AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF CITY OF SANTA CLARITA,
CALIFORNIA, AMENDING TITLE 7 OF THE
MUNICIPAL CODE AT SECTIONS 7.06.070 AND
7.14.010 AND ADDING CHAPTER 7.29,
RELATING TO CURB PAINTING.
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That Municipal Code is hereby amended
at Section 7.06.070 of Title 7, relating to designated
businesses for which a valid license must be received in
advance of operation, to add the following business or
activity in the appropriate alphabetical position:
"Curb Painting"
SECTION 2. That the Municipal -Code is hereby
amended at Section 7.14.010 of Title 7, relating to the
license fee required to be paid to perform, carry on,
conduct or engage in any of the businesses, occupations, or
activities for which a license is required, to add the
following activity and fees in the appropriate alphabetical.

SECTION 3. That the Municipal Code is hereby
amended to add Chapter 7.29 to Title 7, relating to curb
painting, to read as follows:
Curb Painting
7.29.010. License Required.
7.29.020. Operation Requirements.
7.29.030. Exception.
7.29.010. License Required. Every person who
paints, stencils, or affixes, or causes to be painted,
stenciled or affixed, any house or street address number on

any curb or adjacent to any public street shall first
procure a license and pay an annual license fee in the
amount set forth in Section 7.14.010 of this Title under the
appropriate heading.
7.29.020. Operation Requirements.
(a) The licensee shall file with the City a
policy of public liability insurance in which the
City has been named as insured or co-insured. The
policy of insurance shall insure the City, and its
officers and employees, against all claims arising
out of, or in connection with, the issuance of the
license or the operation of the licensee, or the
licensee's agents or contractors. The policy of
insurance shall provide coverage as follows:
Bodily Injury ............... $25,000 each person
$50,000 each accident.
Property Damage..............$5,000 each accident
(b) The licensee shall post and maintain with
the City a surety bond in the amount of $500. Each
bond shall be executed to the satisfaction of the
City and shall be approved by the City Attorney as
to form and legality. Such bond.shal.l_be payable
to the City; and shall be executed by a reliable
surety company authorized to do business in
California and satisfactory to the City; and shall
guarantee compliance with the provisions of this
Chapter and all rules and regulations adopted by
the City Council relating to curb painting.
(c) No licensee shall represent in any way to
an owner or occupant of premises, or to anyone,
that the painting of such numbers upon curbs or
elsewhere is required by any law, rule or
regulation.
(d) Any house or street address numbers which
are painted, stenciled or affixed to any curb
pursuant to the provisions of this Chapter, shall
consist of black numerals not less than two and
one-half inches (22"), and not more than four
inches (411) in height on a white background.
First -quality paint shall be used in all cases.
(e) The City Council may adopt such
reasonable rules and regulations in furtherance of

the provisions of this Chapter as determined
necessary, including, but not limited to, rules
regarding the work to be performed and the method
and manner of any solicitation for such work.
(f) Neither the City of Santa Clarita nor any
board, commission, officer or employee thereof
shall be liable or responsible for any work done by
any permittee under the provisions of this Chapter,
or by any employee, agent or independent contractor
of the City who paints over, obliterates or removes
any house or street address number upon any curb in
the course of establishing any official traffic
control or street identification sign, or in the
process of repair or replacement of curbs.
7.29.030. Exception. The provisions of this
Chapter shall not apply to any person who paints, stencils
or affixes house or street address numbers upon curbs
abutting his or her own property.
SECTION 4. The City Clerk shall certify to the
adoption of this ordinance and shall cause the same to be
published in the manner required by law.

Ordinance No. 89-3 was regularly introduced,and placed
upon its first reading at a regular meeting of the City
Council on the 10th day of January , 1989 . That
thereafter, said Ordinance was duly adopted and passed at a
regular meeting of the City Council on the 24th day of
January , 19 89, by the following vote, to wit:
