers
City Attorney, Carl Newton
City Manager/City Clerk, E. Fredrick Bien
CITY CLERK'S
REPORT City Clerk asked that anyone who wished to speak
to the Council on any agenda item, to please fill
out a speaker's slip, giving name, address and the
item they wished to speak on.
PURPOSE OF
The Mayor briefly outlined the purpose of the

meeting then called upon John Webber of the County
Parks and Recreation District who then outlined in
NORTH OAK PARK/
more detail the issue facing the County Parks
HART HIGH SCHOOL
Department, the William S. Hart High School District
DISTRICT FINANCE
and the City of Santa Clarita. Mr. Webber explained
ARRANGEMENTS
how the agreement between the school district and
the County Parks Department mandated a turn over
of facilities to the school district upon the
incorporation of the area in which they are a part.
With the school district being unable to fund a
recreation/swim program unless the City of Santa
Clarita intervened, the swimming and recreation
programs would have to be terminated.
The City Attorney advised Council that after
reading the agreement, he concurred the report
of Mr. Webber.
As a solution, it was suggested that the school
district could contract with the County to provide
recreational services and the County would bill
the school district for those services. The school
district would also contract with the City whereunder
the City would reimburse.the school district for its
payments to the County.
After discussion by the Council, it was moved by
Koontz, second by Boyer that the City Council
approve in concept the entry by the City and the
Wm. S. Hart Union High School District into an
agreement for the operation and maintenance of
North Oaks Parks, including the swimming pool,
with the understanding that the City and the
school district would work out the details of the
agreement to be formalized, if possible, by
July 1, 1988.

It is further understood that in the interim
period, the County of Los Angeles and the school
district would enter into a separate agreement to
continue the operation of North Oaks Park, including
the pool, on the same basis that said facilities
have been operated and maintained in the past,
subject to the City's understanding to cover the
cost of such maintenance and operation on a
reimbursement basis.
On roll call vote the motion was adopted with the
following aye votes: Boyer, Darcy, Heidt, Koontz,
and Mayor McKeon.
The Mayor designated Councilwoman Heidt and
Councilman Koontz as a committee to monitor the
interim agreement.
There being no further business to come before
the Council, the meeting adjourned at 7:48 p.m.
