CITY COUNCIL
MAY 25, 1989
3:00 p.m.
The adjourned meeting was called to order by
Mayor Heidt at 3:04 p.m. at the Council
Chambers, 23920 Valencia Blvd., lst floor, City
of Santa Clarita.
Deputy Sheriff Gordon Ewing led the Pledge of
Allegiance.
All members of the Council were present. Also
present were the City Manager, George
Caravalho; Assistant City Manager, Ken
Pulskamp; Assistant City Attorney, Betsy Hanna;
Community Development Director, Kyle Kollar;
Public Works Director, John Medina; Parks and
Recreation Director, Jeff Kolin; Finance
Director, Andrea Daroca; Deputy City Clerk,
Donna Grindey.
Lou Garasi and Connie Worden reported on the
Joint Powers Agreement between the City and the
County dealing with the Santa Clarita Road
Financing Authority. It was moved by Koontz,
second by Boyer to continue this item to the
Council meeting of June 27, 1989, authorize
staff to review the agreement- with County
Counsel, seek any legal advice necessary,
delete Val Verde, and the Hart High School
District area that is under the Los Angeles
County territory of authority.
On roll call vote:
Ayes: Boyer, Darcy, Koontz, McKeon, Heidt
Noes: None

PROPOSAL BY
VALENCIA COMPANY
TO TRANSFER
MODERATE HOUSING
OBLIGATION FROM
THE NORTHBRIDGE
PROJECT TO THE
SIENNA VILLA
PROJECT
A group of interested citizens have been
meeting to develop an organization to promote
culture, support local performers, attract
cultural events to the Valley, and enrich the
cultural education of our children. It was
moved by Boyer, second by Darcy to enter into a
contract with the San Francisco Opera in the
amount of $14,000 on behalf of the Santa
Clarita Arts Commission. Those addressing the
Council were: Louis Brathwaite, 26773 Lugar De
Oro Drive, Saugus; and David Bozman, 18943
Bassel Drive, Canyon Country.
On roll call vote:
Ayes: Boyer, Darcy, Koontz, McKeon, Heidt
Noes: None
Motion Carried.
It was moved by Boyer, second by Darcy to have
staff schedule a study session on Cultural Arts
in July or August, 1989.
With no objection it was so ordered.
Councilman Boyer left the meeting at 3:25 p.m.
Gary Cusamano presented a recap of this item
requesting transfer from one project to
another, an obligation to construct
"affordable" housing. Following discussion by
Council regarding the ethical and legal issues
of this proposal, it was moved by McKeon,
second by Koontz to adopt a resolution
necessary to support the request of the County.

1989-90 PROPOSED
ANNUAL BUDGET The City Manager presented the proposed 1989-90
budget. He stated highlights indicate a budget
of $22,078,000, and seventy four point four per
cent of the total revenue is comprised from
three sources: sales tax, motor vehicle in
lieu tax and property tax. The remaining
twenty six point six per cent of the revenue is
derived from taxes, licenses, permits, fines,
forfeitures, penalties, interest,
inter -governmental revenue and charges for
current services. Following a slide projection
program, outlining future projects along with
proposed funds, it was moved by McKeon, second
by Darcy to establish the budget workshops of
June 7, June 13, June 14, June 21 and June 27,
1989. With no objections, it was so ordered.
AUDIENCE
PARTICIPATION Bob Lathrop, 25105 Highspring, Newhall,
expressed his concerns regarding Disaster
Prevention Month and the needs for considering
possible emergency preparedness in the event of
a disaster.
COUNCIL
PARTICIPATION Councilwoman Darcy, spoke about emergency kits
available from Sparkletts Water. She will
check into getting the kits for City employees.
The City Manager reported that the City Hall
signs are in place on the entrances to the
building. A map was provided to us by Tom
Eldridge and the Fire Departments and is in the
Council Chambers. Two aerial photos are being
mounted, one for the Council Chambers and one
for the City Hall. The topographical model
should be completed approximately the third
week in June.

ADJOURNMENT At 5:00 p.m., it was moved by McKeon, second by
Koontz to adjourn the meeting in the memory of
Gabriel Soto to June 7th, at 7:30 p.m, Council
Chambers for a study session.
