MINUTES OF SPECIAL MEETING
OF SANTA CLARITA CITY COUNCIL

PURPOSE OF MEETING The Mayor announced the purpose of the meeting
was to receive information and give direction to
staff on Oak Tree Permit No. 88-040 and on transportation
needs.
UNFINISHED BUSINESS Mayor McKeon introduced Richard Anderson, Planning
OAK TREE PERMIT Advisor and Mr. Ed Bolden from Andel Engineering
NO. 88-040 Co. Councilman Boyer asked that anyone wishing
to give testimony be sworn in. The City Clerk
administered the oath to Mr. Bolden.
Mr. Bolden gave his report on the project. The
content of his comments was to explain where the
street will be going as well as stating that he
had sixteen items to be addressed by the council.
The City Clerk swore in the public who wished to
give testimony to the council. They were: Robert
J. Reamer, 23505 Crenshaw Blvd., #129, Torrance;
Louis Brathwaite, 26773 Lugar De Oro Dr., Santa
Clarita; Dorothy Riley, 21224 Placerita Cyn. Rd.,
Newhall; Mike Wather, 27935 Palmetto Ridge Dr.,
Valencia; Irvin Lindsey, 23515 Lyons Ave., #216,
Valencia; Sherry Beamer, 14550 Lanark St., Panorama
City.
Mr. Bolden answered all questions asked of him
by the audience and council.
Mrs. Briggs, owner of the property, explained all
the costs involved in this project thusfar. She
answered questions from the councilmembers.
The oak trees on the property were discussed.
Mr. Anderson explained that trees #43, 4, 47 and
15 would probably be the trees that would be removed.
He recommended that a replacement level be 4 to
1 rather than 2 to 1.
Mayor McKeon proposed that a committee be selected
to meet again then prepare a report for the next
regular City Council meeting. The committee will
be made up of two councilmembers, Heidt and Koontz;
two planning commissioners, Brathwaite and Worden;
Mr. Bolden, Dick Anderson, and the developers.

It was moved by Koontz, second by Darcy for the
committee to meet for the purpose of preparing
a report for the next Council meeting. Mayor McKeon
suggested a recess so that the committee could
get together to plan a meeting date and time.
He suggested they meet on Saturday, 9:00 a.m.
On roll call vote:
Ayes: Boyer, Darcy, Heidt, Koontz, McKeon
Noes: None
Motion carried.
RECESS At 7:35 p.m., the Mayor called a recess.
RECONVENE At 7:45 p.m. the Council reconvened with all members
present.
UNFINISHED BUSINESS This item was a study session on transportation
needs and proposed solutions. Mr. Jerry Baxter
and Mr. Carl Moseley from Cal Trans, and Mr. Tom
Tidemanson, Director of the County Public Works
Department, explained the status of the highway
projects under their jurisdiction that are within
the City of Santa Clarita and immediate vicinity.
They gave estimated costs of the projects and a
probable timeline for most projects.
Council asked questions of Mr. Baxter, Mr. Moseley
and Mr. Tidemanson responded to questions from
the Council and from the audience.
ADJOURNMENT At 10:00 p.m. the meeting was adjourned.
