ORDINANCE NO. 88-18
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA AMENDING THE MUNICIPAL CODE TO ADD
CHAPTER 2.12 TO TITLE 2 RELATING TO THE
DEPARTMENT OF FINANCE AND GENERAL SERVICE
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES ORDAIN
AS FOLLOWS:
Section 1. The Municipal Code for the City of Santa Clarita is
hereby amended to add Chapter 2.12 to Title 2 to read as follows:
Chapter 2.12
DEPARTMENT OF FINANCE AND GENERAL SERVICES
Sections:
2.12.10 Department of Finance and General Services
2.12.20 Office Established
2.12.30 Powers and Duties
2.12.40 Bond
2.12.10 Department of Finance and General Services. There is
hereby created and established a Department of Finance and General
Services consisting of such personnel as may be authorized by the
City Council and comprised of the following divisions:
(a) Division of Accounting. The Division of Accounting shall
be responsible for establishing and maintaining all City financial
records; for processing accounts payable, billings and payroll; for
recording the receipt of all revenues. The Accounting Division
shall also prepare and file appropriate financial reports for the
State and other governmental agencies as required.
(b) Division of Purchasing. The Division of Accounting shall
be responsible for managing the centralized purchasing system in
accordance with the provisions of the Municipal Code.

(c) Division of General Services. The Division of
Accounting shall be responsible for managing those activities that
provide specialized services to other departments including but not
limited to central printing; receptionist, external and internal
mail delivery; telephone services, warehousing; inventory control,
record retention and building custodial services.
(d) Division of Revenue. This Division shall
have responsibility over those activities that are revenue
producing in nature, including, but not limited to franchises,
permits, business licenses, transit occupancy tax, transfer tax
and film permits.
Section 2.12.20 Office Established. There is hereby
established the position of Director of Finance and General
Services. The position of Director of Finance and General
Services may be combined with any other office or position not
inconsistent therewith.
Section 2.12.30 Powers and Duties. The Director of Finance
and General Services shall be the head of the Department of
Finance and General Services and shall be responsible for the
performance of the following duties:
(a) Be the administrative head of the Department of Finance
and General Services and shall have direct charge of all City
personnel assigned to the department.
(b) Establish and maintain a general accounting system for
the City government.
(c) Advise and assist the City Council and the City Manager
on all matters relating to the fiscal affairs of the City.
(d) Compile the annual budget expense and income estimates
for the City Manager.
(e) Supervise and be responsible for the disbursement of
all monies and have control over all expenditures to insure that
budget appropriations are not exceeded; audit all purchase orders
before issuance to insure that sufficient funds are appropriated
and available; audit and approve before payment all bills,
invoices, payrolls, or demands or charges against the City; and,
with the advice of the City Attorney, when necessary, determine
the regularity, legality and correctness of such claims, demands
or charges, prepare and submit to the City Council, periodically
a register of audited demands with his affidavit attached
thereto, as provided in the Government Code.
(f) Submit to the City Council, through the City Manager, a
monthly statement of all receipts and disbursements in sufficient
detail to show the exact financial condition of the City.
(g) Collect all taxes, assessments, license fees and other
revenues due the City and receive all taxes or other money
receivable by the City from the county, state or federal
government or from any court.
(h) Supervise the keeping of current inventories of all property
of the City by all City departments, offices, and agencies.
(i) Perform all the financial and accounting duties heretofore,
}- imposed upon the City Clerk, and the City Clerk shall be relieved of
such duties, including all such duties imposed upon the City Clerk by
Sections 40802 through 40805 of the Government Code of the State of
California.
(j) Perform such other duties consistent with the office of
Director of Finance and General Services as the City Manager may from
time to time assign.
Section 2.12.40 Bond. The Director of Finance and General
Services shall execute a surety bond in an amount set by the City
Council. The premium shall be paid by the City.
Section 2. The provisions contained in Section 1 of this Ordinance
specifically supersede Chapters 2.50 and 2.104 of the Los Angeles
County Code and all other codified and non -codified ordinances of the
Board of Supervisors of the County of Los Angeles relating to finance
and general services which conflict with the provisions set out in
Section 1 of this Ordinance.
Section 3. The City Clerk shall certify the adoption of this
Ordinance and cause it to be posted in the manner prescribed by law.
