RESOLUTION NO. 88-8
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA DESCRIBING AND ADOPTING
A MERIT SYSTEM AS A PERSONNEL PHILOSOPHY
WHEREAS, The City Council of the City of Santa Clarita
desires to declare a personnel philosophy to govern the
recruitment, selection, and advancement of its employees; and
WHEREAS, the City Council has received and considered a
comprehensive report on the establishment of a personnel
system.
NOW, THEREFORE, BE IT RESOLVED THAT:
Section 1. The City Council hereby subscribes to the
following principles as the basis for the Santa Clarita
Personnel System:
Merit Principle No. 1.
The recruitment, selection and advancement of employees
shall be on the basis of their relative ability,
knowledge and skills including open competitive
consideration of all qualified applicants for both
initial and promotional appointments.
Merit Principle No. 2.
A compensation plan such as will provide equitable
and adequate compensation for service shall be
developed and maintained.
Merit Principle No. 3.
A program of continuous training shall be established
and maintained by all department heads for all
employees in every department.
Merit Principle No. 4.
Classified employees shall be retained on the basis
of the adequacy of their performance. Where inadequate
performance exists, positive steps will be taken
to correct performance, and where inadequate
performance cannot be corrected, employees will
be separated from the Classified Service.
Merit Principle No. 5.
Applicants and employees will receive fair and
impartial treatment in all aspects of personnel
administration without regard to political affiliation,
race, color, national origin, sex, physical handicap,
or religious creed while always maintaining proper
regard for their personal privacy and constitutional
rights as citizens.
Merit Principle No. 6.
Employees shall be protected against coercion
for partisan political purposes while at the same
time employees shall be prohibited from using their
positions to interfere with or otherwise affect the
result of an election or nomination for office.
Section 2. The City of Santa Clarita is an Equal
Opportunity/Affirmative Action employer. Persons in the employ
of the City, or those seeking employment, shall be employed,
promoted, demoted, or discharged without favor or
discrimination because of race, color, ancestry, national
origin, religious creed, political opinions or affiliation,
handicap (if otherwise qualified), or sex. It is further
declared that no question in any test, in any application
form, or by any examiner or appointing authority shall be so
framed as to elicit information concerning an applicant's race,
color, ancestry, national origin, religious creed, political
opinion or affiliation, handicap (if otherwise qualified), or
sex.
Section 3. All positions in the City Classified shall
be established through the following four -step procedure:
a. A job description shall be prepared and maintained
for each and every position.
b. Every position will be assigned to a salary range
from the Compensation Plan.
C. A budget appropriation shall be made for each
position in the Classified Service.
d. Each position shall be fully described by title,
salary range and assigned department on a Table of
Organization.
Section 4. To augment this Statement of Policy, the
Personnel Manager shall prepare and the City Council shall
approve Official Rules and Procedures to be known as the CITY
OF SANTA CLARITA PERSONNEL RULES AND PROCEDURES.
