MINUTES OF SPECIAL MEETING
CITY OF SANTA CLARITA
December 28, 1988
11:00 a.m.
City Hall, 26111 Bouquet Canyon Road
CALL TO ORDER
The meeting was called to order by Mayor McKeon at 11:00
a.m. at
the temporary City Hall, 26111 Bouquet Canyon Road, Ste. A-4, City
of Santa
Clarita.
ROLL CALL
City Clerk, E. Fredrick Bien called the roll. All members
were
present. Also present were City Manager, E.Fredrick Bien, and
City Attorney, Carl
Newton.
SPECIAL MEETING
REPORT
City Clerk, E. Fredrick Bien, reported that notice of this special
meeting had been Posted and distributed according to law and that
the
meeting could be lawfully conducted.
LAFCO/BALLOT
RESOLUTION
The issue of the legal status of the LAFCO Ballot Resolution was
discussed by the
City Attorney. The City Council requested
further study and a
report at its January 14 Council meeting.
GENERAL PLAN
AMENDMENTS:
The City Manager presented two items of information one from
REGARDING
Mr. Robert Lathrop, 25105 Highspring Ave., Newhall and
Mr.
H. G. Callowhill, 27546 Catala, Saugus, each of whom addressed
POPULATION
PROTECTIONS
the Council on the problems they forsaw resulting from the recent
County Regional Planning
Commission Population projections.
Council directed Dennis
Koontz population t ppeabefore the Board of
Supervisors in regards to appear
projections.
By common consent, the Council continued this item pending receipt
of more information.
ELSMERE CANYON
Councilwoman Darcy briefly outlined the background of Elsmere
Canyon and presented a letter to LAFCO requesting LAFCO's
consideration of the
City' Position. With no objections, the City
Manager was instructed to send such a letter
to all LAFCO members.
JOB SPECIFICATIONS
COMMUNITY
The City Manager presented a draft of proposed specifications for
the
DEVELOPMENT DIRECTOR
Position of Community Development irector. The
designated Councilman
Boyer andCouncilwoman ilwoman Darcy touncil review the
specifications with the City manager
and to approve their final
draft. There being no objections, it
was so ordered.
WHITES CANYON ROAD/
,—SOUTHERN PACIFIC
Councilwoman Darcy requested a letter be sent to the Southern
Pacific
7cAILROAD CO. PHASE
Railroad mentioning this City's interest in the
project and urging
& II CONSTRUCTION
the railroads prompt consideration and
acceptance of the
agreement providing the conditions for the
extension of the Whites
Canyon Bridge. There being no objections
to the request, it was so ordered.

ADJOURNMENT There being no further business to come before the Council, the
Council adjourned on motion of Councilman Boyer, second by
Councilwoman Darcy. There being no objections to the motion, it
was so ordered.
