HomeMy WebLinkAbout1989-11-28 - RESOLUTIONS - CDBG PGM (2)RESOLUTION NO. 89-146 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING AND AUTHORIZING IMPLEMENTATION OF THE 15TH YEAR 1989-90, COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM. WHEREAS, the City of Santa Clarita supports the goals of the Housing and Community Development Act (HCDA) of 1974, as amended, which are to provide viable urban communities by providing for decent housing and a suitable living environment, and expanding economic opportunities; and WHEREAS, the City of Santa Clarita advertised by public notice of the public hearing to local newspapers of general circulation and posted in accordance with the law and held a public hearing on November 14, 1989 to allow citizens to participate in the development and be informed of the City's CDBG program in accordance with the Housing and Community Development Act and City policy. WHEREAS, this will be the initial year of the City of Santa Clarita's participation in the Community Development Block Grant program, since its incorporation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City has designated the funding to be used in the East Newhall target area as specified in the agenda report of October 30, 1989 in the amount of $390,409.00 and that the following projects will be initiated as indicated below: a. Public Improvement Project To construct new sidewalks, curbs and gutters and to identify the need for street lights in the designated area. b. Housing Rehabilitation The initiation of a home improvement and housing rehab program for residents in the designated area. C. Neighborhood Beautification and Public To advertise to the public about the CDBG program and how they can qualify to participate. Resolution No. 89-146 Page 2 SECTION 2. The City Council hereby authorises the filing of the 15th year CDBG program application and the signing of the Cooperation Agreement to continue participation with Los Angeles County in the CDBG Program. SECTION 3. The City Council hereby authorises the Mayor and the City Manager as agents of the City to conduct negotiations, execute and submit all documents including but not limited to applications, agreements, contracts, etc. which may be necessary for implementation of the CDBG program. PASSED, APPROVED AND ADOPTED this 28th day of November , 19 89 . I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Santa Clarita, at a regular meeting thereof, held on the 2sth November , 19 89 , by the following vote of Council.
