ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, IMPOSING A
MORATORIUM ON THE ERECTION OF BILLBOARDS IN
THE CITY OF SANTA CLARITA AND PROVIDING THIS
ORDINANCE IS ADOPTED AS AN URGENCY MEASURE
PURSUANT TO SECTION 65858 OF THE GOVERNMENT
CODE
WHEREAS, City Council of the City of Santa Clarita
has referred to the Community Development Department and the
Planning Commission of the City for study and consideration
the regulation of billboards within the City of Santa
Clarita; and
WHEREAS, Section 65858 of the Government Code of
the State of California authorizes the adoption of an
interim ordinance as an emergency measure prohibiting any
usage of land which may be in conflict wiLh the contemplated
zoning proposal which the legislative body or the planning
commission is considering or studying or intends to study
within a reasonable period of time; and
WHEREAS, the City Council further finds the absence
of this Ordinance would create a serious threat to the
public health, safety or welfare by reason of the
possibility of construction of oversized, unsafe or
distracting billboards or billboards which would otherwise
be in conflict with zoning regulations of the City of Santa
Clarita.
NOW, THEREFORE, the City Council of the City of
Santa Clarita, California, does ordain as follows:
Section 1. Nu billboards, as defined in the
general law�o f Z State of California or city ordinance,
shall be erected within the mapped boundaries of the City of
Santa Clarita without prior approval by the City Council of
a conditional use permit.
Section 2. It duy provision or clause of this
Ordinance or the application thereof to any persons or
circumstances is held to be invalid, such invalidity shall
not effect other provisions or applications u[ Lhis
r-- Ordinance which can be given without the invalid provision
or application, and to this end, the provisions of this
Ordinance are declared to be severable.

Section 3. Violation of this Ordinance is
punishable y a fine of not more than One Thousand Dollars
($1,000.00) or imprisonment in county jail for a period of
not more than.six (6) months or both such fine and
imprisonment. Each day during any portion of which any
violation of any provision of this Ordinance is committed,
continued or permitted, constitutes a separate offense.
Section 4. This Ordinance is adopted as an urgency
measure to protect the public health, safety or welfare, and
shall take effect immediately upon its adoption and continue
in effect for a period of no longer than forty-five (45)
days, provided, however, that after notice and a public
hearing pursuant to section 65858 of the Government Code of
the State of California, the City Council may extend the
effectiveness of the Ordinance for a period of three (3)
months and five (5) daye, and thereafter for an additional
period of one year.
Section 5. The City Clerk shall certify to the
adoption ofTh�drdinance and cause to be posted in the
manner as required by law.
