HomeMy WebLinkAbout1988-06-09 - ORDINANCES - WATER SYSTEM FEES (2)ORDINANCE NO. 88-24 AN ORDINANCE OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING THE LOS ANGELES COUNTY CODE, INCORPORATED BY REFERENCE AS THE SANTA CLARITA MUNICIPAL CODE, RELATING TO WATER SYSTEM PROCESSING FEES AND OTHER CHARGES THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES ORDAIN AS FOLLOWS: Section 1. Section 20.08.060 of the Los Angeles County Code, incorporated by reference as the Santa Clarita Municipal Code, is amended to read as follows: 20.08.060 SERVICE - FOR NEW DIVISIONS OF LAND. A. Plans and specifications for water system improvements for new divisions of land shall be submitted to the Engineer, as required by Section 21.32.100 of this Code, to ensure that the improvements will meet the requirements of this Division 1. B.1. Before requesting the issuance of a final subdivision map clearance, the subdivider shall deposit with the County a sum estimated by the Engineer to cover the actual cost of reviewing documents and verifying fire requirements, reports, security improvements and conducting field investigations, as required by Section 21.36.010 of this Code. If technical reviews of plans for water systems are required as determined by the Engineer, the subdivider shall pay water main plan check fees in accordance with the following schedule. WATER MAIN PLAN CHECK Lineal Feet of Water Mains and/or Hydrant Laterals 1 to 50 $ 245 151 to 500 $ 680 501 to 1000 $1230 1001 to 2000 $1430 2001 to 3000 $1640 3001 to 4000 $1850 4001 to 5000 $2050 B. For each 1,000 feet of water main, or fractional part thereof, in excess of 5,000 feet, an additional $160 shall be added. C. PLAN CHECKS FOR BOOSTER PUMP STATION, RESERVOIRS, ETC. To check the plans and classifications for the construction of water system facilities other than for water mains, but including pumping plants and reservoirs, the charge shall be $1,200 plus a charge of 0.15 percentage of the estimated construction cost thereof; provided, however, that such a charge shall not be applied to a public water district or other local agency where such a charge is prohibited by the provisions of Section 53091 of the Government Code. D. PLAN REVISIONS If any portion of the plans, after having been checked, are revised, the subdivider shall pay a fee of $160 for each 1,000 feet of water main, or fractional part thereof of water main affected. -1- E. The required water system plans and specifications shall include: 1. A statement from the serving water utility that the proposed water system will be operated by the water utility and that, under normal operating conditions, the system will meet the requirements of this Division 1. 2. Other evidence satisfactory to the Engineer showing that the proposed system will be operated by a water utility and that adequate water can be supplied to said system in accordance with this Division 1. F. The water system improvements may include construction of source of supply facilities, water mains, booster pumping stations, reservoirs, and any other facilities necessary to provide the required flow for the duration required by the Forester and Fire Warden. G. The Forester and Fire Warden may require that fire hydrants be installed to meet the flow requirements established pursuant to Section 20.16.060. H. Beginning on July 1, 1989, and thereafter on each succeeding July 1, the amount of each fee in this section shall be adjusted as follows: Calculate the percentage movement in the Construction Cost Index for Los Angeles during the preceding May through April period as published in the "Engineering News -Record" by the McGraw-Hill Publishing Company of New York, New York, adjust each fee by said percentage amount and round off to the nearest ten (10) dollars. Notwithstanding the foregoing, no such adjustment shall decrease any fee, and further, no fee shall exceed the reasonable cost of providing water main plan check services. Section 2. Section 20.08.061 of the Los Angeles County Code, incorporated by reference as the Santa Clarita Municipal Code, is amended to read as follows: 20.08.061 NON -SUB DIVISION WATER SYSTEM IMPROVEMENTS. Plans and specifications for all non -sub division water system improvements shall be submitted to the County Engineer for review and approval to ensure that the improvements will meet the requirements of this Division 1. Water main plan check fees for the reviews and approval will be the same as set forth in Section 20.08.060. This section shall only apply to the activities of water surveyors which are regulated by this Division 1. 10"1 Section 3. Section 2.08.090 of the Los Angeles County Code incorporated by reference as the Santa Clarita Municipal Code, is amended to read: 20.08.090 REGISTRATION AND AUTHORIZATION -FEES CHARGED WHEN. SM A fee of $210 will be charged by the County Engineer for processing a certificate of registration or a water utility authorization. In addition, prescribed fees will be charged for permits required by Division l of Title 16 of this Code. Beginning on July 11 1989, and thereafter on each succeeding July 1, the amount of the fee in this section shall be adjusted as follows: calculate the percentage movement in the Constructio' Cost Index for Los Angeles during the preceding May through April as published in the "Engineering News -Record" by the McGraw-Hill Publishing .Company of New York, New York, adjust each fee by said percentage amount and round off to the nearest ten (10) dollars. Notwithstanding the foregoing, no such adjustment shall decrease any fee, and further, no fee shall exceed the reasonable cost for processing certificates for registration or water utility authorizations. Section 4. Section 20.12.091 of the Los Angeles County Code, incorporated by reference as the Santa Clarita Municipal Code, is amended to read as follows: 20.12.091 FILING FEE FOR WATER APPEALS BOARD. A fee of $210 will be filed by the County Engineer for each case filed with the Water Appeals Board. Beginning on July 1, 1989, and thereafter of each succeeding July 1, the amount of this fee shall be adjusted as follows: calculate the percentage movement in the construction cost index for Los Angeles during the preceding May through April period as published in the "Engineering News Record by the McGraw-Hill Publishing Company of New York, New York, adjust each fee by said percentage amount and round off to the nearest ten (10) dollars. Notwithstanding the foregoing, no such adjustment shall decrease any fee, and further, no fee shall exceed the reasonable cost of providing the services for which the fee is collected. Section 6. The provisions of this ordinance supersede only the codified and non -codified ordinances which the provisions of this ordinance purport to amend. Section 7. The City Clerk shall certify to the adoption of this Ordinance and cause it to be posted in the manner prescribed by law. PASSED, APPROVED AND ADOPTED this 9th day of June 1988.
