Government to play a major role in this since it ships and receives a large amount of goods. Should be an Air quality element in the General Plan. A.Q.M.D. blueprint for clean air. By 2010 it would be the adding of San Fernando now or adding all the people who were here in 1950. If we do what we are doing now, air quality will be intolerable by the year 2010. March 17th - A.Q. will decide the plans. Lots of special interest opposing this. District wants to work in harmony with us. Ken would like to give impact into our progress. A regular hearing could be scheduled if Air Quality became available. Clyde Smythe spoke: Now plus 2010 (year) - 59,000 family dwellings. Will create need for one high school, one junior high, and an alternate high school. For High School district this will require $180 - $200 million No new bond $ until at least 1990. Options: 1) Do nothing. 2) Large Mello -Roos district 3) G. 0. Bond * Requires 2/3 Other infrastructure needs exist. Schools already exceed design and expansion capacity. Earliest new High School could be build in 1992. Overcrowded schools are inferior schools. Legislators recommended: Unification. Year Round education. In 5 years there will be a shortage of 4 1/2 elementary schools or 6900 students.
