AN ORDINANCE OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AMENDING THE MUNICIPAL CODE TO
ADD CHAPTER 2.13 TO TITLE 2 REGARDING THE
OFFICE OF PERSONNEL MANAGER
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES ORDAIN
AS FOLLOWS:
Section 1. The Santa Clarita Municipal Code is hereby amended
to add Chapter 2.13 to Title 2 relating to the office of Personnel
Manager, to read as follows:
CHAPTER 2.13
PERSONNEL MANAGER
Sections:
2.13.010 Office Established
2.13.011 Duties
2.13.010 Office Established. There is hereby created and
established the office of Personnel Manager. The office of Personnel
Manager may be combined with any other office or position not inconsistent
therewith. Unless otherwise provided, the City Manager shall serve
as Personnel Manager. The City Manager shall serve without additional
compensation as the Personnel Manager.
2.13.011 Duties. The Personnel Manager shall be the head
of the Personnel Department, and shall:
(a) be responsible for the administration of the provisions
of this Chapter and of the Personnel Rules and Regulations;
(b) prepare and recommend to the City Manager and City Council
revisions and amendments to the Rules and Regulations as such changes
may become necessary;
(c) be the custodian of all personnel records;
(d) prepare a position classification plan, including class
specifications, and from time to time, necessary revisions of the
plan. The plan, and any revisions thereof, shall not become effective
until approved by the City Council;
(e) prepare a plan of compensation, and revisions thereof,
covering all classifications in the City's service. The plan, and
any revisions thereof, shall not become effective until approved by
the City Council;
(f) be responsible for the recruitment, testing and establishment
of employment lists for all vacancies in the Classified Service;

(g) be responsible for insuring that all City departments,
agencies, and offices are in compliance with all Affirmative Action
and Equal Employment Rules and Regulations and any other rules and
regulations that may be required by federal or state law or by court
mandate;
(h) be responsible for administering all benefit programs
established by City Council; and
(i) perform such other duties as may be required of him
by the City Council.
Section 2. The provisions of this Ordinance specifically
supersede the provisions of Title 5, Chapter 5.04, Sections 5.04.100
et seq of the Los Angeles County Code relating to an Employee Relations
Commission and any other provisions of the "employee relations ordinance
of the County of Los Angeles" (Ord. 9646, 61, 1968) which conflict
with this Ordinance.
Section 3. The City Clerk shall certify to the adoption
of this ordinance and cause it to be posted in the manner prescribed
by law.

adopted and passed at a regular meeting of the City Council on the
28th day of April 1988, by the following vote,
