CITY OF SANTA
EXPRESSING A
COMPENSATING
SERVICES
OF THE CITY COUNCIL OF THE
CLARITA, CALIFORNIA,
PUBLIC PURPOSE IN
THE CITY COUNCIL FOR
WHEREAS, the City of Santa Clarita (City) was
incorporated on December 15, 1987;
WHEREAS, on December 15, 1987, the oath of office
was administered to the five individuals elected to the City
Council by the voters of the unincorporated area which is
currently the City;
WHEREAS, the City Council, and each individual
Councilmember, has served as the official legislative body
of the City continously from December 15, 1987 to the
present date;
WHEREAS, a February 25, 1987 staff report, which is
part of the administrative record and a public record
pursuant to Government Code sections 6250 et sea, of the
Local Agency Formation Commission (LAFCO) for the County of
Los Angeles calculated an estimated budget for the City,
including City Council salaries, pursuant to a formula
within Government Code section 36515;
WHEREAS, the LAFCO City Council salary budget
estimate was in an amount which indicated payment was
intended to be made from the date of incorporation and
throughout the remainder of the fiscal year;
WHEREAS, the various candidates who sought the
Offices of City Councilmember were made aware that the
Council would be paid a salary from the date of
incorporation and at the rate set by the Government Code as
discussed within the LAFCO proceedings, and that the same
information was made available to the electorate;
WHEREAS, on January 28, 1988, Ordinance 88-8 was
introduced at the regularly scheduled City Council meeting,
and on February 11, 1988 the City Council adopted Ordinance
88-8, which set the compensation for City Councilmembers at
$600.00 per month, payable at the same time and in the same

manner as salaries are paid to other officers and employees
of the City. Ordinance 88-8 became effective as of March
12, 1988;
WHEREAS, pursuant to such Ordinance 88-8, on
Manch 25, 1988, being the fourth Friday of March, and the
time at which other officers and employees of the City are
paid, the City compensated each Councilmember $600.00 for
the month of March;
WHEREAS, due to delays in the introduction of
Ordinance 88-8, the Councilmembers have not been compensated
a salary for services performed in the months of December,
1987 and January and February of 1988.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA DOES RESOLVE AS FOLLOWS:
Section 1. The City Council finds that a public
purpose shall be served by compensating City Councilmembers
for services rendered in their official capacity from
December 15, 1987 through February 29, 1988, based upon the
salary schedule established by Ordinance 88-8, in that the
City had intended such payment to be made, but formal
authorization was not finalized until March 12, 1988.
Section 2. The City Council finds that each of the
five Councilmembers has fulfilled his or her duties and
responsibilities pursuant to the applicable state and
municipal laws for the period of time which is the subject
of this Resolution.
Section 3. In the interest of serving the public
purpose as stated in this Resolution, the City Treasurer is
directed to make payment to each individual City Council -
member the salary for one-half of the month of December,
1987, and for the full months of January and February of
1988, such amount being $1,500 per Councilmember.
Section 4. The City Clerk shall certify the
adoption of this Resolution.
